France tumbled further into financial uncertainty on Monday as the government teetered on the brink of collapse, prompting investors to sell French stocks and bonds, which has sent the country’s borrowing costs soaring. A political showdown over France’s budget could lead to the ouster of the prime minister, Michel Barnier, as early as Wednesday, after he pushed the measure through the lower house of Parliament on Monday without a vote. Mr. Barnier’s forced departure would leave the government rudderless, raising questions about the ability of President Emmanuel Macron to manage the fallout. France has become one of the most financially troubled countries in Europe, with an outsize debt and deficit that have grown rapidly in recent months. But efforts by Mr. Barnier’s fragile government coalition to address the problem, with a budget bill seeking 60 billion euros in savings for 2025, have become snared in a political minefield.

London CNN —Toomaj Salehi, an Iranian dissident rapper and activist, has been released from prison, according to a statement issued Monday by his international legal team. Salehi, 32, had been held in the Dastgerd prison in the city of Isfahan for 753 days in total, according to his team. When he was briefly released from prison last year, Salehi posted a video to social media describing how he was tortured and held in solitary confinement. “Toomaj should never have been in prison at all.”Though Salehi’s case was processed in Iranian courts, his family had the support of international lawyers. “This is a time of celebration: Our brave, brilliant client Toomaj Salehi is finally free,” Caoilfhionn Gallagher, a lawyer with the Doughty Street Chambers who is the international counsel for the Salehi family, said in a statement.

Tensions intensified in late October when Georgian Dream claimed victory in a contested election that was widely seen as a referendum on joining the EU. A new law gives some sex workers in Belgium more protection from exploitation and violence and more social benefits than any other similar legislation in the world, rights researchers and advocates say. Belgium decriminalized sex work in 2022, a first for Europe. Under this new labor law, which passed in May and took effect on Sunday, sex workers can choose to sign a formal employment contract — although they do not have to do so. “It is the most comprehensive labor law related to sex work that we have seen globally,” Erin Kilbride, a researcher at Human Rights Watch who focuses on women’s rights and L.G.B.T.Q. A labor contract will give sex workers of all genders, as it does other employees, broader access to the country’s robust social security system, including paid maternity leave and sick leave, unemployment aid and the ability to make pension contributions.

Chancellor Olaf Scholz of Germany paid a surprise visit to Ukraine on Monday, his first in more than two years, to reaffirm his country’s support amid mounting concern in Kyiv that the West could scale back military aid and push for a negotiated settlement with Russia. CNN —Russian President Vladimir Putin has approved a record-breaking defense budget, setting aside a staggering third of the government’s total spending as the war in Ukraine drains resources from both sides nearly three years on. The budget for 2025, which was published Sunday, allocates about $126 billion (13.5 trillion rubles) to national defense – amounting to 32.5% of government spending. The defense budget is about $28 billion (three trillion rubles) higher than the previous record set this year. The new three-year budget forecasts a slight reduction in military spending for 2026 and 2027. The North Korean troops may help Russia’s efforts for some time – but the material losses could be harder to make up for.

London CNN —Tens of thousands of Volkswagen workers will participate Monday in strikes at plants across Germany, labor union IG Metall said, marking the largest walkouts at the carmaker’s domestic operations since 2018. “If necessary, this will become the toughest wage dispute Volkswagen has ever seen,” IG Metall’s chief negotiator Thorsten Groeger said in a statement Sunday. The walkouts will be the first large-scale strikes that Volkswagen has faced since 2018, according to IG Metall, when 50,000 workers idled plants over pay. Indefinite strikes could also be called as a last resort, but only after members have been consulted again, IG Metall said. Volkswagen has said it may need to close plants in Germany for the first time in its 87-year history.
