Tropical Storm Ernesto, which formed Monday as the fifth named storm of the Atlantic hurricane season, is swirling toward the Caribbean and Puerto Rico. The Atlantic front quickly developed into a tropical storm over the course of the day, as parts of the East Coast are still reeling from the havoc of Hurricane Debby. Ernesto is forecast to strengthen over the next few days and could reach hurricane strength by Thursday. The National Oceanographic and Atmospheric Administration has predicted a 90% chance of an above-normal number of storms by the time the hurricane season concludes in November. Part of the reason for that above-normal activity includes near-record warm ocean temperatures in the Atlantic.

The head of a Senate panel investigating Clarence Thomas said Monday that the Supreme Court justice had failed to disclose additional private jet travel. The letter, which also cited reports of Thomas’ travel to Greece, the Caribbean, Russia and the Baltics, is the latest in a string of allegations from Senate Democrats about undisclosed travel by Thomas. In a statement Monday, Crow's office accused Wyden of "abusing" his panel's power in what it called a political campaign against the Supreme Court. An attorney for Thomas and a spokesperson for the Supreme Court did not immediately respond to requests for comment Monday. The judiciary has updated its disclosure rules to make it clear that private jet travel has to be reported.

Maximum sustained winds of 30 mph kept it below the 39 mph threshold for tropical storm status late Friday, but the National Hurricane Center said it would continue to strengthen. The front graduated from Potential Tropical Depression Four to Tropical Depression Four on Friday night as it gained strength over warm Caribbean waters. It was "expected to become a tropical storm over the southeastern Gulf of Mexico by late Saturday," the hurricane center said in an update late Friday. A tropical storm watch is also in effect for some areas, including the Florida Keys south of the Card Sound Bridge.
