A few days ago, Donald J. Trump said vice-presidential nominees have “virtually no impact” electorally. By selecting Minnesota’s governor, Tim Walz, as her running mate on Tuesday, Kamala Harris put Mr. Trump one step closer to being proved right. A few days ago, it wasn’t so obvious Mr. Trump’s claim was on safe footing. While it’s true that most vice-presidential nominees don’t have a major impact, they often help the ticket in the vice-presidential nominee’s home state. Instead, she selected someone from Minnesota, which is not a top-tier battleground.

The rollout Tuesday will likely look similar to past major announcements, including digital video and social media components, as well as a fundraising appeal, these sources said. The Harris campaign will also disseminate various text messages to its supporters throughout the day, as has been a common practice in the past around big moments. The highly anticipated decision comes after Harris met in person Sunday with three of the contenders who have been under consideration as her vice presidential pick — Pennsylvania Gov. Mr. Obama, who lost Pennsylvania’s 2008 primary to Hillary Clinton but won the presidency, did not forget it. Over the nearly two decades since that early endorsement, Mr. Shapiro and Mr. Obama remained in touch, developing a connection that is closer than is commonly understood, according to interviews with people who know them both. Now, Mr. Shapiro is a popular governor in a crucial battleground state who could join a presidential ticket himself, as Vice President Kamala Harris, another early Obama supporter, weighs her running-mate options. Josh Shapiro of Pennsylvania, who is on the short list to be Kamala Harris’s running mate, is facing renewed criticism for his handling of a sexual harassment complaint against a longtime top aide. An employee had accused Mr. Vereb of making repeated and graphic sexual overtures and then criticizing her job performance after she refused him. She resigned rather than continue to work for him, her only other option, she said in her written complaint. Mr. Vereb, 57, kept his post for six months after his accuser first alleged misconduct. He resigned only after local reporters obtained a copy of the employee’s complaint, weeks after the settlement had been secretly reached.

Vice President Kamala Harris has one overriding weakness as a candidate for president — she is perceived as being to the left of Joe Biden. Ms. Harris has criticized U.S. Immigration and Customs Enforcement, supported single-payer health care and even praised the “defund the police” movement. Mr. Shapiro has said his views have evolved in the years since writing an opinion essay critical of Palestinians when he was a college student. Mr. Shapiro, 51, has embraced his Jewish identity and been one of the Democratic Party’s staunchest defenders of Israel at a moment when the party is splintered over the war in Gaza. “Something I wrote when I was 20, is that what you’re talking about?” Mr. Shapiro told a reporter who asked him about it. He has also not shied away from criticizing college administrators over their response to campus antisemitism, including at the University of Pennsylvania. If Ms. Harris chooses Mr. Shapiro to be her running mate, he will become only the second Jewish vice-presidential nominee on a major-party ticket.
