What they encountered was death and injury by the hundreds, according to witnesses and a doctor who treated the wounded, as Israeli forces opened fire toward desperate Palestinians who surged forward when aid trucks finally arrived before dawn on Thursday. “I saw things I never, ever thought I would see,” said Mohammed Al-Sholi, who had camped out overnight for a chance to get food for his family. On Friday, President Biden said the United States would begin airdropping aid to Gaza to help relieve the suffering there, as European leaders condemned Israel for the deaths of scores of hungry Palestinians who were killed as they surrounded the aid convoy. An Israeli military spokesman, Rear Adm. Daniel Hagari, said on Thursday that Israeli soldiers had been trying to secure the convoy and fired “when the mob moved in a manner that endangered them.” But he said the soldiers had not fired on people seeking aid. The military has said that most of the people died in a stampede and that some were run over by the trucks in Gaza City.

The body of a person killed early Thursday as Israeli forces opened fire toward crowds thronging an aid convoy in Gaza City. Most of the deaths were caused by trampling in a stampede, Admiral Hagari said, and some people were hit by aid trucks. On Wednesday, he had heard that people had received bags of flour from aid trucks, and there were rumors that another convoy was coming. The Israeli military did not respond to questions about whether Israeli tanks opened fire before or after the aid trucks arrived. Mr. Al-Sholi described chaos as ran from the aid trucks and people around him were hit.

Injured Palestinians at Al-Shifa hospital in Gaza City after Israeli forces opened fire as a crowd gathered near an aid convoy. The deaths of scores of Palestinians seeking food aid in northern Gaza on Thursday were met with mounting international calls for a cease-fire and for Israel to take immediate measures to increase the flow of supplies into the territory. Officials in Gaza and the Israeli military offered diverging accounts, with Israel saying most of the deaths had been caused by a stampede. The Gazan health ministry said Israeli forces had carried out a “massacre,” injuring 700 in addition to those killed. The aid group Doctors Without Borders said it hadn’t been able to reach its physicians and other staff working in northern Gaza because of unreliable communications but that irrespective of the details, the Israeli military was accountable.

World leaders on Friday intensified their demands on Israel to get more aid into Gaza and provide more answers about the deaths of scores of Palestinians in a scene of chaos surrounding a humanitarian convoy its forces were securing. Many questions remained unanswered as the Israeli military and Gazan officials offered divergent accounts of one of the deadliest known disasters involving civilians in the nearly five-month war. “People in Gaza are closer to death than to life,” she said on social media. “More humanitarian aid must come in. Immediately.”France’s foreign minister, Stéphane Séjourné, called for an independent investigation and said the deadly chaos surrounding the convoy was the result of a humanitarian catastrophe that has left Gazans “fighting for food.”

Death Toll in Gaza Passes 30,000

The death toll in Gaza passed a somber milestone on Thursday as the local health ministry reported that more than 30,000 people had been killed in the war since Oct. 7. Still, the reported figure is staggering — roughly one person killed for every 73 Palestinians in Gaza, whose population is about 2.2 million. The figures provided by the Gazan health ministry do not distinguish between civilians and combatants. In addition to bearing the risk of being killed in strikes or fighting, Palestinians are living with the growing specter of famine and disease. The health ministry has said infants have died from dehydration and malnutrition in recent days.

The deaths occurred amid scenes of chaos on Haroun Al Rasheed Street in western Gaza City, where crowds of hungry Palestinians had gathered for food aid. Civilians swarmed around the newly arrived aid trucks in the hope of getting food, and Israeli forces soon started shooting, witnesses said. The aid trucks tried to escape the area, accidentally ramming others and causing further deaths and injuries, the eyewitnesses added to CNN. “Early this morning, during the entry of humanitarian aid trucks into the northern Gaza Strip, Gazan residents surrounded the trucks, and looted the supplies being delivered. Later on Thursday, an Israeli military spokesperson claimed in a briefing that there were two separate incidents involving aid trucks in Gaza Thursday.

What We Know About the Deaths Near the Gaza Aid ConvoyGazan authorities said that more than 100 people were killed and hundreds more injured in a chaotic scene early Thursday morning in Gaza City, where a crowd gathered around a convoy of trucks carrying desperately needed aid and the Israeli military opened fire. A small number of people may have been struck by aid trucks during the panic, and two Israeli military vehicles are also visible at the scene. The two tanks visible in the drone video were stationed on Al-Rashid around 250 meters from the base. Aid delivery has also been hampered by the breakdown of civil order as increasingly desperate civilians converge on aid convoys before the trucks can get to distribution centers.

CNN —The United States is looking into possible airdrops of aid into Gaza as the humanitarian crisis there deepens and assistance fails to reach the people in the war-torn strip, two US officials told CNN on Wednesday. One US official said the prospect of airdrops is being seriously considered based on the conditions on the ground. Earlier this week, Jordan, Egypt, the UAE, Qatar and France airdropped relief aid on various areas in the Gaza Strip in a sign of how desperate the situation has become. “We are talking to Israeli officials about the need to open up far more crossings, far more passages into Gaza, so that vitally needed humanitarian assistance can be dramatically surged,” Power said. “This is a matter of life and death.”Power met on Wednesday with Prime Minister Benjamin Netanyahu and Israeli Defense Minister Yoav Gallant, one of the US officials told CNN.

Israelis were exhilarated when two hostages held by Hamas in Gaza since Oct. 7 were rescued this month in a daring raid by the Israeli military. It wasn’t just the thrill of seeing the hostages alive in their families’ arms. The rescue reminded many of Israel’s stunning hostage rescue in Entebbe, Uganda, in 1976, when more than 100 hostages from an airplane hijacked by militant Palestinians and Germans were freed. But the myth of invincibility Entebbe engendered was always flawed: Prime Minister Benjamin Netanyahu’s own brother was killed in the raid. Today, there is no such military option for liberating hostages on a large scale, and the negotiation effort to release Israeli hostages from Hamas’s grip is not at all exhilarating.

And if Biden is not careful, America’s global standing will plummet right along with Israel’s. I don’t think Israelis or the Biden administration fully appreciate the rage that is bubbling up around the world, fueled by social media and TV footage, over the deaths of so many thousands of Palestinian civilians, particularly children, with U.S.-supplied weapons in Israel’s war in Gaza. Hamas has much to answer for in triggering this human tragedy, but Israel and the U.S. are seen as driving events now and getting most of the blame. That such anger is boiling over in the Arab world is obvious, but I heard it over and over again in conversations in India during the past week — from friends, business leaders, an official and journalists both young and old. That many civilian deaths in a relatively short war would be problematic in any context.

Since October, unrelenting war has squeezed people farther and farther south, pushing them to Rafah, the final stretch of Gazan territory before the Egyptian border. Now this small section of Gaza, which already has experienced an abundance of suffering, faces the prospect of additional hardship and heartache. Parties to the conflict have blatantly committed grave violations against children – including killing, maiming, kidnappings, attacks on schools and hospitals and the denial of humanitarian access. Injured children are reporting to the few remaining functional hospitals with severe burns, injuries that require amputation, open wounds and other serious traumas. Most of the children in Rafah have already been displaced multiple times by the fighting in Gaza, in direct contravention of international law.

Prime Minister Benjamin Netanyahu said Sunday that Israeli forces would push into the southern Gaza Strip city of Rafah regardless of the outcome of talks to pause the fighting that appear to have been making some progress in recent days. “It has to be done,” the Israeli prime minister said. “Because total victory is our goal, and total victory is within reach.”Mr. Netanyahu did say that if a cease-fire deal was reached, the move into Rafah, which during 20 weeks of war has served as a last refuge for hundreds of thousands of Gazan families forced from their homes, would be “delayed somewhat.”The push toward Rafah has drawn warnings from Israel’s closest ally, the United States, because of the potential for mass civilian casualties beyond the nearly 30,000 Gazans who have already been reported killed in the war, more than half of whom are women and children.

Prime Minister Benjamin Netanyahu of Israel released on Friday his most detailed proposal yet for a postwar Gaza, pledging to retain indefinite military control over the enclave, while ceding the administration of civilian life to Gazans without links to Hamas. The plan, if realized, would make it almost impossible to establish a Palestinian state including Gaza and the Israeli-occupied West Bank, at least in the short term. The blueprint for Gaza comes after nearly 20 weeks of war in the territory and a death toll approaching 30,000 people, at least half of them women and children, according to Gazan authorities. Mr. Netanyahu’s proposal for postwar Gaza was circulated to cabinet ministers and journalists early on Friday. He has laid out most of the terms of the proposal in previous public statements, but this was the first time they had been collected in a single document.

More than a dozen people were arrested Thursday evening during a peaceful pro-Palestinian protest inside a Manhattan building where Senators Chuck Schumer and Kirsten Gillibrand, Democrats of New York, have offices. Those attacks killed at least 1,200 Israelis, according to Israeli officials; Israel’s subsequent military operation in Gaza has killed 29,000 Palestinians, according to Gazan health officials. The mounting death toll and humanitarian crisis in Gaza have prompted international calls for a cease-fire. By about 3:30 p.m. Thursday, several hundred protesters had gathered at Dag Hammarskjöld Plaza, in front of the United Nations headquarters, where the United States this week cast the lone vote against a resolution calling for an immediate cease-fire in the Gaza Strip. It was the third time the Biden administration had blocked similar resolutions, signaling its continued support of Israel.

Intense bombardment of a Gaza Strip city filled with refugees flattened a large mosque and killed or wounded scores of people on Thursday as Israel repeated its intention to push into the area with ground forces if Hamas does not release hostages before the start of the Muslim holy month of Ramadan. Nearly 100 people were killed across the enclave from Israeli strikes over the past day, the Gazan health authorities said Thursday, bringing the total death toll after almost 20 weeks of war to nearly 30,000. Around half of the Gaza Strip’s population of 2.3 million people are crammed into the southern city of Rafah along the border with Egypt, where the strike on the mosque occurred Thursday. Wafa, the Palestinian news agency, reported that at least seven Palestinians had been killed overnight in Rafah and dozens more wounded. Israel’s preparations for an invasion of that area come as diplomats raced to forestall it, with Ramadan set to begin around March 10.

Three Questions About Rafah

The looming battle for Rafah — a city on the southern end of Gaza, farthest from where Israel’s invasion began — embodies the brutal dynamics of the conflict. During its four-month invasion of Gaza, Israel has killed more than 29,000 people, many of them children. An assault on Rafah, which has become a refuge for more than half of Gaza’s population, would worsen the misery. But the military importance of Rafah for Hamas is also real, experts say. With Israel having taken control of much of northern and central Gaza, at least some Hamas leaders and their weapons seem to be in tunnels under Rafah.

CNN —Israel will expand military operations in the southernmost Gazan city of Rafah if hostages held by Hamas are not returned by the start of Ramadan, war cabinet minister Benny Gantz has warned. Israel believes that 130 hostages remain in Gaza – 101 alive and 29 dead – following Hamas’ October 7 attacks, which killed around 1,200 people in Israel. The comments come amid stuttering talks aimed at securing the release of hostages and a longer-term ceasefire in Gaza. Egypt’s security buildup comes amid fears of the war spilling over into its territory should Israel begin its operation in Rafah. The Israeli military said it had credible evidence that Hamas had previously held hostages at the hospital, and that the bodies of deceased hostages may be at the medical complex.

If the buffer zone — which stretches from the end of the Gaza border to the Mediterranean Sea — is completed, it will completely engulf the Egyptian-Rafah border crossing complex. Additional satellite imagery reviewed by CNN shows that bulldozers arrived on site on February 3, and the initial excavation of the buffer zone began on February 6. CNN has reached out to the Egyptian government for comment on the buffer zone and wall construction. This satellite image from Maxar Technologies shows Egypt building a massive miles-wide buffer zone, and border wall, along its border with Gaza. Israel has been accused of constructing its own buffer zone, but within Gaza, which would effectively shrink the enclave’s borders.

Israeli special forces were combing southern Gaza’s largest hospital in search of hostages’ remains on Friday, as Gazan officials announced that a power outage at the medical center had caused the deaths of five Palestinians in the critical care unit. Gaza’s Health Ministry said that electric generators had cut out and that all power was lost at the hospital but did not specify the reason. The ministry said on Facebook that the Israeli military was in control of the complex, which it entered early Thursday. The Israeli military said in a statement on Friday that during its search of the hospital, it had detained dozens of people for questioning. It also said its troops had found mortar shells and grenades belonging to Hamas in the area.

German Foreign Minister Annalena Baerbock condemned Israel's planned ground offensive, saying it would create a "humanitarian catastrophe.”It comes as the Israeli military said Wednesday that it has struck Hezbollah targets in Lebanon, as the Israel Defense Forces chief of staff warned of an ongoing offensive against targets in the neighboring country. It remains unclear how or when a ground offensive would unfold, and that uncertainty is adding to anxiety among Palestinians in Rafah about where to go and what to do. Israeli military action in Rafah “has already led to and will result in further large scale killing, harm and destruction,” the government said in its request to the World Court. “We cannot afford an Israeli attack on Rafah… We cannot stand by and let this continue,” he said. Images and videos on social media, which could not immediately be verified, showed injured people and damage to buildings in Rafah. On Sunday, Mr. Netanyahu promised to offer Palestinians “safe passage” to northern areas of Gaza before the planned ground invasion, though he offered no details. On Wednesday, Mr. Netanyahu spurned an offer from Hamas to free Israeli hostages in exchange for Israel withdrawing from Gaza, abiding by a long-term cease-fire and freeing Palestinians held in Israeli jails.
