Libya floods: what caused them and why are they so bad?

Aerial view of Derna city, in the aftermath of the floods in Derna, Libya September 14, 2023. After pummelling other Mediterranean countries, the powerful Storm Daniel swept into Libya at the weekend, unleashing record amounts of rain as it made landfall. The rain dumped by the storm filled a normally dry riverbed, or wadi, in the hills south of Derna. The pressure was too much for two dams built to protect the city from floods. He cited five floods since 1942, and called for immediate steps to ensure regular maintenance of the dams.

Migrants wait at the port to be transferred to the mainland, on the Sicilian island of Lampedusa, Italy, September 14, 2023. "In the past 48 hours, around 7,000 people have arrived in Lampedusa, which has always welcomed them with open arms," mayor Filippo Mannino told Italy's RTL 102.5 radio. "We stand ready to support Italy and this is what we are doing," a Commission spokesperson said. Preliminary data from Spain, another country on the EU's southern flank, showed the number of migrant arrivals to the Canary Islands more than trebled to 2,891 people in the first two weeks of September. Matteo Villa, a migration data analysis expert from the ISPI think tank in Milan, told Reuters migrant arrivals to Italy this year are close to the record registered in 2016, when more than 180,000 people came.

What lies behind Italy's immigration crisis?

Newly arrived migrants wait to embark on a ferry to the mainland, in the Sicilian island of Lampedusa, Italy, August 27, 2023. Since Jan. 1, around 118,500 sea migrants have landed on Italian shores, a near-record figure that jars with Meloni's election campaign pledges. On current trends, arrivals are near the peak recorded in 2016, when about 181,500 sea migrants arrived in Italy. Members of the ruling coalition have accused the EU of not offering enough support for Italy - but other EU members are also under pressure from immigration. Italy faces more sea arrivals but other countries are dealing with higher overall migration figures, including via land.

Thousands of people have been killed in Libya in the flooding caused by heavy rains that devastated parts of the country this weekend, a disaster exacerbated by the collapse of two dams in the coastal city of Derna, aid agencies said on Tuesday. Tamer Ramadan, head of the Libya delegation for the International Federation of Red Cross and Red Crescent Societies, said the death toll from the flooding was expected to reach thousands in coming days. Speaking to reporters at a U.N. briefing via videoconference from Tunisia, he said 10,000 people were missing, and that those figures were based on reports from the Libyan Red Crescent on the ground. A Libyan ambulance and emergency services department said least 2,300 people had died and more than 5,000 were missing after heavy rainfall over the weekend in the northeast of Libya swelled waters over riverbanks, sweeping away homes and cutting off roads. The collapse of the dams, south of Derna, deepened the disaster after they unleashed water that swept through the city and carried “entire neighborhoods” into the sea, Ahmed al-Mismari, a spokesman for the Libyan National Army, the dominant political force in the area, said in a televised news conference on Monday.

Tunisian heatwave hits wine output

Estimates of how far wine output has fallen vary, from a roughly 20% drop according to the Agriculture Ministry's Kilani Belhaj, to a reduction of 40-50% according to Vineyard Producers' Syndicate head Salim Chaouch. Winemakers in France and elsewhere in southern Europe have also warned of lower wine output this year due to the heat. "Climate change has impacted both the quantity and quality of production, with a broad effect on the sector. In ancient times Tunisia was a major wine producer under the Carthaginian and Roman empires and commercial-scale output began again under French colonialism, though it has not become a significant exporter. The grapes are picked early in the morning and driven to a modern processing facility at Takelsa in central Tunisia to be turned into wine.

TUNIS, Sept 5 (Reuters) - Tunisia will soon reopen its Bardo national museum, the Culture Ministry said on Tuesday, two years after it was closed when President Kais Saied shuttered the parliament, which shares the same building. The new parliament started work this year but there had been no firm information about reopening the national museum - one of the capital's main attractions in a country economically dependent on tourism. Enormous mosaics with rich details and vivid colours are displayed throughout the museum including ones showing the Roman sea god Neptune, hunting scenes and spectacular arrays of sea life. The Bardo mosaics, along with others in the museums at Sousse and by the amphitheatre at El-Djem, are taken from the luxurious villas built during the Roman era and into late antiquity. CNN —The leader of Gabon’s military junta, Gen. Brice Nguema, was sworn in as interim president by the country’s constitutional court during a televised ceremony Monday. Last week, Nguema led a coup that ousted President Ali Bongo Ondimba, a military takeover that appears to have truncated the Bongo family’s decades-long dominance over Gabonese politics. Celebrations also broke out across the tiny nation with thousands of supporters expressing solidarity with the military. Nguema, a former bodyguard for Omar Bongo, was swiftly installed as a transitional leader. He was inaugurated as interim president on Monday amid a military parade and cheers from his civilian supporters.

TUNIS, Sept 3 (Reuters) - Tunisian authorities placed Abdel Karim Harouni, the senior official in the opposition Ennahda Islamist Party, under house arrest, the country's main opposition coalition said on Saturday. Harouni heads the Shura Council, the highest-ranking body in Ennahda, which was the biggest political party in the parliament closed by President Kais Saied in 2021. The Salvation Front coalition said "the arbitrary decision" against Harouni was in the context of the arrest of leaders of Ennahda and the closure of its headquarters. The government also banned meetings at all Ennahda offices, and police closed all party offices, in a move Ennahda said aimed at consolidating a dictatorial regime. The opposition parties have decried their leaders' arrests as politically motivated, and local and international rights groups have urged authorities to free the detainees.

Another part of the domestic debt plan has faced delays, though, with a key deadline on a Treasury bond exchange delayed three times and now set for Sept. 11. Failure to complete the domestic debt overhaul by then could result in delays both in terms of IMF disbursements and talks with creditors. The government recently agreed to tackle roughly $4 billion of its domestic debt via a pension fund debt swap operation and a dollar-denominated bonds exchange. Cairo has a $3 billion IMF programme and has devalued the pound by roughly 50% since February 2022.

International leaders have expressed concern and condemnation of the coup, some warning their citizens in Gabon to shelter in place. The military’s power grab began Wednesday, shortly after Gabon’s election authority said Bongo had been re-elected president following last weekend’s election. People celebrate following a military coup in Libreville, Gabon, on August 30. Coups in Africa were rampant in the early postcolonial decades, with coup leaders offering similar reasons for toppling governments: corruption, mismanagement and poverty, according to political analyst Remi Adekoya. "It's the first time I've seen Sijoumi lagoon dry out in this way." Hicham Azafzaf, the scientific coordinator of Tunisia's Bird Lovers Association, said he had never seen such dry wetlands in his 20 years of monitoring them. However, while this summer has been particularly bad, it follows a longer trend that had already had a clear impact on birds. Climate change is not the only danger to Tunisia's wetlands, he said. Yet the lagoons and other wetlands are important for human residents too, regulating local temperature during heatwaves and helping avert dangerous floods by absorbing rainfall from sudden storms.
