If fully operational, the warning system could have given people more time to evacuate, scientists said. One scientist said glacial early warning systems can typically give residents a few minutes to an hour of notice. Details of the Lhonak Lake warning system have not previously been reported. "Such kind of events are so fast that even if we have some kind of early warning system ... we may only gain some minutes, maybe an hour," he said.

Immediately following Tuesday's 216-210 ouster vote, Republican Representative Patrick McHenry, a McCarthy ally, was appointed acting speaker pro tempore. Rebellious Republican Representative Matt Gaetz on Sunday pledged to launch a bid to oust McCarthy as House speaker, just nine months after he struggled to win the job amid challenges from Gaetz and other hardline conservative Republicans. No U.S. House speaker has ever been removed from this high office that puts the holder second in line for the presidency after the vice president. The Republican speaker and his leadership team are hoping to spend this week passing more individual spending bills to fund government programs in the new fiscal year that began on Sunday. They would fund federal agencies that run transportation, veterans, housing and agriculture programs that clash with the lower-spending priorities of Republican versions in the House. That funding was stripped out of the stopgap funding bill passed by Congress over the weekend amid Republican objections.

REUTERS/Roman Petushkov/File Photo Acquire Licensing RightsOct 2 (Reuters) - A senior Ukrainian official called on Monday for a reassessment of Western anti-aircraft systems being supplied to Ukraine, saying simpler and cheaper weapons could be more cost-efficient in countering Russia's Iranian-made Shahed drones. "Thus, it leads to depletion of allied stockpiles and long-term weakening," Podolyak wrote. "The solution is obvious: in addition to mobile large-caliber machine guns, there are plenty of simpler and cheaper anti-aircraft systems available today that have proven themselves to be effective against Shaheds. Such scaling-down, Podolyak wrote, "will minimise the effect of Russian 'raids' and ensure long-term stability of Ukrainian skies and our neighbouring NATO countries". Zelenskiy and other officials have stressed in recent weeks the importance of developing Ukraine's own arms industry and in jointly developing weapons with Western companies.

UNITED NATIONS, Oct 2 (Reuters) - The United Nations Security Council on Monday authorized a foreign security mission to Haiti, a year after the Caribbean country asked for help to fight violent gangs that have largely overrun its capital Port-au-Prince. The Security Council also expanded a U.N. arms embargo to include all gangs - a measure China wanted. The response to Haiti's request for help was delayed due to a struggle to find a country willing to lead a security assistance mission. The Security Council stressed an "urgent need" for Haiti to make progress toward "transparent, inclusive, and credible electoral processes and free and fair elections." The ministry, which functions similar to the attorney general in other countries, raided the Supreme Electoral Tribunal on Friday for at least 20 hours to seize boxes holding tabulations from general election voting. "The United States is gravely concerned with continued efforts to undermine Guatemala's peaceful transition of power to President-elect Arevalo," Matthew Miller, a State Department spokesperson, said in a statement. The Public Ministry said that it "acts in all cases with objectivity and impartiality to ensure strict compliance with the law." He has repeatedly complained of a "coup d'état" and persecution by prosecutors against him and his party, Movimiento Semilla.
