New York CNN —Scott Sheffield, the founder and longtime CEO of a leading American oil producer, attempted to collude with OPEC and its allies to inflate prices, federal regulators alleged on Thursday. Regulators say Sheffield, then the CEO of Pioneer Natural Resources, used WhatsApp conversations, in-person meetings and public statements to try to “align oil production” in the Permian Basin in Texas with that of OPEC and OPEC+, the wider group that includes Russia. Unlike with OPEC nations, US oil production is supposed to be decided by the free market, not by coordination among the major players. The FTC said that while Sheffield was discussing efforts to coordinate output with other Texas producers, the Pioneer CEO said: “If Texas leads the way, maybe we can get OPEC to cut production. CNN —At least five people were killed and 33 injured in a tornado Saturday that struck Guangzhou, a city of 19 million people in southern China, according to Chinese state media. Authorities say 141 factory buildings were damaged but no residential houses collapsed, according to the Xinhua news agency. It said a preliminary assessment put the tornado at level-three intensity, two below the highest level of five. A weather station in Liangtian Village, Baiyun District, about 1.7 miles from where the tornado hit, registered a maximum wind gust of 20.6 meters per second, Xinhua reported. Earlier this week state media reported that floods had killed at least four people in Guangdong.

Japan is giving the United States 250 cherry trees to replace more than 100 that will be torn up during construction around the Tidal Basin in Washington, the Japanese prime minister, Fumio Kishida, said on Wednesday. The gift honors the 250th anniversary of the signing of the Declaration of Independence, which the United States will celebrate in 2026, Mr. Kishida said at a White House ceremony welcoming him for a state visit. President Biden thanked Mr. Kishida for the cherry trees, which have become a symbol of the relationship between the United States and its longtime ally as well as a popular tourist attraction in spring.
