ATLANTA (AP) — Georgia's state Supreme Court on Wednesday refused to approve rules for a new commission to discipline and remove state prosecutors, meaning the commission can't begin operating. In an unsigned order, justices said they have “grave doubts” about their ability to regulate the duties of district attorneys beyond the practice of law. Beyond the hurdle of state Supreme Court approval of rules, four district attorneys are suing to overturn the commission, arguing that it unconstitutionally infringes on their power. The Georgia law states a prosecutor can't refuse to prosecute whole categories of crimes, but must instead decide charges case by case. It applies both to district attorneys and elected solicitors general, who prosecute lower-level crimes in some Georgia counties.

In a move that may soon be replicated elsewhere, the Gila River Indian Community recently signed an agreement with the U.S. Army Corps of Engineers to put solar panels over a stretch of irrigation canal on its land south of Phoenix. “This was a historic moment here for the community but also for the region and across Indian Country,” said Gila River Indian Community Gov. The idea is simple: install solar panels over canals in sunny, water-scarce regions where they reduce evaporation and make renewable electricity. Neither the Gila River Indian Community nor the Turlock Irrigation District are the first to implement this technology globally. The company has agreed to pay a minimum of nearly $300 million in property tax payments through 2047. Rivian had said in 2021 that it plans to set up the Georgia plant and had said at the time that it would be commissioned by 2024. The new plant will employ more than 7,500 people and eventually build 400,000 vehicles a year.

The nonprofit company that operates the Canadian side of the seaway reached a wage deal Sunday with Unifor, the trade union representing 360 workers who operate lock systems, bridges and other infrastructure along the Canadian side of the seaway.

Bernstein said he is hopeful “that as we remove lead pipes, we’re going to see the numbers continue to fall. “CDC’s work was used in other cities with elevated water lead levels to dampen citizen concerns,” the congressional report said. Joe Cotruvo, a former director of the Drinking Water Standards Division at EPA, said the existing regulations work and should be credited with significantly reducing lead in drinking water, they just aren’t properly enforced. Lead pipes in both cities were rapidly removed and lead levels dropped.

But of 72 companies ranked by a sustainability nonprofit over the past year, few are close to achieving their 2030 targets. Last year, Ceres launched an effort to press companies with large water footprints to protect those resources and address related financial risks. On Wednesday, the group released an analysis that found most of the assessed companies — including such powerhouses as Coca-Cola, General Mills and Amazon — have set targets but aren't close to meeting them. “There’s no doubt that companies need to do better,” said Kirsten James, senior program director for water at Ceres. Ceres said the companies were chosen from the four sectors based on factors including size and their impact on water.

Shopping habits vary widely, however, and the company’s pricing strategies are commonly used, including at Walmart (WMT.N). According to the complaint, if Amazon finds a cheaper product elsewhere, it punishes the seller by removing merchandise from the “buy box,” effectively tanking sales. Thus, the argument goes, Amazon prevents rivals from competing on price. Walmart, which bought Jet.com in 2016 for $3 billion, is also just as discerning when it comes to online pricing. The agency accuses Amazon of stifling competition on price, product selection and quality, and preventing rivals from attracting a critical mass of shoppers and sellers.

It requires drive, she said, and “you have to be obsessed.”All of these passions — and more — appear in “Annie Leibovitz at Work,” a show of about 300 photographs at the Crystal Bridges Museum of American Art in Bentonville, Ark. The exhibition, which runs through Jan. 29 before traveling to other museums, is unlike any Ms. Leibovitz, 74, has ever done. When Ms. Walton suggested that Ms. Leibovitz might want to exhibit at the museum as well, Ms. Leibovitz replied that she was more interested in making new work than in displaying what she had already done.
