The suspension of a clause in the agreement will see South Korea step up military surveillance along the heavily fortified border with the North.

In adopting these rules, the Supreme Court didn’t address that issue at all. Congress controls when and where the court sits; until 1935, the court sat in the Capitol — a powerful reminder of which branch was beholden to which. But it’s the least-worst alternative to a problem that the Constitution necessarily creates: how to have an independent Supreme Court that is nevertheless at least loosely accountable to the political branches. Accountability and independence aren’t mutually exclusive — something the justices are tacitly conceding by agreeing for the first time to formally adopt a code of conduct.

For nearly a decade, the sensational killing of a prominent Florida law professor in 2014 centered on a single, sordid question: Did his ex-wife’s family, motivated by an ugly custody dispute, hire hit men to murder him? On Monday, a jury concluded that it did, and convicted Charles Adelson, the former brother-in-law of the slain professor, Dan Markel, of first-degree murder, conspiracy to commit murder and solicitation of murder. Mr. Adelson closed his eyes, mouthed “No” and put his head down when the verdict was read at the Leon County Courthouse in Tallahassee, Fla. Mr. Markel, 41, a well-known legal scholar at Florida State University, was shot on July 18, 2014, in his home in an upscale Tallahassee neighborhood. The king and Queen Camilla touched down in the capital, Nairobi, late Monday. Another group of protesters briefly chanted anti-British songs and threw roses at the foot of a monument to Mau Mau veteran Dedan Kimathi in Nairobi's central business district on Tuesday. “Just because the king is in Kenya, police have denied us our constitutional right to protest peacefully,” Juliet Wanjira, one of the organizers, said. During his visit, Britain announced 4.5 million pounds ($5.5 million) in new funding to support education reforms in Kenya.
