Part of the uncertainty is that there is no set definition of a bull or bear market, or any sort of regulatory body that declares one, such as the National Bureau of Economic Research (NBER) does with recessions. The most commonly accepted definition is a 20% rise off a low for a bull market and a 20% decline from a high for a bear market, but even that is open to interpretation. "I just think it was a blip within a longer-term bear market." "Certainly it's a bull market in big-cap technology. I wouldn't call it a bull market in a broad market sense, because there are only certain stocks that are really in what we would call bull market territory, and it's just not a broad enough move to call it a sustainable bull market," said Tim Ghriskey, senior portfolio strategist Ingalls & Snyder in New York.

But leading strategists at BMO don't see that narrow breadth as a serious concern. Investors shouldn't be too unsettled by the bad breadth in the stock market this year, according to top strategists at BMO Capital Markets. But that can be difficult when Big Tech stocks comprise such a large portion of indexes across the market. Menon has discretion over several institutional clients' portfolios including endowments, foundations, pensions, and healthcare institutions. Regardless of expectations, Menon emphasizes that it's hard to build a portfolio around any particular macroeconomic outcome. This means creating a portfolio that prioritizes offensive assets through equities while adding defensive securities, she noted. When it comes to defensive positions, the two most important things a portfolio needs protection against are inflation and deflation. "Private equity would fall more in the space of offense in terms of generating long-term growth in a portfolio," Menon said.
