US Budget Fight Could Create Opening for China in the Pacific

The Biden administration had hoped to see Congress endorse by Sept. 30 new 20-year funding programs for Micronesia, the Marshall Islands and Palau, which after decades of relative neglect now find themselves at the center of a U.S. battle for influence with China in the Northern Pacific. The stopgap "continuing resolution" (CR) that prevented a federal government shutdown does not include approval for this new program, however, and while it maintains federal services to the COFA states, it leaves holes in other parts of their budgets. "Both are countries that recognize Taiwan and are key components of U.S. defense architecture in the Pacific," she said. Paskal said Palau's funding under its existing COFA had dwindled as it approached its final year and it had been banking on funds from the new package to help cover budget deficits. The German performed a 328-foot free fall before whistling by the castle, reaching a top speed of 124 mph. LOS ANGELES (AP) — Public support for striking Hollywood actors and writers is broad, but not necessarily deep enough for most people to change their viewing habits, a new poll finds. Half of Americans (50%) approve of writers and actors striking, while 40% are neutral on the topic, and 9% disapprove. About six in 10 Americans have heard “a lot” or “some” about the labor strikes of writers and actors against Hollywood studios. Overall sympathy toward the writers and actors runs much more strongly among Democrats (70%), than Independents (47%) and Republicans (39%). Alternatively, only 10% say it would be good for studios to use AI to help write movies and TV shows.

The price hike signals robust investor demand for San Francisco-based Instacart, which is looking to finally list its shares this month after years of waiting in the wings. In March, more than 100 countries completed a groundbreaking treaty to protect the high seas after years of negotiations. The high seas, or international waters, constitute more than 60% of the world's oceans but have not been under any protection. Greenpeace said fishing hours on the high seas increased by 8.5% from 2018 to 2022, and were up 22.5% in areas that need special protection. Greenpeace said that needs to happen before 2025 if there is any hope of achieving the "30 by 30" target.

Black coverings resembling tires have appeared on planes at a Russian air base. It may be an attempt to confuse Ukraine's newly-adapted R-360 Neptune cruise missiles.
