Gaetz & Company have a point: Mr. McCarthy is out of compliance with several of his promises — or at least several they claim he made. It is Mr. McCarthy who led them to believe he would champion their policies and priorities. And it is Mr. McCarthy who elevated their influence in the conference, empowering them to wreak even greater havoc. Some of what Mr. McCarthy committed to was beyond his power to deliver. At that point, Mr. McCarthy really should have started adjusting his strategy — and the hard-liners’ expectations — accordingly.

I watched him and I thought of Mitch McConnell clinging to a different lectern in a different city two weeks earlier, his physical struggle unquestionable but his thirst for dominance still unquenched. That should be no surprise considering that a consistent proponent of this inquiry was former President Donald Trump. I make that judgment based on my work as a scholar of impeachment and also as a practitioner who helped lead the first Trump impeachment and trial as counsel to the House Judiciary Committee. McCarthy bitterly — and now hypocritically — criticized former Speaker Nancy Pelosi for announcing the first Trump impeachment before a vote (she later scheduled one). That includes examples like the inquiry into President Richard Nixon and the second Trump impeachment. The proposed Biden impeachment is a revenge mission and nothing more.

There are no binding rules about what the House must do to begin an impeachment inquiry, and history offers no clear guide. In 1998, the House voted to open an impeachment inquiry into President Bill Clinton. In 2021, the House impeached Mr. Trump a second time with no inquiry at all. A 2020 Justice Department memo written during the Trump administration argued that an impeachment inquiry was invalid without a vote of the House. “Speaker McCarthy’s announcement of an impeachment inquiry by relevant committees raises interesting questions about authority to issue and enforce subpoenas in pursuance of the inquiry,” said Stanley Brand, the former House general counsel.

Is it just me, or did Kevin McCarthy look a little rough around the edges on Tuesday when announcing his decision to open an impeachment investigation into President Biden? I realize that Mr. McCarthy, the House speaker, needed to convey a dignified solemnity on such an occasion. But in his brief appearance, Mr. McCarthy came across not so much as serious and statesmanlike but as if the words were being dragged from his lips. That it has finally sunk in that he has become the not-so-glorified puppet of the House Republican conference’s radicals, folks like Dan Bishop, Chip Roy and, most prominently, Matt Gaetz. Mr. McCarthy may wield the gavel.

CNN —The initiation of an impeachment investigation against a president ought to be an earthshaking moment in the nation’s history. Republicans could use an impeachment investigation of the president to fuel public suspicion over Hunter Biden’s cascading controversies. But the coming impeachment investigation represents a gamble for Republicans since it could cause a backlash in moderate districts that their majority depends on. Ian Sams, a White House spokesman for oversight and investigations, blasted the impeachment investigation as “extreme politics at its worst.”But the strain of an impeachment inquiry is hardly the way the White House would have preferred to prepare for election year.
