A Ukrainian drone attack on a Russian missile facility early Wednesday threw up towering fireballs visible from space and thundering detonations that triggered earthquake monitors. Officials on both sides said it was the result of a large Ukrainian drone attack on Toropets, a town in the Tver region around 230 miles from the Russian capital. Russian state media has previously reported that the military was building an arsenal for storing missiles and other explosives there. Russia’s air defense systems destroyed some 54 drones launched overnight against five western Russian regions, Russian state news agencies said, citing a report from Moscow’s defense ministry. Kyiv has increasingly been hitting back with drone attacks on what it says are military targets on Russian soil.

SAN DIEGO — The Home Depot agreed to a nearly $2 million settlement in a case that alleged it overcharged customers, charging more for items at checkout than the items' advertised prices. In an emailed statement responding to a request for comment about the settlement, Home Depot said, “To ensure consistency for our customers, we’ve updated the timing of our price changes." The settlement includes $1.7 million to be divided among the district attorneys' offices of Los Angeles, San Diego, Orange, Alameda, San Bernardino and Sonoma counties for consumer law enforcement. "This settlement is a clear message that such behavior will not be tolerated and underscores our commitment to safeguarding the rights of consumers in our community," Gascón said. Home Depot, based in Atlanta, reported in a proxy statement in May that it earned nearly $22 billion in operating profit for the 2023 fiscal year.

New York CNN —Home Depot will pay nearly $2 million to settle a civil enforcement claim from California district attorneys that the home improvement company was engaging in false advertising and unfair competition. Such violations are called “scanner violations,” the Los Angeles County District Attorney’s office said in a press release Thursday. “False advertising and unfair competition are serious offenses that undermine consumer trust and distort the marketplace,” Los Angeles County District Attorney George Gascón said in a statement. The Los Angeles DA’s office said the company was cooperative in the investigation. The civil penalties are a drop in the bucket for the nation’s fifth-largest retailer.

New York CNN —A year ago, America’s stores declared a shoplifting epidemic. Target also closed nine stores, saying “theft and organized retail crime” threatened worker and customer safety and made business unsustainable. Many retailers’ merchandise losses have stabilized or improved, and chains have publicly dialed back their rhetoric. Their shrink rate — lost inventory as a percentage of sales — is their best estimate for items that go missing. The shoplifting rate in the first half of 2024 was also 10% higher than in the first half of 2019.

We started buying Home Depot shares last week as a play on housing and interest rates. Our Home Depot investment thesis is all about a pickup in housing turnover, the main driver of the home improvement retailer's sales. When rates went below 6.5% toward the end of last year, he explained, there was an immediate increase in housing activity, mortgage applications, and mortgage refinance applications. Mortgage rates with a 5% handle could be on the horizon, at least that's what Toll Brothers CEO Doug Yearley thinks. With these numbers, it's easy to see why Decker is optimistic that activity will normalize, and housing turnover and remodel activity will pick-up again.

Following the trade, Jim Cramer's Charitable Trust will own 100 shares of HD, increasing its weighting in the portfolio to about 1.1% from roughly 0.56%. Rates will come down and activity should pick up after the Fed gets a few rate cuts under its belt.
