How the Midwest Floods Nearly Took Out a Century-Old Dam
  + stars: | 2024-06-25 | by ( Mitch Smith | ) www.nytimes.com   time to read: +1 min
The Rapidan Dam, a feature of the southern Minnesota landscape for more than a century, was “in imminent failure condition.”“We do not know if it will totally fail or if it will remain in place,” officials said on Monday as dead trees and other debris piled up at the dam and floods overwhelmed the Upper Midwest. At one point, a support structure alongside the dam partly failed and gushing waters carved out a nearby cliff. Video footage showed a nearby building collapsing on itself and being sucked into the river. But by Tuesday, the main part of the dam was intact, and water flows were beginning to slow. “The Rapidan Dam, we think, is going to continue to hold up,” Bob Jacobson, the commissioner of the Minnesota Department of Public Safety, said late Tuesday afternoon after state officials flew over the dam to survey the damage.

Major record labels Sony Music , Universal Music Group and Warner Records sued artificial intelligence companies Suno and Udio on Monday, accusing them of committing mass copyright infringement by using the labels' recordings to train music-generating AI systems. The companies copied music without permission to teach their systems to create music that will "directly compete with, cheapen, and ultimately drown out" human artists' work, according to federal lawsuits filed against Udio in New York and Suno in Massachusetts. Representatives for Suno and Udio did not immediately respond to requests for comment on the complaints. AI companies have argued that their systems make fair use of copyrighted material. Cambridge, Massachusetts-based Suno and New York-based Udio have raised millions in funding this year for their AI systems, which create music in response to user text prompts.

Wanda and Randy Bliek awoke on Saturday to the sound of water lapping against the walls of their home in Rock Valley, Iowa. The couple rushed to their pickup truck and drove onto the street, but surging water pushed them against the curb. Unable to open the truck doors, they said, they escaped through the windows and climbed out into the neck-high current gushing down their street. For eight long blocks, they alternated between swimming and walking to safety while neighbors screamed for help from their roofs. At one point, Ms. Bliek, 65, told her husband she was not sure she could continue.

Kate Bedingfield served as White House communications director in the Biden administration and was the deputy campaign manager on Biden’s 2020 presidential campaign. CNN —A group of major record labels is suing two AI startups, alleging they wrongfully used popular artists’ work to train their systems to produce copyrighted music without their consent. Udio is the company behind “BBL Drizzy,” the AI-generated song that went viral last month during the Kendrick Lamar and Drake spat. Udio was founded last year by former Google DeepMind researchers to make it “easy for anyone to create emotionally resonant music in an instant,” according to the company. The platform, which allows users to create songs with only a few prompts, relies on OpenAI’s ChatGPT for lyrics and title development. Midwestern towns were racing this week to strengthen their levee systems as rising rivers enveloped homes, drowned farmland and led to daring water rescues across three states. In Iowa, where hundreds of properties were destroyed, rivers were receding in some places but still rising in others. And in South Dakota, where one death was linked to the floods and some residents were advised to leave their homes, Gov. The Midwest has faced a range of weather extremes over the past several years, including record-breaking floods in 2019, persistent drought and relentless rainstorms this month. As climate change causes the planet to warm, such events will become more common, scientists say.

Australia won the T20 Cricket World Cup just three years ago, while Afghanistan has never progressed past the tournament’s second round nor defeated Australia in international cricket. But on Saturday, Afghanistan kept its hopes of progressing to the semifinals alive with a historic, comprehensive win over Australia, stunning its opponents by 21 runs. Afghanistan has been steadily improving over the past 20 years, roundly defeating England in October at the ICC Cricket World Cup and another heavyweight team New Zealand in the group stage of this tournament. Afghanistan has a chance to reach the semifinals of the T20 World Cup if it can defeat Bangladesh in its final Super Eights match and India beats Australia. If Australia wins its final Super Eights match against India, it will likely qualify for the semifinals.

Instead, they influenced the rapid buildup of a kind of shadow White House policymaking apparatus spearheaded by former Trump administration officials. The groups aren’t officially affiliated with Trump’s campaign and have at times gotten crosswise with Trump’s political advisers. Several of the outside groups designed to advance Trump’s policy goals are doubling as a clearinghouse for potential second-term job candidates. Their operations are led by former Trump White House aides who were instrumental in efforts to weed out officials who disagreed with Trump toward the end of his first term. The group he left quickly hired another former senior Trump White House personnel official to replace him.

Researchers Say Social Media Warning Is Too Broad
  + stars: | 2024-06-19 | by ( Ellen Barry | ) www.nytimes.com   time to read: +1 min
When the U.S. surgeon general, Dr. Vivek Murthy, announced on Monday that he was planning to push for a mental health warning label on social media platforms, he was met with cheers from many parents and teachers, who described a long, lonely struggle to wrench children away from a habit that was hurting them. He got a cooler reaction, however, from some scientists who study the relationship between social media and mental health. In interviews, several researchers said the blanket warning Dr. Murthy has proposed — “social media is associated with significant mental health harms for adolescents” — stretches and oversimplifies the scientific evidence. For many years, researchers have tried to determine whether the amount of time a child spent on social media contributed to poor mental health, and “the results have been really mixed, with probably the consensus being that no, it’s not related,” said Dr. Mitch Prinstein, the chief science officer at the American Psychological Association. What seems to matter more, he said, is what they are doing when they are online — content about self-harm, for example, has been shown to increase self-harming behavior.

The article also cited an organization that is preemptively hiring a new auditor in case Trump were to direct the Internal Revenue Service to target the group during a second term. Trump is telling anyone who will listen what his dark goals are for a second term — from mass deportations to the construction of expansive detention camps for migrants to expanding his presidential power. Even the strategy detailed in Sunday’s New York Times article, which included using the courts to slow down a second-term Trump agenda, is far less likely to be successful this time. One reason for this is that in his first term, Trump was able to confirm more than 200 federal judges including three US Supreme Court justices that he personally appointed. That is why second-term resistance strategies only divert resources from the more pressing imperative at hand: keeping Trump from winning a second term.

A federal judge on Monday temporarily blocked Iowa from enforcing its own immigration law, which makes it a state crime to enter Iowa after being deported or denied entry into the United States. The ruling comes amid a national push by statehouse conservatives to assert authority over illegal immigration, which the Justice Department argues is solely the federal government’s responsibility. “As a matter of politics, the new legislation might be defensible,” Judge Stephen Locher wrote. “As a matter of constitutional law, it is not.”Iowa is among a few Republican-led states that have enacted a form of state-level immigration enforcement this year, infuriating Biden administration officials who have described the laws as unconstitutional overreach. Iowa officials vowed to appeal the judge’s order granting the preliminary injunction.

Ben Ingebretson was a reliable Republican voter. A Christian minister who works for a faith-based nonprofit, Mr. Ingebretson said he shared Republicans’ small-government views and agreed with the party’s calls for fiscal conservatism. But after Donald J. Trump became the face of the party, Mr. Ingebretson, who lives in Grand Rapids, Mich., drifted away from his political roots. In 2020, he voted for President Biden. Donald J. Trump flew into Washington last summer in a state of misery. He was there for his criminal arraignment, and he told associates afterward that the city was disgusting. He could feel Washington’s hostility, aides said. Today, he returns to the nation’s capital under much different circumstances — to flex his dominance over a political and business establishment that has been forced to come to terms with him. After years of hoping that someone else could step up to lead their party, that establishment is gradually submitting to the reality of the 2024 campaign.

Representative Kelly Armstrong won the Republican nomination for governor of North Dakota, The Associated Press said on Tuesday, defeating the state’s lieutenant governor, Tammy Miller, and positioning himself as the strong favorite in the general election. The primary featured two Republicans who are well known in the state and whose platforms shared many similarities. Mr. Armstrong, a lawyer and a former state Republican Party chairman, was elected to Congress in 2018 from North Dakota’s lone House district. Ms. Miller, an accountant and businesswoman, was appointed as lieutenant governor last year after working as Gov. After failing to gain traction in the Republican presidential primary, he announced in January that he would not seek another four years as governor.

Senator Rick Scott is so furious over the felony conviction of former President Donald J. Trump that the Florida Republican says he and his colleagues need to take it out on the Senate, by acting as disrupters and blocking all Biden administration nominees and legislation. “We can’t have business as usual,” Mr. Scott insisted as the Senate convened this week for the first time since Mr. Trump’s trial ended in New York with a fusillade of “guilty” verdicts. Senate Minority Leader Mitch McConnell, R-Ky., suggested Wednesday that the Supreme Court should punish at least two Democratic senators over their calls for Justice Samuel Alito to recuse himself from key cases related to former President Donald Trump. Richard Blumenthal of Connecticut and Sheldon Whitehouse of Rhode Island are bound by court rules that "provide for discipline against those who engage in conduct unbecoming an officer of the court," McConnell said on the Senate floor. But McConnell singled out Blumenthal and Whitehouse because they are members of the Supreme Court bar. They are therefore "potentially engaged in unethical professional conduct before the court," McConnell said of Blumenthal and Whitehouse, both of whom are members of the Senate Judiciary Committee. The responses from Roberts and Alito confirm that they also viewed the communication as public, Whitehouse added.
