Johnson said the fact that he wasn't permitted to participate in the debates played a major role in his decision. Johnson spent money earlier this year to run an ad during the Super Bowl targeting voters in Iowa, the first state to vote on the GOP presidential field, touting his plan to cut federal spending by 2% every year. He announced his presidential bid in early March shortly after speaking at the opening day of the annual Conservative Political Action Conference. The businessman earned a fortune starting Michigan-based Perry Johnson Registrars Inc., which certifies if businesses are meeting industrial standards.

A leading doctors group on Thursday formally withdrew its approval of a 2009 paper on “excited delirium,” a document that critics say has been used to justify excessive force by police. The American College of Emergency Physicians in a statement called the paper outdated and said the term excited delirium should not be used by members who testify in civil or criminal cases. Earlier this week, California became the first state to bar the use of excited delirium and related terms as a cause of death in autopsies. Other medical groups, including the American Medical Association, had previously rejected excited delirium as a diagnosis. The emergency physicians group had distanced itself from the term previously, but it had stopped short of withdrawing its support for the 2009 paper.

Montana became the first state to authorize a complete ban on TikTok when lawmakers passed SB419 in April and Gov. US officials have said that Chinese government influence over ByteDance could potentially lead to US TikTok users’ data being exposed to Beijing — which might facilitate spying, blackmail or other espionage activity. Alexander Berengaut, an attorney for TikTok, responded by quoting Montana Attorney General Austin Knudsen’s own past words about the ban that have characterized TikTok as an alleged agent of China. Gavin Newsom on Saturday gave the greenlight for the state's transportation and energy officials to figure out how to install solar panels, battery storage and other renewable energy sites along highways. According to the state's Department of Transportation, California has 250 state highways containing more than 15,000 miles of road. The empty land alongside those roads could be used to generate one gigawatt of potential solar energy, which could power over 270,000 California homes, according to a joint report from Environment California, a nonprofit backer of SB 49, and highway solar advocate The Ray. In 2008, Oregon became the first state to develop a solar highway project, which now has nearly 600 solar panels. Using empty space along highways to install clean energy sites would help alleviate pressure on the state's deserts where many solar panels are currently housed.

OKLAHOMA CITY (AP) — A federal judge in Tulsa declined to stop a new law from taking effect that makes it a felony crime for health care workers in Oklahoma to provide gender-affirming medical care to young transgender people. Heil wrote that the plaintiffs had not demonstrated that parents have a fundamental right to choose such medical care for their children. At least 22 states have enacted laws restricting or banning gender-affirming medical care for transgender minors, and most of those states face lawsuits similar to the one in Oklahoma. A federal judge in June declared that Arkansas’ ban was unconstitutional, the first ruling to overturn such a prohibition. ATLANTA (AP) — Georgia soon will become the first state in the nation to offer medical marijuana products at independent pharmacies, state officials said. It will likely take a few weeks before medical marijuana is available in pharmacies. Medical marijuana is only available to Georgians with approval from a physician to treat severe illnesses including seizures, terminal cancers, Parkinson’s disease and post-traumatic stress disorder. Low THC oil can contain no more than 5% THC, the compound that gives users a high. The Georgia Department of Public Health recently disclosed it had miscounted and inflated the number of registered medical marijuana patients.

The California excise tax, due to go into effect in July 2024, will essentially add an 11% levy on top of the existing federal excise gun and ammo tax, a rate of 10 or 11%, depending on the type of weapon. Newsom's office said his action on gun safety also came in "the wake of shootings across the country that have left at least 104 people dead over the past 74 hours." "While radical judges continue to strip away our ability to keep people safe, California will keep fighting - because gun safety laws work," Newsom, a Democrat, said in a statement. The California excise tax would be collected on the gross receipts of manufacturers, retailers and dealers derived from gun and bullet sales in the state.

(AP) — Republican David McCormick is expected to announce Thursday that he will enter Pennsylvania's U.S. Senate race and make his second bid for the office, this time to take on Democratic Sen. Bob Casey after losing in last year’s crowded Republican primary. McCormick's aides have sent invites to a “special announcement” by McCormick at the Heinz History Center in Pittsburgh at 5 p.m. McCormick, 58, was heavily recruited to run again by the party establishment and, thus far, has a clear GOP primary field. He is a stalwart of Pennsylvania’s Democratic Party — the son of a former two-term governor and Pennsylvania's longest-ever serving Democrat in the Senate. McCormick, who grew up near Bloomsburg, is the son of Pennsylvania’s first state university system chancellor.
