The State Department said Tuesday that the advisory level did not change in its January 26 update. In the travel advisory updated two days later, the State Department again urges travelers not to resist any robbery attempts and cautions against opening doors to strangers. But Kenyan politician Ekuru Aukot led a legal challenge to the planned in deployment in court, terming it unconstitutional. “There’s no reciprocal arrangement between Kenya and Haiti and there can be no legitimate deployment of police officers to Haiti,” Judge Mwita said when he read his ruling in Nairobi. Gang violence rose by more than 100% in Haiti last year with over 8000 victims documented, according to UN data.
