Israeli troops on Wednesday entered Gaza's largest hospital, searching for traces of Hamas inside and beneath the facility. Officials from Israel and Gaza presented different accounts of what was happening at Al Shifa Hospital. Hamas and Gaza health officials deny militants operate in Al Shifa — a hospital that employs some 1,500 people and has more than 500 beds, according to the Palestinian news agency. Throughout days of fighting in the surrounding streets, there has been no report of militants firing from inside Al Shifa. The AP could not independently verify the Israeli claims that the weapons were found inside the hospital.

CNN —The UN Security Council has approved a resolution calling for “humanitarian pauses and corridors” in war-torn Gaza, a long-awaited diplomatic breakthrough after weeks of bitter negotiations. He also criticized its lack of condemnation for the deaths of civilians and humanitarian workers. Wednesday’s vote was the Security Council’s fifth attempt to pass a resolution on Israel’s war with Hamas, which controls Gaza. “We knew that there are countries, the P5 (the permanent members of the Security Council: the US, UK, China, France and Russia) always have what they call the red lines. But the vote in that body is nonbinding, unlike a mandatory Security Council vote.

The United States, Russia and Britain, who are council veto-powers, abstained from Wednesday's vote on the resolution drafted by Malta. The United States has backed pauses, while Russia has pushed for a ceasefire. The Security Council attempted four times in two weeks in October to act. Russia failed twice to get the minimum votes needed, the United States vetoed a Brazilian-drafted resolution and Russia and China vetoed a U.S.-drafted resolution. It also calls on all parties not to deprive civilians in Gaza of basic services and humanitarian aid needed for their survival, welcomes the initial, limited deliveries of aid, but calls for that to be increased.

UNITED NATIONS (AP) — After four failed attempts, the U.N. Security Council is trying for a fifth time to come up with a resolution on the Israel-Hamas war, but it remains to be seen whether serious divisions can be overcome to produce a consensus on wording. The current draft under negotiation would demand “immediate extended humanitarian pauses” throughout the Gaza Strip to provide civilians with desperately needed aid. The 15-member council, which has the responsibility for maintaining international peace and security, has been paralyzed since the war began by its internal divisions. But unlike Security Council resolutions, General Assembly resolutions are not legally binding, though they are a barometer of world opinion. Of the five veto-holding Security Council members, Russia, China and France voted in favor, the United States voted against and the United Kingdom abstained.

Abu Dhabi became the most prominent Arab nation to establish diplomatic ties with Israel in 30 years under the U.S.-brokered Abraham Accords in 2020. "The indiscriminate damage visited upon the people of Gaza in pursuit of Israel's security risks extinguishing that hope," she said. Israel and the UAE have developed close economic and security ties in the three years since normalisation, including defence cooperation. None of four sources ruled out that the UAE could downgrade or sever its ties if the crisis escalated. While criticising Israel's conduct of the war, Abu Dhabi has also condemned Hamas for its attack.

"This has raised a huge number of questions," Maria Zakharova, Russia's foreign ministry spokeswoman, was quoted as saying by state RIA news agency. Israel does not publicly acknowledge it has nuclear weapons though the Federation of American Scientists estimates Israel has about 90 nuclear warheads. "Question number one - it turns out that we are hearing official statements about the presence of nuclear weapons?" If so, she said, then where are the International Atomic Energy Agency and international nuclear inspectors? Tomorrow is late," Iranian Foreign Minister Hossein Amirabdollahian said on platform X on Monday.

CNN —More than 10,000 people have been killed in Gaza since Israel launched its military offensive nearly a month ago, the Hamas-controlled health ministry in the Palestinian enclave said Monday. Ashraf Al Qudra, spokesperson for the ministry, said 10,022 Palestinians in the enclave had been killed by Israeli strikes, including 4,104 children, 2,641 women and 611 elderly people. CNN cannot independently verify the numbers released by the ministry in Gaza, which is sealed off by Israel and mostly sealed by Egypt. The international charity Save the Children said last month that the number of children reported killed in the enclave during Israel’s campaign had surpassed the annual number of children killed in armed conflict globally in each of the past four years. Israel is, however, yet to show any signs of backing down, saying its operations in Gaza are only expanding.

Dearborn, Michigan CNN —In 2020, Eman Hammoud was one of thousands of Michigan Muslims who helped President Joe Biden beat Donald Trump. A month ago, the Palestinian American immigration lawyer had no doubts she would support his campaign again in 2024. Michigan has more than 200,000 Muslim American voters — 146,000 of whom turned out to vote in 2020 –— according to an analysis by Emgage, an organization that seeks to build the political power of Muslim Americans. “That just proves that the Biden administration needs the Muslim vote to win,” said Nada Al-Hanooti, the Michigan executive director of Emgage Action. “We felt that the rhetoric, including from the White House, was very unhelpful and in fact potentially dangerous,” Alzayat said.

The fires started around 1700 GMT and were caused by Israeli shells containing white phosphorous being launched across the border, Abdalla Mousawae, head of the Tyre Regional Center of Lebanese civil defence, told Reuters. The Israeli military did not immediately respond to a request for comment. Earlier this month, the Israeli military said an accusation by Human Rights Watch that it had used white phosphorus munitions in Gaza was "unequivocally false." White phosphorus munitions can legally be used on battlefields to make smoke screens, generate illumination, mark targets or burn bunkers and buildings. White phosphorus is considered an incendiary weapon under Protocol III of the Convention on the Prohibition of Use of Certain Conventional Weapons.

Israel war tests US appeal to global swing states

FOURNI, Greece, Oct 30 (Reuters Breakingviews) - Joe Biden has sought to portray the United States as a superpower that cares about the rule of law. What’s more, swing states – which back neither the United States nor China – have more power than they did during the old Cold War between the West and the Soviet Union. Such pressure may convince some countries that the United States is pursuing a principles-based foreign policy in the Gaza conflict. The Israeli war may last a long time and its aftermath may be tortuous. But it could also have an important impact on the United States’ influence with swing states and its struggle with China.

The blasts damaged two houses, authorities said in a statement, without adding further details. Morocco considers Western Sahara its own territory, but the Algerian-backed Polisario Front wants an independent state there. Morocco has said autonomy is the most it can offer to the territory as a political solution. Twenty-eight other countries - mostly African and Arab - have opened consulates in Dakhla or the city of Laayoune, in what Morocco sees as tangible support for its Western Saharan rule.

As the humanitarian crisis in Gaza deepens, the international community has struggled to find consensus. Emotions ran high at the UN Security Council on Tuesday after Secretary-General António Guterres appealed for "an immediate humanitarian ceasefire" saying that "clear violations of international humanitarian law" are being witnessed in Gaza. Israel's Ambassador to the UN Gilad Erdan, writing on social media, called on Guterres "to resign immediately" after his remarks and said he was "not fit to lead the UN." And Israeli Foreign Minister Eli Cohen, who was at the United Nations on Tuesday, said he would not meet with Guterres and that "there is no place for a balanced approach." Speaking with CNN, Queen Rania Al Abdullah of Jordan said there is a "glaring double standard" as the Western world condemns the Hamas attack on October 7 but is not condemning Israel's bombing of Gaza or calling for a ceasefire.

U.S. President Joe Biden, in remarks looking beyond the war that began with an Oct. 7 attack on Israel by Palestinian Hamas militants, said on Wednesday that the future should include Israeli and Palestinian states side by side. Israel has resisted both, arguing that Hamas would only take advantage and create new threats to Gaza civilians. "We will keep striking in Gaza in order to achieve the goals of the war," Israeli military spokesman Daniel Hagari said. Prime Minister Benjamin Netanyahu said in a televised statement that Israel was "preparing for a ground invasion. International pressure is growing to delay any invasion of Gaza, not least because of hostages.
