Johnson predicted the House will vote Friday evening on the separate bills. “My personal preference is to do it individually, but we’ll let the body decide.”Among the ways GOP leaders plan to address Ukraine aid: a bill to seize Russian assets, a lend-lease program for Ukraine military aid and convertible loans for humanitarian relief. Former President Donald Trump, who recently met with House Speaker Mike Johnson at Mar-a-Lago, has expressed openness to structuring Ukraine aid as a loan. The Senate passed its bill in February – a $95.3 billion foreign aid bill with assistance for Ukraine, Israel and other priorities. A significant number of House Republicans are opposed to sending further aid to Ukraine.

In the letter, Greene laid out a detailed case against the speaker, accusing Johnson of failing to deliver on promises he ran on and breaking legislative procedural rules. She even blamed him for jeopardizing the House Republican majority by not doing more to prevent some retiring GOP members from leaving Congress early. Part of the argument to try and dissuade Greene from moving forward with the process, according to sources, is that ousting Johnson would only deliver Democrats the House majority. “And no, electing a new Republican Speaker will not give the majority to the Democrats. That only happens if more Republicans retire early, or Republicans actually vote for Hakeem Jeffries.

Johnson, presumably, could be helped by Democrats who want Ukraine aid as a price for helping the Louisiana Republican keep his job. Johnson has tried to ease tensions, saying on Fox this week of Greene: “She’s trying to send a message. For more on the effort to oust House Speaker Mike Johnson from his job and the fight over Ukraine aid, watch “Inside Politics Sunday with Manu Raju” at 8 a.m. “”The speaker wants to put wins on the board for House Republicans, and we better start doing that. But whether or not Johnson keeps his speaker’s gavel may hinge on how he handles the next divisive policy issue coming down the pike: funding for Ukraine in its war against Russia. Over the two-week Easter recess, Johnson has been quietly working with key lieutenants to chart a course on his Ukraine strategy. “It was a terrible deal.”Democrats are signaling that they will save Johnson if he moves a Ukraine bill they can support.

Trump and Manhattan prosecutors are arguing over the scope of this week's hush-money gag order. AdvertisementLawyers for Donald Trump made an extraordinary request in his hush-money case on Friday: they want state Supreme Court Justice Juan Merchan to affirm that Tuesday's gag order lets Trump continue verbally attacking the judge's progressive daughter. Their motion, if allowed, would ask the judge to "direct that defendant immediately desist from attacks on family members." The next step in this battle over Trump's hush-money gag order is now in Merchan's court, so to speak. Alternately, he could expand or clarify the gag order to protect family members, and deny further motions on the topic.

Marjorie Taylor Greene is threatening to oust Mike Johnson from the speakership. It could actually backfire on her — and make it more likely that Ukraine aid gets passed. Democrats could easily save Johnson, and many have named a vote on Ukraine aid as their price. So by filing her resolution on Friday in protest of Johnson's handling of government funding, Greene just handed a whole lot of leverage to House Democrats. Or it could mean individual votes on Ukraine and Israel aid, as Johnson has indicated he would like to see.

President Joe Biden on Saturday signed Congress' $1.2 trillion spending package, finalizing the remaining batch of bills in a long-awaited budget to keep the government funded until Oct. 1. The Senate passed the budget in a 74-24 vote at roughly 2 a.m. However, the White House said that it would not begin official shutdown operations since a deal had ultimately been secured and only procedural actions remained. Hours before the House passed the spending package Friday morning, hardline House Republicans held a press conference to lambast the bill. If ousting a House speaker for budget disagreements feels like a familiar story, that's because it is.

WASHINGTON — Lawmakers early Thursday morning released the text of a $1.2 trillion government funding bill negotiated by the White House and leaders of both parties to avoid a partial government shutdown this weekend. Those federal agencies are scheduled to shut down on Saturday if the funding package is not passed by Friday night. President Joe Biden has said he'll sign the bill, but it's unclear whether Congress has enough time to pass it before the deadline. It is the last remaining funding package that Congress has to pass this fiscal year, which ends after September. After the House passes the bill, the Senate will require unanimous consent to vote quickly.

Speaker Mike Johnson announced the deal in a statement, saying he hopes the text of the legislation will be released “as soon as possible,” a key step expected before either chamber votes. A GOP leadership aide told CNN on Monday night that congressional negotiators had reached an agreement on funding for the Department of Homeland Security. ET Friday to pass the deal, and getting through both chambers is expected to take days. “House and Senate committees have begun drafting bill text to be prepared for release and consideration by the full House and Senate as soon as possible,” Johnson announced in his statement. “We have come to an agreement with Congressional leaders on a path forward for the remaining full-year funding bills,” Biden wrote.

Congress is back at the budget negotiation table this week and border security disputes again are threatening to torpedo talks as a weekend government shutdown inches closer. Congress successfully struck a deal on the first six appropriations bills in February, but the remaining half relate to thornier agencies like labor, homeland security, education and more. "This second batch, they're tougher because they're more partisan," said Bobby Kogan, a former budget advisor under President Joe Biden. The border is a top voting issue in the 2024 election and amid the heat of the border controversy, House Republicans impeached Homeland Security Secretary Alejandro Mayorkas in February after several failed attempts. In early February, Republicans killed a foreign aid package that would have provided $20 billion in funding for the U.S. southern border.

mary zieglerWell, I think it’s much easier to ban abortion than it is to enforce a criminal law against abortion. mary zieglerNo, I think that’s right. If our abortion politics don’t reflect our abortion views, what does that tell us about the health of the democracy? We’ve seen upwards of 10 states — I think it’s 14 or 15 that have changed their definition of abortion in abortion restrictive states since Dobbs. So, the idea is that abortions that are presented as life saving either are not abortions or are simply pretexts for abortion that’s elective.

U.S. President Joe Biden will issue an executive order Wednesday intended to safeguard the personal data of American citizens from countries deemed hostile. The executive order centers on the business of selling people's personal information, in which companies and so-called data brokers collect and trade data. The order focusses on specific, sensitive information like genomic data, biometric data, personal health data, geolocation data, financial data and other kinds of personally identifiable information. The executive order will direct the Department of Justice to issue several regulations intended to protect sensitive data. "American privacy concerns in the data broker industry are not new, and existing laws do not sufficiently protect Americans' data from misuse," the letter said.

House Republican hardliners' efforts to stonewall a budget deal ahead of a looming government shutdown could risk triggering automatic spending cuts later this spring that may put pressure on the U.S. economy's already fraught recovery. A full-year budget deal to avert the FRA cuts appears increasingly unlikely, amid staunch opposition from the House's ultraconservative wing. Freedom Caucus derailmentMembers of the House Freedom Caucus, a coalition of hardline conservatives, have been working to derail a permanent budget. Instead, they want to extend the current temporary spending resolution through the rest of the fiscal year, ensuring the FRA's spending cuts are triggered on April 30. But if the FRA's automatic spending cuts take effect, they could rattle the broader economy's teetering recovery.

CNN —House Speaker Mike Johnson has the fate of a democracy and a people in his hands. It’s not the United States, which will survive – even if the coming general election results in another existential test for the constitutional system. Johnson, a backbencher who was the last-ditch choice to lead the mutinous House GOP majority last year, could relieve Ukraine’s agony and help ensure its survival as an independent nation in the coming days. Nothing can be guaranteed in a fractious Congress, with a House GOP majority that has rendered the United States close to ungovernable and is threatening America’s global leadership role. And history is watching whether Speaker Johnson will put that bill on the floor.

Within hours of Tom Suozzi’s decisive victory in a House special election in New York last week, the optimistic pronouncements from Democrats began rolling in. Kathy Hochul vowed that her party’s path to regaining control of the House of Representatives “flows through New York.” And the House minority leader, Hakeem Jeffries of Brooklyn, took a shot at the “much-hyped Nassau County Republican machine.”The outcome for Democrats was a welcome reversal of fortune on Long Island, where voters — wary of property taxes, inflation and a pandemic-era jump in crime — had recently embraced Republicans. Until Mr. Suozzi’s victory in New York’s Third Congressional District, Republicans had held all four congressional seats on Long Island, and they crushed Democrats in a pivotal 2022 election, helping swing the House to Republican control.

When New York’s top court ordered the state to redraw its congressional map late last year, the state’s ruling Democrats were widely expected to exploit the opening to aggressively reshape district lines in their favor. But on Thursday, a bipartisan state commission created to guide the redistricting process overwhelmingly approved a new proposed map that looks a lot like the current court-drawn map that helped Republicans pick up seats in 2022. The panel’s 9-to-1 vote now thrusts a politically and legally thorny choice on legislative leaders in Albany who have the final say on any plan. They can rubber-stamp the compromise, dashing the hopes of Representative Hakeem Jeffries and other powerful Democrats in Washington, or reject it and risk sending the whole process back to court by pushing for a more favorable alternative.

But House Republicans under Speaker Mike Johnson have no plans to take up the deal, effectively blocking the $60 billion in Ukraine aid it includes. Without US arms support, Ukraine will simply be outgunned and more of its troops will die, experts warn.
