An agreement between the Army and one of the nation’s largest ammunition manufacturers is receiving new scrutiny because of a little-known provision allowing a government facility to produce hundreds of millions of rounds for the retail market. Over more than a decade, contracts between the Pentagon and a series of private companies have permitted an Army site, the Lake City Army Ammunition Plant, to become one of the world’s largest commercial suppliers of cartridges for AR-15-style guns. Built during World War II near Kansas City, Mo., to supply the U.S. military, the plant has in recent years directed a majority of its production toward the commercial market, including sales to retailers, law enforcement agencies and foreign governments. A New York Times investigation published this month traced rounds from Lake City to a dozen mass shootings and many other crimes across the country since 2012.

CNN —FBI agents seized the cell phones of New York City Mayor Eric Adams as part of a federal investigation into campaign fundraising, a person familiar with the matter told CNN on Friday. The agents seized the phones and an iPad earlier this week pursuant to a court authorized search warrant, the person said. The seizure is a dramatic escalation of the federal probe into whether foreign money was funneled to his campaign, bringing it directly to the mayor, a Democrat. The investigation is being handled by the FBI and the US attorney’s office for the Southern District of New York. “The mayor has not been accused of any wrongdoing and continues to cooperate with the investigation,” he added.

Under a contract with SpaceX, South Korea plans to launch four more spy satellites by 2025, according to South Korea’s Defense Acquisition Program Administration. South Korea currently has no military reconnaissance satellites of its own and relies on U.S. spy satellites to monitor moves by North Korea. Israel has quietly tried to build international support in recent weeks for the transfer of several hundred thousand civilians from Gaza to Egypt for the duration of its war in the territory, according to six senior foreign diplomats. The suggestion was dismissed by most of Israel’s interlocutors — who include the United States and the United Kingdom — because of the risk that such a mass displacement could become permanent. These countries fear that such a development might destabilize Egypt and lock significant numbers of Palestinians out of their homeland, according to the diplomats, who spoke anonymously in order to discuss a sensitive matter more freely. More than 700,000 Palestinians either fled or were expelled from their homes in what is now Israel during the war surrounding the creation of the state in 1948. Hong Kong CNN —China is cracking down on weather stations it says are spying for foreign countries, the latest measure in a broad counter-espionage campaign under leader Xi Jinping amid intensifying geopolitical tensions. Some stations were set up around sensitive sites such as military bases and defense companies to locate altitude and GPS data, the spy agency said. The authorities made the discovery after investigating more than 10 overseas meteorological equipment agents and inspecting more than 3,000 foreign-linked meteorological stations nationwide. “Meteorological data… is an integral part of data security and resource security. The involved foreign parties, which were unnamed, did not have administrative licence for their activities, had not submitted the meteorological data to Chinese meteorological authorities and transmitted the data overseas without approval, China said.

Senator Robert Menendez of New Jersey pleaded not guilty on Monday to a new federal charge that accused him of illegally plotting to be an agent of Egypt while serving as chairman of the Senate Foreign Relations Committee. It was Mr. Menendez’s second not-guilty plea in a month after he and his wife, Nadine Menendez, were accused of being at the center of a broad web of political corruption. The couple has been charged with accepting bribes in exchange for Mr. Menendez’s efforts to increase aid and weapons sales to Egypt while also working to quash criminal investigations for associates in New Jersey. The bribery-related charges were first announced last month by federal prosecutors in Manhattan; a revised indictment, made public on Oct. 12, included the new charge of conspiring to act as an agent of a foreign government.
