The 60/40 portfolio doesn't work anymore, according to Bank of America. If the 60/40 portfolio was on life support last year, this year its demise is now "confirmed," Woodard wrote. Bonds require 40% of the assets in a 60/40 portfolio but have delivered only 25% of the returns since 1920, he noted. Weak bond returns will lead to "another lost decade" for the 60/40 portfolio, in Woodard's words. For income, Bank of America's researchers unveiled a strategy called "dynamic prudent yield" that promises to beat bond indexes while carrying less risk.

With an agreement on the debt ceiling easing concerns on the macro level, the aftereffects of avoiding default could pose new challenges for bond exchange-traded fund investors. As money market yields continue to rise, Lutnick said he sees capital continuing to flow out of equities and into money market funds and Treasury bond ETFs. So, if you don’t need immediate access to your savings, it may make sense to lock in current interest rates with a CD. And while the pace of price increases remains well above the Fed’s preferred level of 2%, the central bank fears that raising interest rates any more could tip the fragile economy into recession. The likely explanation is that banks expect interest rates to decrease and don’t want to be locked into paying higher rates for extended periods of time. It’s true that if CD rates are, say, 3% a couple of years from now, then a 4.5% yield will look very good. And because falling interest rates tend to drive up bond prices, that’s what they’d likely do.

Demand for bond ETFs appears to be rising. According to MarketAxess CEO Chris Concannon, there are signs Treasury ETFs are on the cusp of substantial inflows. "We're about to see what I'd call [a] bond renaissance," the electronic-trading platform CEO told CNBC's "ETF Edge" this week. "The Fed is still taking action, so I would expect bond yields overall to remain relatively high and attractive." Concannon said that the digitization of fixed income ETFs across the equity market accelerates the opportunity for investors to trade and hedge in the underlying corporate bond market. "We see that electronic trading is in fact accelerating as more and more people adopt fixed income ETFs," he said. "We saw a super high volatility in both the equity market and the underlying corporate bond market, and all those fixed income ETFs sustained that volatility." Because electronically traded bond ETFs are exchanged instantaneously, the funds are able to lead the underlying bonds. "And so, the underlying corporate bond market is actually following that ETF market."

Municipal bond funds can be particularly attractive to investors who face a high tax burden, because their payouts are tax exempt. The new funds haven't been active long-enough to show an official yield, but the more established iShares Short-Term National Muni Bond ETF (SUB) has a tax-equivalent yield of 4.74%. Another factor in favor of municipal bonds is the uncertain economic environment and fear of a possible recession. The BulletShares fund family from Invesco offers several different muni funds with different maturity target dates for investors looking for more specific time-frames. That group expanded with the Invesco BulletShares 2032 Municipal Bond ETF (BSMW) , which launched on March 1.
