Officials saw the crescent moon Sunday night in Saudi Arabia, home to the holiest sites in Islam, marking the start of the holy fasting month of Ramadan for many of the world's 1.8 billion Muslims. Saudi state television reported that authorities there saw the crescent moon. However, there are some Asia-Pacific countries like Australia, Brunei, Indonesia, Malaysia and Singapore, that will begin Ramadan on Tuesday after failing to see the crescent moon. In Saudi Arabia, the kingdom had been urging the public to watch the skies from Sunday night in preparation for the sighting of the crescent moon. The Palestinian territories will begin Ramadan on Monday as well.

By Michelle NicholsUNITED NATIONS (Reuters) - The United Nations Security Council is considering calling for an immediate cessation of hostilities ahead of Ramadan in the nearly year-long war between the Sudanese army and paramilitary Rapid Support Forces, diplomats said. The 15-member council is negotiating a British-drafted resolution that diplomats said could be put to a vote on Friday. Since war erupted on April 15, 2023, the council has only issued three press statements condemning the violence and expressing concern. The draft U.N. Security Council resolution urges all countries "to refrain from external interference which seeks to foment conflict and instability and instead to support efforts for a durable peace." A Security Council resolution needs at least nine votes in favor and no vetoes by the United States, Russia, Britain, China or France to be adopted.

CNN —The war in Sudan is “triggering the world’s largest hunger crisis,” with more than 25 million people “trapped in a spiral” of food insecurity, a United Nations agency has warned. The war, which has also created the world’s largest displacement crisis, according to the UN, has left 18 million people “acutely food insecure” in Sudan and millions more in neighboring South Sudan and Chad. “Twenty years ago, Darfur was the world’s largest hunger crisis, and the world rallied to respond. Nearly a year into a war that has sent Sudan to the verge of collapse, the vast majority of its people are going hungry, the UN's World Food Programme says. Armed transfers that must stop,” she said, remarking that the international community “is not doing nearly enough” to address the crisis.

The main opposition leader in the central African nation of Chad was killed on Wednesday in a shootout at his party headquarters in the capital, the country’s prosecutor has announced. Heavy gunfire was heard in Ndjamena on Wednesday, and the internet was cut off. A landlocked, desert country surrounded by neighbors battling insurgencies, plagued by coups or at war, Chad has long been seen as a linchpin for stability and is an important U.S. ally in the region, despite its political travails. After its longtime president Idriss Déby was killed on the battlefield in 2021, his son took power in what analysts agree was a coup d’état. But Western nations did not condemn the move to the same extent that they did coups in neighboring Niger and Sudan.

OUAGADOUGOU, Burkina Faso - Jan. 20, 2023: A banner of Russian President Vladimir Putin is seen during a protest to support the Burkina Faso President Captain Ibrahim Traore and to demand the departure of France's ambassador and military forces. Russia's military intelligence service is offering African governments a "regime survival package" that provides military and diplomatic support in exchange for access to strategically important natural resources, according to a new report. Russia's Defense Ministry was not available to comment on the report's findings when contacted by CNBC. Wagner has for many years been a key component of the Kremlin's efforts to grow its influence in politically unstable countries across central Africa and the Sahel, including the Central African Republic, Mali, Burkina Faso and Sudan. The report's authors Jack Watling, Oleksandr V Danylyuk and Nick Reynolds explained that the GRU chose to divide Wagner's activities in two.

Bombs that struck houses, markets, and bus stations across Sudan, often killing dozens of civilians at once. Ethnic rampages, accompanied by rape and looting, that killed thousands in the western region of Darfur. And a video clip, verified by United Nations officials, that shows Sudanese soldiers parading through the streets of a major city, triumphantly brandishing the decapitated heads of students who were killed on the basis of their ethnicity. The horrors of Sudan’s spiraling civil war are laid out in graphic detail in a new United Nations report that draws on photos, videos and interviews with over 300 victims and witnesses, to present the stark human toll from 10 months of fighting. Many probable war crimes have occurred as part of the grinding battle for control of Sudan, one of the largest countries in Africa, which started with clashes between the country’s military and the paramilitary Rapid Support Forces in April 2023, the report by the U.N.’s human rights body found.

The Kremlin is likely using the Africa Corps to take over many of the functions of the Wagner Group, Parens added. Last week, in a video obtained by the Kyiv Post, Ukrainian special forces were shown interrogating captured Wagner mercenaries in Sudan. "Ukrainian special services have acquired considerable experience of waging non-linear warfare against the Russian side and especially against the Wagner Group," he said. Maxar Technologies Visual Investigations The $2.8 Billion Hole in U.S. Sanctions on Iran A Times investigation reveals how lax government oversight allowed shadowy oil tankers, covered by American insurance, to fund Iran’s regime. The American Club is one of only 12 major insurers of its kind, and the only one based in the United States. By then, the tankers had transported at least $2.8 billion in crude oil, based on the lowest reported prices of Iranian oil in 2023. The Treasury office has publicly enforced sanctions on the American Club only once in the past 20 years. Ultimately, the office said the American Club did “not appear to have been willful or reckless” and the case was settled.

New York CNN —Hillary Clinton, Sheryl Sandberg and a coalition of scholars, government officials and legal experts discussed Friday how to prevent sexual violence as a weapon of war. Israeli authorities have accused Hamas militants of committing widespread, systemic sexual violence as part of their attack. Despite mounting evidence from Israeli investigators and eyewitness sources, Hamas has repeatedly denied allegations that its fighters committed sexual violence during the attack. Matviichuk said sexual violence during the war in Ukraine is violence that “is directed to the whole Ukrainian society.”“The survivors of sexual violence feel shame because it happens with them,” Matviichuk said. “It is about understanding deeply, the very real ways that women and girls are impacted differently by global challenges including this challenge of conflict-related sexual violence,” Clinton said.

CNN —Internet connectivity was shut down in Sudan amid ongoing clashes between the Sudanese army and the paramilitary Rapid Support Forces (RSF) that have left thousands killed and millions displaced in nearly 10 months of fighting. Internet monitoring firm, Netblocks confirmed the outage Wednesday, saying that all three of the major network operators in the warring North African nation were out of service. The RSF has yet to publicly deny responsibility for the blackout. The UN appealed for $4.1 billion to meet the “most urgent humanitarian needs” amidst “epic suffering” in Sudan, adding that half of its population - some 25 million people need support and protection, with millions hungry and displaced by the war. Some 19 million children not attending school, continued widespread human rights violations, and gender-based violence are among the challenges cited in the UN’s funding appeal.

BERLIN (AP) — Efforts to fight public sector corruption are faltering around the world, in part because a “global decline in justice and the rule of law since 2016," according to a corruption index released Tuesday. Transparency International, which compiles the annual Corruption Perceptions Index, found 23 countries at their worst level since the global ranking began almost three decades ago, including both high-ranking democracies and authoritarian states. The global average was unchanged at 43 for the 12th consecutive year, and more than two-thirds of countries scored below 50. Arab countries’ average score on the index hit an all-time low of 34, and sub-Saharan Africa remained stagnant at 33. Transparency International said that the government's “pervasive control of public institutions facilitates the widespread abuse of power without accountability" while judicial independence is eroding.
