ROME, Dec 29 (Reuters) - Italy's rightist government has approved measures to fine charities who rescue migrants at sea and impound their ships if they break a new, tougher set of rules - a move that one campaign group said could threaten lives. The NGOs' ships must also inform those onboard that they can ask for international protection anywhere in the European Union, the decree said. Captains breaching these rules risk fines of up to 50,000 euros ($53,175), and repeated violations can result in the impoundment of the vessel, it added. Since taking office in October, Prime Minister Giorgia Meloni's government has targeted the activities of sea rescue charities, accusing them of facilitating the work of people traffickers amid a surge in arrivals. The rules making it more difficult to carry out multiple rescues may flout international conventions and were "ethically unacceptable," he said.

CNN —At least 20 people, including four police officers, were injured on Saturday in clashes between protesters and police in the southern Peruvian city of Andahuaylas in the Andes. It said a number of people had been detained but did not say say how many. Meanwhile, the National Police reported that two police officers who were taken captive by the protesters had now been released and were being evaluated by medical personnel. Castillo was removed from power on Wednesday after he attempted to dissolve Peru’s Congress and call for new elections. He was arrested for the alleged crime of rebellion and impeached by lawmakers in a single day.

Dec 6 (Reuters) - The United States on Tuesday is set to kick off the first sale of offshore wind development rights for waters off the coast of California, expanding the nascent domestic industry to the Pacific Ocean. "It puts California on a path to be a global hub for offshore wind technology," JC Sandberg, interim chief executive of the American Clean Power Association, said on a call with reporters. Previous federal offshore wind auctions have all been for leases in shallower waters of the Atlantic Ocean. The California sale is viewed as a test of industry appetite for investing in floating offshore wind technology, which to date has been limited to small pilot projects in places including Norway and Portugal. Companies approved to bid at the auction include established offshore wind players like Avangrid Inc (AGR.N), Orsted (ORSTED.CO) and Equinor (EQNR.OL), which are all developing projects on the U.S. East Coast.

CNN —A top Iranian official has said that the nation’s mandatory hijab law is being reviewed, as state media played down the same official’s claim that the country’s much-feared morality police force had been “abolished” amid ongoing protests. Montazeri was also quoted as saying on Saturday that Iran’s morality police had been “abolished,” but Iranian state media strongly pushed back on those comments, saying the interior ministry oversees the force, not the judiciary. The wearing of a hijab in public is currently mandatory for women in Iran under strict Islamic law that is enforced by the country’s so-called morality police. Her death on September 16 touched a nerve in the Islamic Republic, with prominent public figures coming out in support of the movement, including top Iranian actor Taraneh Alidoosti. “But no official of the Islamic Republic of Iran has said that the Guidance Patrol has been shut,” Al-Alam said Sunday afternoon.
