The Senate is racing the clock to pass a package of six government funding bills ahead of a shutdown deadline at the end of the day Friday. Once the package of funding bills passes the Senate, it can be sent to President Joe Biden to be signed into law as the House passed the measure on Wednesday. The finalized package of spending bills – backed by the top Democrats and Republicans in both chambers – represents a major breakthrough for lawmakers. But the work isn’t over yet: Lawmakers still need to finalize and pass a second slate of funding bills prior to the March 22 deadline. The package also includes funding for rental assistance and other child nutrition programs, including the school lunch program.

WASHINGTON (AP) — Twenty-four Republican-led states filed a lawsuit Wednesday challenging a new Biden administration rule that sets tougher standards for deadly soot pollution. The EPA rule “will drive jobs and investment out of Kentucky and overseas, leaving employers and hardworking families to pay the price,” Coleman said. The soot rule is one of several EPA dictates under attack from industry groups and Republican-led states. Soot pollution has declined by 42% since 2000, even as the U.S. gross domestic product has increased by 52%, Regan said. The EPA said it will work with states, counties and tribes to account for and respond to wildfires, an increasing source of soot pollution, especially in the West.

CNN —A California man was arrested and charged Monday with allegedly smuggling potent, planet-heating greenhouse gases from Mexico, marking the first such prosecution in the US, according to a statement from the US Attorney’s Office for the Southern District of California. He is then alleged to have sold them for a profit on sites including Facebook Marketplace and OfferUp. These greenhouse gases are short-lived in the atmosphere, but powerful — some are thousands of times more potent than carbon dioxide in the near-term. “The illegal smuggling of hydrofluorocarbons, a highly potent greenhouse gas, undermines international efforts to combat climate change,” said David M. Uhlmann, the assistant administrator for the EPA’s Office of Enforcement and Compliance Assurance. In 2016, nearly 200 nations including the US agreed to the Kigali Amendment to reduce planet-heating pollution from these greenhouse gases.

The Scope 3 disclosure requirements have drawn strong criticism from many corporations, who claim the regulations are too burdensome. The climate disclosure rule was first proposed in March 2022. Since Congress has not passed major climate legislation for years, opponents of the SEC's climate rule will likely sue the SEC and cite West Virginia v. EPA, again arguing that Congress has not granted specific authority for the SEC to act on climate change. The disclosures required from the proposed SEC rule may shuffle the deck on companies that are considered "green" or "not so green." Survivors scarred by severe burns testified against various companies – including Whakaari Management Ltd, which owned the island – accusing them of failing to warn them about the risks. Supreme Court conservatives are accelerating their moves to overhaul the way the federal government protects Americans, whether from air pollution or unfair financial practices. The case has determined a swath of court judgments on agency policy, well beyond the environmental realms, and become one of the most cited rulings in Supreme Court history. CNN —Consider the toilet — that humble porcelain bowl that spirits away our waste several times a day. Rethinking how we deal with waste may also present an opportunity: Our excrement can be converted into renewable heat, electricity and fertilizer. Ugo CarmeniKnown as a “Huussi” in Finnish, the dry toilet separates urine from stool and is ventilated to keep odors out — In Finland, dry toilets are particularly prevalent in rural summer cottages, Renell told CNN in a video call. The humble dry toilet and a large-scale urban sewage system may be at opposite ends of the spectrum, but they are both solutions to the same problem.

SYDNEY (Reuters) - An asbestos contamination in Sydney widened on Sunday, with authorities saying the toxic material had been detected in more schools, as a weeks-long effort continued to remove it from mulch used in public places. In an update on the contamination on Sunday, the state's Environmental Protection Authority (EPA) said 34 city sites had now returned positive for bonded asbestos. New sites where asbestos had been confirmed were two schools in the city's west, the EPA said, lifting the number of schools confirmed as tainted to four. "There is ongoing testing at a further four schools," EPA head Tony Chappel said, adding that testing was also underway at a hospital and in part of the city's vast Royal National Park. SYDNEY (Reuters) - Australian authorities on Saturday said asbestos had been discovered in more places in Sydney including housing estates as the New South Wales government continues a weeks-long scramble to remove the toxic material from mulch used in public spaces. Since then, in what is the biggest investigation by the state's Environmental Protection Authority (EPA) in decades, 32 city sites have returned positive results for bonded asbestos, the agency said in a statement on Saturday. The EPA said new sites where asbestos had been detected were a public school and park in the city's north, and two residential estates under construction in Sydney's south-west. The University of Sydney had also been identified as potentially tainted and would be tested this weekend, it said. The rate of positive results is around 10 percent," the EPA said.

WASHINGTON (AP) — The Biden administration announced Tuesday that it is expanding a program to help rural communities with serious sewage problems get technical help to plan improvements and apply for funding. “For the first time ever, these communities are going to get an assessment about ... what is the status of their wastewater infrastructure. Still, “the water infrastructure gap is is greater than the resources we have,” and the Biden administration will continue to advocate for more funding, she said. The tribe has received funding to pump septic tanks and develop educational materials, and is applying for funding for infrastructure improvements, Fox said. The town of White Hall, in Lowndes County, Alabama, has developed wastewater treatment and funding options to address sewage that sometimes ran into yards.

Nevertheless, the Biden White House and legal team has taken pains to ensure compliance – an effort to highlight its commitment to ethics and draw a sharp contrast with Trump, who skirted the rule with abandon. And the Biden White House has issued “extensive guidance to and conducts trainings for agencies” on the Hatch Act and how to avoid potential missteps, the official said. Secretary of State Mike Pompeo, for instance, delivered a speech to the Republican National Convention while on official travel in Jerusalem. “Voters of color can see themselves in leaders like Secretary Cardona, Secretary Fudge, and (EPA) Administrator (Michael) Regan. WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.

WASHINGTON — The U.S. budget deficit will grow by an estimated $1 trillion over the next 10 years, the nonpartisan Congressional Budget Office projected in a new report Wednesday. "I came to office determined to ... face the existential threat of climate and still grow, to fundamentally change our economy, and to transition this country to a clean energy future," Biden said last October. Taken together, CBO estimates that the impact of new emissions standards, clean energy tax credits and falling gas tax revenue as people buy less gas, will add $25 billion to the budget deficit this year. "Those costs reflect new emissions standards, market developments, and actions taken by the administration to implement the tax provisions." The CBO also noted that there are still many unknowns about how green energy will impact the economy and the federal budget longer term.
