However, Republicans can't get it together to figure out a way out of a shutdown. A vote on a GOP funding resolution was yanked on Tuesday, and another on a defense bill failed. After the vote, McCarthy walked off the floor, according to PBS . "These consequences are real and avoidable — but only if House Republicans stop playing political games with peoples' lives and catering to the ideological demands of their most extreme, far-right members," the memo said. "It's time for House Republicans to abide by the bipartisan budget agreement that a majority of them voted for, keep the government open, and address other urgent needs for the American people."

CNN —House Democrats have begun internal discussions about how to deal with the prospects of a chaotic situation: The possibility that Speaker Kevin McCarthy could lose his job in an unprecedented vote on the floor. One of the strategies being discussed by Democrats is to vote “present” or vote to kill it all together if a motion to oust McCarthy is brought to the floor. Bacon warned that he would cut a deal with Democrats if they reach an impasse with conservative hardliners. Democrats considering bailing out McCarthy say it wouldn’t necessarily stop there. If McCarthy were challenged, it may only take a handful of Democrats to save him.

Meanwhile, a larger division within House Speaker Kevin McCarthy's fractious Republican majority prevented lawmakers from agreeing on a short-term measure to keep federal agencies afloat after funding expires on Sept. 30. Even if House Republicans had been able to advance the defense bill or the short-term measure, either would face stiff opposition from congressional Democrats and from the White House, which has already threatened to veto the defense bill. RAUCOUS SESSIONTuesday's House vote failed in a raucous session, with Democrats mocking Republican leaders as they tried to persuade holdouts to change their minds before finally giving up. The House vote came hours after McCarthy delayed a key procedural vote on the 30-day stopgap measure known as a continuing resolution, or CR. The continuing resolution faces opposition from more than a dozen Republican hardline conservatives, enough to block its path forward in the House.

In some ways, attaching Ukraine aid to other pressing matters could improve the odds of passing it quickly. Some lawmakers will be more inclined to vote for Ukraine assistance if it gets included with say, disaster relief for their home state. He said the focus needs to be on first passing an overall defense spending bill as well as the other spending bills. House Republicans hope to bring up for a vote this week a stopgap spending bill that doesn't include Biden's aid package for Ukraine. Still, Rep. Michael McCaul, the top Republican on the House Committee on Foreign Affairs, voiced confidence that Ukraine aid will continue.

[1/6] U.S. House Speaker Kevin McCarthy (R-CA) speaks with reporters as he arrives for the day at the U.S. Capitol in Washington, U.S. September 18, 2023. Republicans hold a 221-212 majority in the House that leaves McCarthy with little room to maneuver as he contends with opposition to the spending legislation from a small group of hardline conservatives. "The Republican House is failing the American people again and pursuing a path of gamesmanship and circus," Republican Representative Victoria Spartz said in a statement. Senate Majority Leader Chuck Schumer, a Democrat, called the House Republican CR agreement "slapdash and reckless," adding that a bipartisan continuing resolution is "the only answer for avoiding a government shutdown." Unless the House can move forward on spending, Republican leaders said privately that they could be forced to move directly into negotiations with Senate Democrats on appropriations bills, circumventing hardliners.

U.S. House Speaker Kevin McCarthy (R-CA) addresses the 5th annual Congressional Hackathon on Capitol Hill in Washington, U.S., September 14, 2023. But hardline activism on spending, policy and impeachment have split Republicans in the House and slowed the Senate's path forward on approving bipartisan spending legislation. House Democratic leader Hakeem Jeffries warned on Sunday that the situation amounts to a Republican "civil war." Unless the House can move forward on spending, Republican leaders say privately that they could be forced to move directly into negotiations with Senate Democrats on appropriations bills, circumventing hardliners. Other House Republicans fear that McCarthy's decision to open an impeachment inquiry of Biden could make it harder to gain cooperation on spending from Democrats.

On Monday afternoon, NBC News reported that Rep. Matt Gaetz is expected to run for governor. Gaetz told Insider in a statement the report was "overblown clickbait." He said that "dozens" of his former colleagues in the state legislature asked him to run. When Gaetz attended a local GOP event on Sunday evening, he "strongly implied several times he would be running for governor," according to NBC. In a statement to Insider, Gaetz downplayed the report.

But surprisingly, the stock market has historically gone up when the government shuts down, according to Raymond James. "Markets are largely unaffected in the lead up to a shutdown, and on average continue to rise in the 30 days following the resolution of a shutdown," Mills said. Other sectors in the broad market index that have had historically strong showings during shutdowns include communications services, consumer staples and technology. Ultimately, a government shutdown will not likely create lasting effects in the market, according to Raymond James. Not only are Democrats and Republicans on different pages, but Republicans are also not singing from the same sheet of music as other Republicans," Mills said.

REUTERS/Julia Nikhinson/File Photo Acquire Licensing RightsWASHINGTON, Sept 11 (Reuters) - The U.S. House of Representatives returns this week for an expected political brawl over spending cuts and impeachment that could paralyze the Republican-controlled chamber, as Congress struggles to avoid a government shutdown. The White House and Senate leaders -- including top Republican Mitch McConnell -- have rejected that demand. The House, which Republicans control by a thin 222-212 majority, has passed only one appropriations bill so far. Other Republicans reject the idea of tying an impeachment inquiry to the spending debate. Democrats have dismissed impeachment talk as little more than an effort to distract from Trump's extensive legal woes."

“I personally would like to see the inquiry happen (this) week,” the Georgia Republican told CNN. The two chambers are hundreds of billions dollars apart and divided over controversial social issues that House Republicans have tacked on to their spending bills. “I am against a continuing resolution in any form or fashion,” Gonzales told CNN. “There is a constitutional and legal test that you have to meet with evidence,” Johnson told CNN. To start, Congress faces a deadline to fund the government by the end of the month, or risk a potentially devastating federal shutdown. But starting a formal impeachment inquiry into Biden could help to appease Republican allies of Trump, who has emerged as the GOP frontrunner to confront Biden in the 2024 election for the White House. Woodhouse is now a senior adviser to the Congressional Integrity Project, which is preparing to criticize Republicans over the Biden impeachment. While the shutdown is the more pressing problem for McCarthy, the Biden impeachment inquiry is his bigger political gamble. McCarthy has signaled an impeachment inquiry is coming.

The figures suggest that China's latest steps to revive a crisis-hit property market, including lower mortgage rates and down payments, could unlock some pockets of housing demand in the most sought-after areas, but may struggle to halt the broader property market downturn. "These measures may generate a short-term rebound in property transactions, but are insufficient to stabilize the property market," Goldman Sachs analysts said in a note. But Yu Fei, a property sales agent at HomeLink, said the initial spike in interest he noticed in the first few days is already petering out. "Many homebuyers remain in a wait-and-see approach, some hoping for more radical policies to stimulate the property market," Yu said. Goldman analysts said if property sales kept sliding policymakers could release more liquidity into the market by cutting banks' reserve requirement ratios, lowering rates, easing home purchasing rules further.

Senate Majority Leader Chuck Schumer similarly told MSNBC that he has met with McCarthy and the duo agreed to try and move forward with short-term funding. While the benefits would still flow, Americans relying on those programs would likely see processing delays and limited customer service.

The Senate returns Tuesday from a month-long recess as Congress gears up for a rocky September with a whole host of to-dos – including averting a government shutdown – before the fiscal year’s end. Accordingly, congressional leaders have made clear that a stop-gap measure to keep the government funded will be necessary. But even without the demands on the CR, reconciling the House and Senate's spending bills more broadly is expected to be a heavy lift this month, and perhaps beyond. Even so, some Senate Republicans were quick to come to McConnell’s defense. But questions about the leader’s health are expected to run in the background this week as the Senate gets to work on a number of priorities.

REUTERS/Kevin Wurm/File Photo Acquire Licensing RightsWASHINGTON, Aug 31 (Reuters) - The White House on Thursday said it was working with Congress to hammer out a short-term funding measure to avoid an Oct. 1 partial federal government shutdown while longer-term spending talks continue. "OMB is providing Congress with technical assistance needed to avoid severe disruptions to government services in the first quarter of the fiscal year." With only weeks to go before the deadline, the Republican-led House of Representatives has approved only one of those 12 bills. U.S. Senate Majority Leader Chuck Schumer this month said he and House Speaker Kevin McCarthy had agreed on a stopgap measure. Following the conviction, U.S. Attorney Damian Williams in Manhattan called the theft "one of the most brazen and damaging acts of espionage in American history." In a 14-page decision, U.S. District Judge Jesse Furman in Manhattan found "more than sufficient" evidence to support Schulte's espionage and hacking convictions. Prosecutors have said Schulte was motivated to leak materials out of spite over how he thought the CIA treated him prior to his November 2016 resignation.
