CNN —China’s support for Russia is “enabling” its war in Ukraine, leaders of the world’s most advanced economies warned Friday in a hardening of tone against Beijing, while threatening further sanctions against actors that materially support Moscow’s war machine. “China’s ongoing support for Russia’s defense industrial base is enabling Russia to maintain its illegal war in Ukraine and has significant and broad-based security implications,” the G7 leaders said in the communique Friday. The US and European Union have already slapped sanctions on Chinese companies, and this week, the US imposed fresh sanctions on China-based firms supplying semiconductors to Russia. “So it is, in fact, helping Russia.”Leaders of the G7 nations gathered in southern Italy this week, with boosting support for Ukraine top of the agenda. “We express serious concern about the increasing use of dangerous maneuvers and water cannons against Philippine vessels.”

Seoul, South Korea CNN —A Dutch warship was harassed by Chinese military aircraft in the East China Sea on Friday, the Netherlands said, becoming the latest country to accuse Beijing’s forces of initiating potentially unsafe encounters in international waters. This handout picture shows the Dutch frigate Tromp approached in the East China Sea by a Chinese fighter jet. “As a warning, the Chinese military took necessary measures at the scene. Phnom Penh, Cambodia CNN —US Secretary of Defense Lloyd Austin traveled to Cambodia on Tuesday to meet with the country’s prime minister and defense minister, as Washington becomes increasingly concerned that Phnom Penh may grant China’s military exclusive access to a key naval base. Austin’s trip to the Cambodian capital marks his second visit to the Southeast Asian country as Secretary of Defense but is the first time a United States defense chief has traveled to Cambodia specifically to hold a bilateral meeting with his counterpart, Defense Minister Tea Seiha. The outreach reflects the US’ desire to forge a better relationship with Cambodia, defense officials said, particularly as Beijing’s influence over the country has only continued to grow in recent years. “There are no doubts about where our concerns are,” a Pentagon spokesperson said following Austin’s meetings, when asked about Ream. In a meeting with China’s Defense Minister Dong Jun last week, their first face-to-face, Austin said the US wants to keep military-to-military channels open with the Chinese to avoid misunderstandings and escalation.

The competing strains on U.S. global power came into sharp focus at a security conference on Sunday, where China accused the United States of stoking tensions around Taiwan and the South China Sea, and President Volodymyr Zelensky of Ukraine was seeking greater support for his embattled country. This year, the United States Defense Secretary Lloyd J. Austin III and China’s defense minister, Adm. Dong Jun, held talks, something the top defense officials from the two countries have not always done at this gathering. But Admiral Dong made clear that China remained deeply antagonistic to U.S. influence and alliance-building across Asia, especially American support for Taiwan, the island democracy that Beijing claims as its territory. “These malign intentions are drawing Taiwan to the dangers of war,” Admiral Dong told the meeting after making an oblique but unmistakable reference to U.S. military and political support for Taiwan. “Anyone who dares split Taiwan from China will be smashed to pieces and court their own destruction.”

In response to questions, Dong reiterated China's position that Taiwan is part of China and said Beijing is committed to peaceful reunification. He also warned that the death of any Filipino citizen at the hands of another country in the South China Sea would be “very close” to an act of war. It is also a rare opportunity to hear from, and pose questions to, senior Chinese military leaders. Robert Ward, IISS Japan chair, told CNN he felt Dong’s tone was “more shrill” than he’s seen in previous speeches by Chinese defense chiefs at the gathering. “The strategic environment in Asia has actually got more tense and I think we saw that in the Chinese defense minister’s speech today,” Ward said. “Every year for three years, a new Chinese defense minister has come to Shangri-La,” the official told CNN.

During an interview with an Indian newspaper regarding plans to construct a third aircraft carrier, Defense Minister Rajnath Singh said India would build yet more. Philippines' President Ferdinand Marcos Jr. delivers a speech during the 21st Shangri-La Dialogue summit in Singapore on May 31, 2024. The president said should such an incident happen by willful action, it would "increase the level of response [by the Philippines]," and come "very, very close to what we define as an act of war." In late March, the Philippines accused a China Coast Guard vessel of utilizing its water cannon on a Filipino ship travelling to the Second Thomas Shoal, injuring three Filipino sailors. Earlier that month, the China Coast Guard was accused of a water cannon attack that left four Filipino crew members injured by broken glass. Beijing claims almost all of the South China Sea as its waters, despite a 2016 ruling by the Permanent Court of Arbitration that said that China's claims has no basis under international law.

The U.S. secretary of defense, Lloyd J. Austin III, and China’s minister of defense held their first face-to-face talks in 18 months on Friday, against a backdrop of distrust over Taiwan, the South China Sea and other regional disputes. President Biden has made the case that high-level communication channels between the United States and China had to remain open to prevent potential clashes between two of the world’s most powerful militaries. Yet military issues have remained the most intractable area of tension between the two nations, and expectations for the meeting between the defense chiefs in Singapore were modest. “These are not negotiations with the intention to compromise,” said Drew Thompson, a visiting senior research fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore who formerly served as a Pentagon official dealing with the Chinese military. “This is an opportunity for the two sides to exchange well-established talking points.”

CNBC witnessed the two delegations walking out of the meeting venue, but neither Dong nor Austin responded to reporters' questions. According to a readout from the Pentagon, Austin said that the U.S. remains committed to its "one China" policy. He also added that more communication is necessary and will help to stabilize the military to military relations. The Pentagon readout mentioned Austin and Dong discussed North Korea's provocations, such as its contributions to Russia's war in Ukraine. Friday's meeting follows a video teleconference call between Austin and Dong in April.

Singapore CNN —US Defense Secretary Lloyd Austin on Saturday hailed the arrival of a “new convergence” in the Indo-Pacific, as the United States fortifies strategic and security partnerships in the region amid rising threats from China and Russia. “Today, we are witnessing a new convergence around nearly all aspects of security in the Indo-Pacific,” Austin said at the Shangri-La Dialogue security forum in Singapore. Looming large in that regional vision is a more assertive China, which Austin alluded to without mentioning it by name. Austin’s emphasis of a “new convergence” in Asia Pacific appeared to have struck a raw nerve with the Chinese delegation in the audience. Austin also reaffirmed US commitment to the Asia Pacific region, saying peace and stability across the region are crucial for the whole world.

Singapore CNN —The death of any Filipino citizen at the hands of another country in the South China Sea would be “very close” to an act of war, Philippines President Ferdinand “Bongbong” Marcos Jr. warned Friday as his nation faces increasingly fraught clashes with Chinese vessels in the South China Sea. China has increasingly pushed its territorial claims in the South China Sea, and China Coast Guard ships, reinforced by maritime militia boats, have been involved in a series of fraught clashes over the last year that has seen Philippine ships damaged and Filipino sailors injured by water cannon. The meeting, between US Defense Secretary Lloyd Austin and China’s Minister of National Defense Adm. Dong Jun, is the first face-to-face talks between the two defense chiefs and Austin’s first such discussions with a Chinese counterpart since late 2022. The meeting, on the sidelines of an annual defense conference in Singapore, takes place against a fraught regional backdrop. Austin is expected to raise concerns with Dong about China’s support for Russia, US officials said ahead of the meeting. Talks between Austin and Dong are not expected to see substantive progress towards resolving many entrenched issues between them. Several weeks later, US and Chinese top generals spoke in a video call, paving the way for this week’s in-person meeting between the defense chiefs.

The Japanese government chief spokesperson did not say how often Chinese ships entered Japan’s territorial waters, though foreign ships are allowed “innocent passage” through such waters. A contiguous zone extends another 12 nautical miles beyond a country’s territorial waters, the area that stretches 12 nautical miles from the shore. Foreign warships are allowed into contiguous zone waters – so the Chinese Coast Guard hasn’t broken any international agreements – but the continuous presence of the Chinese vessels there is seen as a provocation. It has frequently dispatched China Coast Guard and other government vessels to the waters around the islands to assert those claims. Hayashi, the Japanese government spokesperson, said Monday that Tokyo is answering the Chinese presence around the islands with vessels of its own.

China has sent dozens of coast guard and maritime militia vessels toward a disputed atoll in the South China Sea, a large show of force aimed at blocking a civilian protest flotilla from the Philippines, as tensions between the countries have flared. The Filipino group organizing the flotilla of about 100 small fishing boats, led by five slightly bigger ones, said it wanted to assert the Philippines’ claims to Scarborough Shoal, an atoll controlled by Beijing that is closer to Manila. But even before the motley Philippine fleet set out on Wednesday morning, China deployed a formidable contingent of much bigger government-run ships to the area, an intimidating escalation of its frequent assertions of control over vast expanses of sea far from its mainland. “What we’re seeing this time, I would say, is definitely of another order,” said Ray Powell, the director of SeaLight, a group that monitors the South China Sea. “I think that the China Coast Guard is concerned that they’re going to try to sort of get too close and so they’re sending an overwhelming force.”

Pyongyang – which has an economy almost entirely dependent of China – is believed by Western governments to be aiding Russia with war supplies. Xi has ramped up his calls for Europe and other countries to help the world avoid a “Cold War,” suggesting they resist what Beijing sees as US efforts to contain China. They have also criticized Israel and the United States – converging with mounting global backlash, especially across the Global South against Israel’s war. The conflict has also impacted how China and Russia view their relations with countries there, he added. China “wants to use Russia” for its aims, but Russia is making China weak, he said.

The Philippines' national security adviser called on Friday for Chinese diplomats to be expelled over an alleged leak of a phone conversation with a Filipino admiral in a significant escalation of a bitter row over the South China Sea. Carlos Barria | Afp | Getty ImagesDifferences between U.S.-led Western and China-aligned economic blocs threaten global trade cooperation and economic growth, a top official with the International Monetary Fund warned on Tuesday. IMF Deputy Managing Director Gita Gopinath said in a speech at Stanford University that events such as the global pandemic and Russia's invasion of Ukraine have disrupted global trade relations in ways not seen since the Cold War.
