(Reuters) - First responders and volunteers from Trinidad and Tobago on Tuesday sought to contain an oil spill detected last week in the Caribbean country's waters and clean areas of Tobago island's coast already affected by the incident. Trinidad and Tobago's coast guard first spotted the spill on Feb. 7, about 6 kilometers off the coast of Studley Park, the chief secretary of Tobago's national assembly, Farley Augustine, said in a press conference on Sunday. "This is a national emergency here in Trinidad and Tobago," Prime Minister Keith Rowley said on Sunday, after saying that a vessel had capsized and made contact with a reef on the coastline, causing the spill. Reuters found at least three ships with similar names, and all their transponders were offline, LSEG vessel monitoring data showed. If the spill had happened further west, much of the oil could easily have gone to a key marine park.

It was near the start of one of Brazil’s most famous Carnival celebrations, in the northern seaside city of Olinda, and the town plaza was jammed with thousands of revelers. CNN —An overturned vessel has caused a huge oil spill along Trinidad and Tobago’s coastline, in what the Caribbean country’s prime minister described as a “national emergency” on Sunday. The spill occurred on February 7 off the southern shores of the Tobago Island, according to the country’s Office of Disaster Preparedness and Management (ODPM). It is Rio’s annual collective exhalation — a four-day eruption of art and music, costumes and joy — that began again on Saturday. “I realized there are endless stories I could tell about this city,” Mr. Cosme said about his discovery of Rio’s lost photos. Around that time, Rio’s rich elites began parading around the city during Carnival in open cars, according to Maria Clementina Pereira Cunha, a historian who has written books about Rio’s Carnival. Today the parade remains the centerpiece of Rio’s Carnival, held in a dedicated stadium built in 1984.

CHICAGO – Kia Motors is adding a hybrid model to its Carnival minivan to meet increasing consumer demand for the technology and assist in meeting tightening federal fuel economy standards. Hybrids are a growing option for automakers as they strive to make vehicles more efficient and avoid costly federal fuel economy and emissions standards. Hybrid vehicles typically include a traditional internal combustion engine combined with EV technologies such as an electric motor and small battery. They function like traditional vehicles and do not need to be plugged in like EVs or plug-in hybrid electric vehicles. The Carnival hybrid, announced at the Chicago Auto Show, is expected to go on sale alongside an updated version of the traditional minivan in the summer.

CNN —The mayor of Rio de Janeiro, Eduardo Paes, has declared a state of public health emergency due to a dengue epidemic, according to CNN affiliate CNN Brasil. The surge in dengue cases comes as Rio and the rest of the country gear up for carnival celebrations where millions of people pour onto the streets for parades and block parties. In January alone, Rio’s city health network had 362 people hospitalized due to dengue, a record number, topping the previous high from 2008, CNN Brasil reported. According to data from the Rio de Janeiro City Council’s Epidemiological Observatory panel, 11,202 cases have already been registered in 2024. The Municipal Health Department is planning to vaccinate children as soon as the vaccines are released by the Ministry of Health, CNN Brasil reported.
