New York CNN —The United States is one step closer to losing its last perfect credit rating after Moody’s Investors Service changed the outlook of the nation’s debt to negative on Friday after markets closed. These effects would likely be even more painful if Moody’s does eventually downgrade the US debt. The nation’s diminished fiscal strength, undone by extreme partisanship in Washington, was a key driver of the action, according to a statement from Moody’s. Standard and Poor’s downgraded the United States for the first time in 2011, following the debt ceiling standoff then. In August, Fitch Ratings knocked America’s credit rating down after the most recent debt ceiling debate.

WASHINGTON (AP) — Taxpayers will be able to submit all sorts of tax documents and other communications to the IRS digitally months earlier than originally planned under a new timetable for paperless taxpayer communications announced Tuesday by Treasury Secretary Janet Yellen. Under the initiative, most people will be able to submit everything but their tax returns digitally in 2024. As the IRS pilots its new electronic free file tax return system starting in 2024, the agency will be able to process everything, including tax returns, digitally by 2025. The federal tax administrator receives more than 200 million paper tax returns, forms and pieces of mail and non-tax forms annually, according to the IRS. The IRS cutback would cost taxpayers billions of dollars, not save money, according to independent budget analysts.

(AP) — North Carolina Republicans on Wednesday pitched new maps for the state's congressional districts starting in 2024 that appear to threaten the reelection of at least three current Democratic U.S. House members. Senate redistricting committee leaders introduced two proposals that would rework the boundary lines for the state's 14 U.S. House seats. The state House and Senate want to enact a final plan by the end of the month. He said House leaders “worked with Senate leadership on the congressional plan,” but he didn't say which Senate plan the House supported. House and Senate redistricting committees also filed separate legislation Wednesday that would rework their own districts — the House for its 120 seats and the Senate for its 50 seats.

No problem in the American system at this moment is as acute and disruptive as the one posed by the Republican Party. Our system of elections — first-past-the-post voting, the Electoral College, single-member districts and partisan gerrymandering — feeds into and amplifies our partisan and ideological polarization. Our system of federalism and dual sovereignty between state and national government allows for laboratories of autocracy as much as testing grounds for democracy. Our counter-majoritarian institutions and supermajority rules stymie democratic majorities and turn stability into stasis, putting terrible stress on our entire political system. When Donald Trump was in office, it was revealing to see the extent to which Republican majorities in Congress struggled to write and pass any legislation of consequence.

Ideological battles among House Republicans are not a new phenomenon on Capitol Hill. But in recent years, conservative frustrations have boiled over, leading to the actual ouster of a GOP speaker. But whether or not the House Republican majority elects a new speaker anytime soon is irrelevant. Much of the recent discussion over House Republican divisions tries to frame it along the right-left ideological spectrum. Those who voted against McCarthy are more conservative, on average, than the GOP at large – and this is a very conservative House majority. Are people willing to line up behind the compromises House GOP leaders have made with Democrats to keep the government going? It’s no surprise then that we’re dealing with a House GOP leadership fight that seems more fitting of an Aaron Sorkin script than the real world.

CNN —House Republicans picked Rep. Steve Scalise as their nominee for speaker on Wednesday, but the Louisiana Republican lacks the votes needed to win the gavel and it remains unclear whether he will be able to win over holdouts. Scalise won out over Rep. Jim Jordan in a closed-door vote by the House GOP conference to pick their speaker nominee on Wednesday. House Republicans hold a narrow majority and Scalise can only afford to lose four GOP votes on the floor and still win the speakership. McCarthy’s ouster, which was driven by a group of hardline conservatives, has intensified deep divisions within the House GOP conference and escalated tensions. Scalise is a veteran of House GOP leadershipScalise has risen through the ranks of leadership during his time in Congress.

WASHINGTON (AP) — Republicans in Wisconsin are threatening to impeach a recently elected state Supreme Court justice and raised the possibility of doing the same to the state’s election director. A Georgia Republican called for impeaching the Fulton County prosecutor who brought racketeering charges against former President Donald Trump. None of the targets met the bar traditionally set for impeachment — credible allegations of committing a crime while in office. Over the past two years, Republicans also have sought to pry Democrats and nonpartisan executives from office through recalls, legislative maneuvers and forced removals, even when no allegations of wrongdoing have surfaced. They’re upset with her over a legal settlement as voting began in 2020 that eased some rules for mailed ballots during the COVID-19 pandemic beyond what state law permitted.
