(Reuters) - The United States on Thursday imposed visa restrictions on eleven people for "undermining democracy and the rule of law" in Guatemala as it condemned attempts to undermine the transfer of power, the State Department said. "We join the Organization of American States in calling for a transfer of power that respects popular will, is consistent with the Inter-American Democratic Charter, and adheres to the rule of law in Guatemala," spokesperson Matthew Miller said.

STOCKHOLM (Reuters) - Half of the world's countries are suffering democratic decline, ranging from flawed elections to curtailed rights including freedoms of expression and assembly, an intergovernmental watchdog group said on Thursday. "In short, democracy is still in trouble, stagnant at best, and declining in many places," IDEA Secretary-General Kevin Casas-Zamora said in the report. IDEA bases its Global State of Democracy Indices on more than 100 variables and is using four main categories - Representation, Rights, Rule of Law and Participation - to categorise performance. It also said Azerbaijan, Belarus, Russia and Turkey had drifted away from the rest of Europe, performing well below the European average across most indicators of democracy. However, the think-tank said there were some green shoots, with surprisingly high rates of political participation and decreasing levels of corruption, especially in Africa.

MEXICO CITY, Oct 31 (Reuters) - Hundreds more people have joined a caravan of thousands of migrants in Mexico bound for the United States, one of the organizers said on Tuesday, as the group traveled through the southern state of Chiapas. On Wednesday, the caravan will aim to reach the town of Huixtla, about 13 miles to the north, Mujica said. U.S. President Joe Biden, who is seeking reelection next year, is under pressure to bring down the number of people crossing illegally into the United States from Mexico. Most of the latest caravan are from Cuba, El Salvador, Guatemala, Haiti, Honduras and Venezuela, according to Mujica. The storm is also threatens to lash southern Mexico with rain, potentially affecting the region where the caravan is traveling.

U.S. President Joe Biden, who is seeking reelection next year, is under pressure to curb the number of people crossing illegally into the United States from Mexico. Most of the latest caravan are from Cuba, El Salvador, Guatemala, Haiti, Honduras and Venezuela, according to Mujica. Mujica said the migrants opted to leave Tapachula due to frustration about not being able to obtain humanitarian visas. Tropical storm Pilar formed off Central America in the Pacific on Monday, and threatens to dump heavy rain on the region and parts of southern Mexico.

Anti-graft campaigner Arevalo won a shock landslide victory in August but has received a backlash from the political establishment. Luis Almagro, head of the Organization of American States (OAS), has said the actions of the attorney general's office had set "a shameful example." Victor Gomez, spokesman for the volunteer firemen in Malacatan, near the border with Mexico, said it was not clear whether the victims were protesters themselves, or just caught nearby. The incident is the latest violent episode after 15 days of protests and roadblocks in the Central American country. GUATEMALA CITY (Reuters) - Guatemala's President Alejandro Giammattei on Friday called for roadblocks to be lifted and said he cannot remove the country's attorney general, something demanded by protesters who accuse authorities of blocking the government transition. Attorney General Maria Consuelo Porras, whose office has said she will not step down, has been investigating the party of president-elect Bernardo Arevalo in what he and the Organization of American States have branded an attack on democracy.
