U.S. President Joe Biden attends Partnership for Global Infrastructure and Investment event on the day of the G20 summit in New Delhi, India, September 9, 2023. U.S. President Joe Biden secured deals with Vietnam on semiconductors and minerals as the strategic Southeast Asian nation elevated Washington to its highest diplomatic status alongside China and Russia. Biden noted the strides that had been taken toward improved ties. Vietnam is having to navigate frosty relations between Washington and Beijing as it seeks its own foothold in the international economic competition. That would help Vietnam reduce military reliance on Moscow, "a relationship we think they are increasingly uncomfortable with," Finer said.

Mr. Biden’s trip to Hanoi, which includes a news conference scheduled for Sunday, is centered on signing a “comprehensive strategic partnership” with the Vietnamese, a symbolic but significant status long coveted by the United States. Since taking office, Mr. Biden has sought to enhance relations with several Southeast Asian nations because of their tactical value as a bulwark against rising Chinese aggression in the Indo-Pacific region. Secretary of State Antony J. Blinken accompanied Mr. Biden to the presidential palace, where honor guards marched to martial music before the meeting with Mr. Trong began. Earlier on Sunday, Mr. Biden concluded an eventful trip to New Delhi by joining the Group of 20 leaders at the memorial of Mohandas Karamchand Gandhi, the champion of nonviolent struggle. The G20 summit managed to produce a surprise consensus declaration before the end of its first day.

A Boeing 787 of Vietnam's state-owned airline, Vietnam Airlines, is taken to Frankfurt Airport's runway. Vietnam Airlines is expected to sign an initial agreement to buy about 50 Boeing 737 Max jets in a deal valued at about $7.5 billion, a person familiar with the talks told Reuters on Sunday. Boeing and Vietnam Airlines did not immediately respond to requests for comment. Boeing has a deal with Vietnam Airlines' rival VietJet (VJC.HM) for the sale of 200 of its 737 MAX planes. Boeing 737 Max jets were grounded worldwide for months after two fatal crashes in Indonesia and Ethiopia in 2018 and 2019.

President Biden cemented a new strategic relationship with Vietnam on Sunday, bringing two historical foes closer than they have ever been and putting the ghosts of the past behind them out of shared worry over China’s mounting ambitions in the region. During a landmark visit to Hanoi by the American president, Vietnam’s Communist Party leadership formally raised the country’s ties to the United States to the highest level in Hanoi’s diplomatic hierarchy, equivalent to those it has with Russia and China. Mr. Biden said the breakthrough was “the beginning of even a greater era of cooperation” a half-century after American troops withdrew. “Today, we can trace a 50-year arc of progress in the relationship between our nations, from conflict to normalization,” Mr. Biden said at a news conference after a meeting with Nguyen Phu Trong, the general secretary of the Communist Party of Vietnam. In recent months, he has expanded cooperation with Australia, India and the Philippines and brought the leaders of Japan and South Korea together at Camp David to seal a three-way alliance that has eluded Washington in the past.

Vietnam has named four other countries "comprehensive strategic partners," the designation expected for the U.S.: China, Russia, India and South Korea. Biden's visit comes nearly 50 years after the end of the deeply unpopular Vietnam War between the Soviet-backed Communist government of North Vietnam and South Vietnam’s U.S.-backed regime. When President Biden is greeted by Vietnamese officials in Hanoi on Sunday, he will be celebrating the prospect of adding another friend in Asia to a coalition that his administration hopes will side with American interests rather than China’s and Russia’s. During Mr. Biden’s visit, the two nations will underscore their commitment to “increase peace, prosperity, and stability in the region,” a White House press statement said. Nguyen Phu Trong, the top Vietnamese leader, is expected to confer upon the United States an upgrade of strategic ties. The Biden administration has reciprocated early, glossing over the Communist Party of Vietnam’s intensifying human rights crackdown. Signed by a Vietnamese deputy finance minister, the document notes that Vietnam is negotiating a new arms deal with Russia that would “strengthen strategic trust” at a time when “Russia is being embargoed by Western countries in all aspects.”

During his state visit to Vietnam on Sunday, Mr. Biden is expected to oversee the signing of a “comprehensive strategic partnership” with Hanoi, a symbolic but significant status long coveted by the United States. Vietnam has until now reserved this status for only four countries: China, Russia, India and South Korea. For years, it had resisted granting this distinction to the United States out of fear of offending China. But as Beijing continues to encroach on waters claimed by Vietnam and as the United States looks for more partners to counter China in the Indo-Pacific, the former enemies have found common ground. “Whenever they try to upgrade any significant bilateral relations, they normally tend to do it step by step because of the fear that it may cause some concern, especially from Beijing.”

Afterward the summit, Biden and Vietnamese General Secretary Nguyen Phu Trong will meet in Hanoi and are expected to announce plans to tighten economic cooperation. The Chinese economy is weighed down by a property bubble, local government debt, high youth unemployment and a broader inability to rebound as expected from pandemic lockdowns. But so far this year, the U.S. economy has outperformed expectations as the Chinese economy has underperformed. Still, China’s economic challenges could create more geopolitical risk as economics can often inform national security strategies. At an August fundraiser in Utah, Biden called China's economy a “ticking time bomb.”“When bad folks have problems, they do bad things,” the president said.

"The United States' commitment to the G20 hasn't wavered and we hope this G20 summit will show that the world's major economies can work together even in challenging times," National Security Advisor Jake Sullivan said Tuesday. Russian President Vladimir Putin will skip the summit for the second year in a row, as will Chinese President Xi Jinping. This will be the first G20 summit a Chinese president has missed since its inaugural event in 2008; he attended virtually during the coronavirus pandemic. The conference has long been touted as a possible meeting point for Biden and Xi, who last met at Indonesia's G20 summit in November. However, a "recent crackdown on civil society, increased pressure on independent religious communities, alarming reports of forced renunciations of faith, and other growing religious freedom violations add up to a clear reversal in that once-positive trajectory," it said. Vietnam's requirement for religious groups to register contrasted with Hanoi's obligation to provide religious freedom to all its people, it said. "Government authorities continue to closely monitor all religious activity, often harassing, detaining, or otherwise preventing unregistered faith communities from exercising their fundamental right to religious freedom," the report said. Last year, the U.S. State Department added Vietnam to its Special Watch List for violations of religious freedom under the 1998 U.S. Religious Freedom Act, a lesser designation than that of a CPC, but its first since 2006.

First lady Jill Biden tested positive on Monday night, but so far she has experienced mild symptoms, the White House said. The president is scheduled to depart for India on Thursday to attend the Group of 20 summit, and then to visit Hanoi, Vietnam on Sunday. Fearful of the potential reaction from its much larger neighbour, Vietnam had initially expressed caution about the upgrade. Yet it is unclear what Vietnam, which is at odds with China over boundaries in the South China Sea, stands to gain in the short term from the upgrade. Meanwhile, Vietnam is talking with several other countries to upgrade and expand its mostly Russian-made arsenal, and has recently engaged in multiple high-level defence meetings with top Russian officials. The U.S. may offer more, said Vu Tu Thanh, head of the Vietnam office of the US-ASEAN Business Council. The upgrade of relations is expected to boost U.S. firms' plans in Vietnam.
