CNN —The head of Russia’s space agency has extended an offer to Moscow’s partners in the BRICS group – Brazil, India, China and South Africa – to participate in the construction of a joint module for its planned orbital space station, state media reported Monday. New Jersey is suing the federal government to halt a congestion pricing program that will charge drivers to enter Midtown Manhattan, citing concerns that the tolling program will place unfair financial and environmental burdens on the state’s residents. In its complaint, filed on Friday in U.S. District Court in New Jersey, the state said it was challenging the Federal Highway Administration’s “decision to rubber-stamp” its approval of congestion pricing last month, which was the program’s final federal hurdle. The authority said the program, which aims to reduce traffic in New York City while raising billions of dollars for mass transit, could begin as soon as spring 2024. The lawsuit comes two days after a local panel appointed by the Metropolitan Transportation Authority convened for the first time to decide on toll rates. President Biden’s new repayment plan for federal student loans will cost the government $475 billion over the next decade, according to a new economic projection. The updated income-driven repayment plan would surpass the $400 billion cost of the debt forgiveness plan that the Supreme Court rejected last month. But a new and revised plan, which the administration has named Saving on a Valuable Education, or SAVE, is vastly more generous. That means the government, not borrowers, will ultimately pay a bigger share of the recipients’ educational costs. Economists for the University of Pennsylvania’s Penn Wharton Budget Model, a nonpartisan research group, estimate that payment reductions in the $1.6 trillion in outstanding federal student loans will cost the government $200 billion.

CNN —The US Food and Drug Administration is expected to decide on Thursday whether to grant traditional approval to the Alzheimer’s drug Leqembi, the first medicine proven to slow the course of the memory-robbing disease. Leqembi, from drugmakers Eisai and Biogen, received accelerated approval in January based on evidence that it clears amyloid plaque buildups in the brain that are associated with Alzheimer’s disease. But because of an earlier coverage decision by CMS, which provides insurance coverage for many elderly patients with Alzheimer’s through Medicare, the drug hasn’t been widely used. People with more advanced forms of the disease may not benefit from the drug, he said, and may face increased safety risks. Broad Medicare coverage of Leqembi and similar types of medications to slow the progression of Alzheimer’s disease would probably have a big impact on the program’s spending.

New York CNN —The Small Business Administration distributed more than $200 billion in potentially fraudulent Covid-19 relief funds, according to a federal watchdog. At least 17% of the $1.2 trillion distributed by the SBA was wasted in fraud, the report found. Most of the fraud apparently happened through the EIDL funds, with the inspector general estimating more than $136 billion of fraudulent activity in that program. While the program successfully helped many companies pay workers during the pandemic, it was plagued by questionable lending and rampant fraud. To date, the agency has recovered nearly $30 billion in funds, according to the report.
