REUTERS/Kevin Lamarque/File Photo Acquire Licensing RightsWASHINGTON, Sept 25 (Reuters) - U.S. President Joe Biden's administration on Monday imposed new trade restrictions on 11 Chinese and five Russian companies, accusing some of supplying components to make drones for Russia's war effort in Ukraine. The firm, along with import company SMT iLogic, were the target of an earlier round of U.S. sanctions in May. Another six Chinese entities were added for allegedly procuring aerospace parts for the Iran Aircraft Manufacturing Company that are used to make drones used by Iran to attack oil tankers in the Middle East and by Russia in Ukraine, according to the Commerce Department. The United States has aggressively used a trade blacklist known as the entity list to target China's tech sector and attempt to stymie Russia's war in Ukraine.

Ukraine said it timed its strike on Russia's Black Sea Fleet to a meeting of the fleet's leadership. Budanov said one of the injured was Colonel General Alexander Romanchuk, the general in charge of Russian forces in Zaporizhzhia. However, he refused to confirm the rumored death of Admiral Viktor Sokolov, commander of Russia's Black Sea Fleet. This suggests that it wasn't just a strike on the Black Sea Fleet HQ, but timed to target key senior leaders during a meeting." Russian Army Gen. Sergey Surovikin appears to be in Algeria, according to recent photos. Surovikin is the mastermind of Russia's formidable defensive lines and fortifications in Ukraine. But as Kyiv's forces break through these elaborate fortifications, the mastermind behind them is nowhere near the action. The experts cited several additional photographs of Surovikin purportedly in Algeria, which were published to Telegram by Russian sources. Insider was unable to independently verify any of the recent photographs of Surovikin shared to X and Telegram.

Two weeks after replacing its defense minister, Ukraine dismissed all six of its deputy ministers on Monday, deepening the housecleaning at a ministry that had drawn criticism for corruption in procurement as the military budget ballooned during the war. Mr. Zelensky is scheduled to address the United Nations General Assembly in person on Tuesday in New York, and later in the week to meet with President Biden and members of Congress in Washington in his ongoing efforts to shore up support for military aid. He is expected to argue that defending Europe’s borders from an expansionist Russia in Ukraine serves Western interests in preventing a wider war and the destabilization of the European Union. In Ukraine’s fight to take back territory seized by the Russian invasion, the chain of command for battlefield decisions runs directly from Mr. Zelensky to the military’s uniformed general staff, largely bypassing the civilians at the defense ministry, so the turnover is not expected to have an immediate effect on the course of the war. The ministry’s role is primarily not in tactics but logistics — procurement, salaries and benefits — where changes may not be felt right away.

The commander of Ukraine's land forces posted a video purporting to show the capture of Andriivka amid a landscape of scorched territory and devastation. The account of fighting by Russia's Defence Ministry said its troops were still holding at least two key villages south of Bakhmut, known in Russia by its Soviet-era name, Artyomovsk. Things are hot in Klishchiivka and Kurdiumivka," Maliar said on Telegram, referring to two other villages near the city. Maliar also reported that Russian forces had unsuccessfully tried to push through Ukrainian defences near two villages northwest of Bakhmut. (Reuters) - Russia on Saturday denied a Ukrainian claim to have recaptured the devastated eastern village of Andriivka, a stepping stone on the way to the town of Bakhmut. Andriivka lies south of largely-ruined Bakhmut, a mainly symbolic prize that Russian forces seized in May after the fiercest and longest battle since Moscow's full-scale invasion of Ukraine in February 2022. The Ukrainian General Staff on Friday also reported "partial success" near Klishchiivka, also south of Bakhmut. Reuters was unable to verify the battlefield reports. It’s true that the Ukrainian counteroffensive debuted with conspicuous setbacks and hasn’t advanced as much as hoped. Moreover, land seized by Russia earlier has been used to strike ever deeper into Ukraine, making restoring defensible borders an existential concern. But Kyiv got the ammunition needed to sustain the counteroffensive longer while awaiting expanded factory production of conventional shells in 2024. Putin miscalculated disastrously when he invaded in Ukraine, so he’s now hoping to outlast Western support for Ukraine to rescue what spoils he can. But failing to do so now could entail the US, Europe and Ukraine paying a much higher price later.

Ukraine modified an anti-ship cruise missile for land-attack missions. The Neptune missile, which was used to sink the Russian ship Moskva, is now hunting down air defense systems. (Reuters) - Ukraine's armed forces have made gains in different parts of eastern Donetsk region, the focal point of Russia's 18-month-old invasion of the country, and in the south, officials said on Sunday. Ukrainian troops near the front line town of Avdiivka took advantage of Russian forces focusing on one sector to advance and capture part of the village of Opytne south of the city, the head of the local military administration said. Story contains strong languageUkraine’s counteroffensive was in its second month when Andrey, a Russian soldier, called his wife to say his unit was taking heavy casualties. The expletive-laden intercepts, shared with Reuters by a Ukrainian intelligence source, provide a rare - albeit partial - glimpse into the conditions of some Russian soldiers as Kyiv prosecuted a major counteroffensive, which started in early June, two military analysts told Reuters. Ukraine has acknowledged that its efforts to recapture territory have been hindered by vast Russian minefields and well-prepared defensive lines. The Ukrainian intelligence source said they illustrated the challenges facing Russian soldiers but did not elaborate on how the recordings were selected. In the excerpts, several soldiers used profane language to describe Russian units that had taken heavy casualties and had been unable to retrieve their wounded.

Ukrainian forces have pushed into the main line of Russian defenses south of Zaporizhzhia. Ukraine launched its counteroffensive operations roughly three months ago, and efforts to break through Russian defenses and regain occupied territory have been relatively slow. On Monday, Ukraine's defense minister Oleksii Reznikov said that Ukraine's forces "broke the first line," adding that they are expanding their foothold. In both cases, Ukraine faces tough defenses as they attempt to push forward into the main line. For now, Ukraine will have to take the small wins and continue to pressure Russian defenses, which remain formidable.
