DOHA (Reuters) - The United Nations Palestinian refugee agency (UNRWA) said on Thursday that it will most likely be forced to shut down its operations in the Middle East, including in Gaza, by the end of the month if funding does not resume. A string of countries including the United States, Germany and Britain have paused their funding to the aid agency in the wake of allegations that some UNRWA staff were involved in Hamas' Oct. 7 attacks in southern Israel. "The agency remains the largest aid organization in one of the most severe and complex humanitarian crises in the world," UNRWA Commissioner-General Philippe Lazzarini said in a statement. "If the funding remains suspended, we will most likely be forced to shut down our operations by end of February not only in Gaza but also across the region." Israeli authorities have long called for the agency to be dismantled, arguing that its mission is obsolete and fosters anti-Israeli sentiment, something UNRWA has vigorously denied.

Since mid-November the rebels have been attacking commercial ships in the Red Sea and the Strait of Bab al-Mandab. The Red Sea is a vital waterway that connects to the Suez Canal, through which 10% to 15% of world trade passes. In its fight, the Houthi group has distracted from Yemen’s humanitarian crisis, shored up domestic and international support, and made its name known among those who knew little to nothing about the movement, they say. That narrative has taken hold among those who oppose the Gaza war the world over. Yemen’s civil war began in 2014, when Houthi forces stormed the capital Sanaa and toppled the internationally recognized, Saudi-backed government.

The terrorist threat from al-Qaida, the Islamic State group and their affiliates remains high in conflict zones in Africa and in Afghanistan – and threat levels have risen in some regions including Europe, U.N. experts said in a new report. The Islamic State group broke away from al-Qaida over a decade ago and attracted supporters from around the world. In Iraq, they are carrying out “a low-intensity insurgency with covert terrorist cells” while in Syria attacks have intensified since November, the experts said. In West Africa and the Sahel, the panel said, “violence and threat have escalated again” in conflict zones, raising concerns among U.N. member nations. The experts point to “a deficit in counterterrorism capabilities,” which Islamic State and al-Qaida affiliated groups are continuing to exploit.

OAKLAND, Calif. (AP) — A U.S. district judge in California dismissed a lawsuit Wednesday that sought to force the Biden administration to do all it could to make Israel stop bombing Gaza. It also asked the court to order defendants to stop obstructing attempts by the international community to call for a cease-fire in Gaza. Corrie was run over and killed in 2003 while trying to stop the demolition of a house in Gaza. Still, the lawsuit has brought fresh attention to the thousands of Palestinian Americans and other advocates calling for a cease-fire. Israeli authorities say the Oct. 7 assault by Hamas resulted in about 1,200 people dead and another 250 kidnapped as hostages.

CNN —As the echoes of the final whistle rang out around the Abdullah bin Khalifa stadium in Doha, Qatar, Palestinian players celebrated with anguished joy last week. The historic sporting moment for Palestinians comes as Israel’s war against Hamas rages in Gaza, causing widespread destruction and initiating a catastrophic humanitarian crisis. The Palestinian Football Association says that, as of December 6, 55 football players are amongst the dead, including amateur and youth members. Some Palestinian national team footballers, like Saleh, have reportedly lost family members or have relatives and friends trapped in Gaza. The U.N. aid agency serving Palestinians in Gaza faced more funding cuts Monday amid accusations that 12 of its employees were involved in the Oct. 7 attack that sparked the Israel-Hamas war. The allegations over the weekend triggered a wave of funding cuts by major donors, including the U.S., Britain and France. UNRWA employs roughly 13,000 Palestinians in Gaza and says it will be forced to halt operations within weeks if funding isn’t restored. The Palestinian Health Ministry said the boy was killed near the Israeli settlement of Tekoa. The official Palestinian news agency Wafa said that Israeli forces opened fire after clashing with Palestinians from the area.

Here is what you need to know about the U.N. agency, the allegations against its workers and the fallout. While UNRWA does not resettle Palestinian refugees, it provides other services such as education and health care to refugees across five separate locations. The remaining approximately 2.5 million refugees are located in the enclaves of the Gaza Strip (nearly 1.6 million) and the West Bank (more than 900,000). As of Monday morning, the following 10 countries have announced they would at least pause UNRWA funding. “The Department of State has temporarily paused additional funding for UNRWA while we review these allegations and the steps the United Nations is taking to address them.”What Does the UNRWA Scandal Mean for Gazans?

Israeli military and intelligence officials have concluded that a significant number of weapons used by Hamas in the Oct. 7 attacks and in the war in Gaza came from an unlikely source: the Israeli military itself. For years, analysts have pointed to underground smuggling routes to explain how Hamas stayed so heavily armed despite an Israeli military blockade of the Gaza Strip. Hamas is also arming its fighters with weapons stolen from Israeli military bases. What is clear now is that the very weapons that Israeli forces have used to enforce a blockade of Gaza over the past 17 years are now being used against them. Israeli and American military explosives have enabled Hamas to shower Israel with rockets and, for the first time, penetrate Israeli towns from Gaza.

GENEVA (Reuters) - The United Nations Palestinian agency (UNRWA) said on Friday it had opened a probe into the alleged involvement of several of its employees in the Oct. 7 attacks in southern Israel by Hamas, and that it had severed ties with these staff members. More than 40,000 people have been sheltering in or around the center, according to the U.N. There was no immediate confirmation of the Israeli order by UNRWA. The United Nations did not directly blame Israel. The United Nations said Wednesday’s strike was the third direct hit on that compound. An estimated 1.7 million Gazans have fled their homes during the war, according to the United Nations, many of them displaced multiple times.

Wreaths of smoke hung over the UN shelter, after a huge blaze broke out at the UNRWA Khan Younis Training Center, video obtained by CNN showed. The Hamas-run health ministry in Gaza said Israeli forces have surrounded the Nasser Medical Complex, cutting off crucial medical, food, and fuel supplies. The Palestine Red Crescent Society (PRCS) said Israeli forces are “surrounding” their headquarters and the Al-Amal Hospital and have enforced “restrictions on movement around both the building and the hospital”. Six people were killed in attacks on Khan Younis on Wednesday, PRCS added, three of which had been “targeted” at the entrance of their headquarters. “We were expecting to die at any minute.”Jamal al Rozzi, an aid worker displaced near Khan Younis, said he was forced to flee to Rafah on Wednesday after heavy bombardment in the area.

The Israeli military said it had “currently ruled out” that its aerial or artillery fire had been responsible for the strike on the shelter in Khan Younis, where the U.N. was housing about 800 people. In addition to the nine dead, 75 other people were injured, according to Thomas White, who helps oversee U.N. aid operations in Gaza. U.N. officials did not directly blame Israel, but said the shelter, in a vocational training center, had been hit by two tank rounds. “Once again a blatant disregard of basic rules of war,” Mr. Lazzarini wrote on social media. The Israeli military said that it was conducting a review of its operations in the area of the shelter.

The US has attacked Iranian-backed groups in Yemen, Syria and Iraq, while Iran-linked groups have targeted American personnel in Iraq and Syria. The US, having been trying to pivot away from the Middle East for years, finds itself drawn back into the region. And in some places, including Iraq and Syria, the US military presence overlaps that of Iran and its allies. The US has around 13,500 US forces in Kuwait, the largest American military presence in the region. The US this month quietly reached an agreement that extends its military presence for another 10 years at the base.

On December 22, the UN Security Council passed a resolution calling for further extended humanitarian pauses to allow more aid into Gaza. People carry some of their belongings as they walk to Rafah in the southern Gaza Strip on January 4, fleeing central Gaza. But even as foreign aid to Gaza rose in the wake of the Hamas takeover, the amount of aid fluctuates annually, OECD data shows. In 2018, the Trump administration cut about $200 million in Palestinian aid and halted contributions to UNRWA. Medicine for Israeli hostages and Palestinians entered Gaza last Wednesday after Qatar brokered a deal with Israel and Hamas.

CNN —Israeli Prime Minister Benjamin Netanyahu has rejected Hamas’ conditions for an end to the Gaza war in exchange for the release of hostages held there, labeling such a prospect as “surrender.”In order to release the remaining hostages, Netanyahu said Hamas was demanding an end to the war, the release of Palestinian prisoners and the withdrawal of Israeli forces from Gaza. Out of the 253 hostages Israel says Hamas seized on October 7, Israel believes that 132 are still in Gaza, of whom 104 are thought to be alive. Relatives and supporters of the Israeli hostages held in the Gaza Strip by Hamas attend a protest calling for their release outside Israeli Prime Minister Benjamin Netanyahu's residence, in Jerusalem on Sunday. Netanyahu is under mounting pressure from the Israeli public to secure the release of captives in Gaza. Video posted Monday to X by Al Jazeera showed hundreds of people rushing toward what appeared to be an aid truck in what the news outlet said was Gaza City. The Associated Press could not immediately independently verify the video and it was not clear when the video was filmed. Political Cartoons View All 253 Images“People in Gaza risk dying of hunger just miles from trucks filled with food,” said WFP Executive Director Cindy McCain. Israel blames Hamas for the high death toll, saying its fighters make use of civilian buildings and launch attacks from densely populated urban areas. The U.S., as well as the U.N., have continued to push Israel to ease the flow of aid.

Israel ordered all Gaza City residents to leave in October, though many stayed despite the warfare, and others have returned since the military pulled some troops from there last month, while saying civilians should still keep away. Inside Gaza, hunger is not evenly spread. On Friday the U.N. humanitarian office said Israeli authorities were systematically denying it access to northern Gaza, where Gaza City is located, to deliver aid, significantly hindering its operations there. On the Gaza City beach, a few white U.N. cars with the organisation's blue flag drove along the sand. Some people were visible in the posted video struggling under the weight of heavy sacks.
