Arizona voters will decide on Election Day whether to establish a right to abortion in the state Constitution. The ballot measure is a major victory for Democrats, who have used the issue of abortion to energize their voters. “Poll numbers for abortion rights are higher than poll numbers for Kamala Harris,” my colleague Kate Zernike, who covers abortion, told me. “In Arizona, Democrats think this ballot measure can really help them draw more voters.”A similar question will appear on the ballot in Missouri, state officials there said today. If voters pass the measure, Missouri would become the first state where voters overturned a near-total ban, radically reshaping access for millions of residents.

But the Llanez family never learned whether Gonzalez had followed ICE training protocols, because the way ICE agents are trained has been largely hidden from the public. For years, civil-rights groups have sought to obtain, with limited success, complete ICE training documents to understand how that training affects use of force by agents in the field. And they also appear to place an emphasis on teaching ICE agents how to justify the use of force. Among the most important lessons ICE agents receive is when and how to use deadly force. One of the questions asks which steps an officer must take before initiating deadly force; the answer is "None, deadly force can be initiated immediately."

Allegations of the sexual abuse of Palestinian prisoners by members of the Israeli military are “horrific,” the United States has said, after a graphic video broadcast on Israeli news added fuel to mounting criticism of the U.S. ally’s conduct in the war in Gaza. “We have seen the video, and reports of sexual abuse of detainees are horrific,” Miller said, adding that the reports should be “fully” investigated by the Israeli government. “There ought to be zero tolerance for sexual abuse, rape of any detainee, period,” he added. “No circumstances, however exceptional, can ever justify torture or ill-treatment.”Israeli soldiers load naked Palestinian prisoners onto a bus in a photo sent to NBC News by Mustafa Barghouti, Palestinian Legislative Council member. Hundreds of people gathered several days ago outside a detention center known as “Zone 7” in Caracas, the Venezuelan capital, huddled around lists of prisoners, as they clutched plastic bags filled with meals they had packed for the inmates inside. Eager for information about their detained loved ones, many told remarkably similar stories of sons, daughters and siblings arrested riding motorbikes, walking home from work, coming out of a bakery or stopping by a relative’s house in the days following Venezuela’s disputed presidential election. They described arrests both sweeping and selective. And no one had been told what criminal charge their relatives faced. The Venezuelan government has mounted a furious campaign against anyone challenging the declared results of the vote, unleashing a wave of repression that human rights groups say is unlike anything the country has seen in recent decades.

Protesters rallied outside Bulgaria’s parliament on Thursday to denounce a controversial legal amendment adopted the day before that bans talk of LGBTQ and so-called nontraditional sexual choices in schools. The amendment bans the “promotion, popularization and support of ideas and opinions related to non-traditional sexual orientation or sexual identification other than biological” in schools. Protesters rally outside Bulgaria's parliament on Thursday in Sofia, Bulgaria. Bulgaria has also declined to ratify the Istanbul Convention on preventing violence against women, because of widespread belief it means to promote LGBTQ rights. European rights groups, like the Belgium-based Forbidden Colors, condemned the legislation as an assault on the fundamental rights of LGBTQ individuals, particularly children.

The historic endorsement of the Democratic presidential ticket is the first for the civil rights group, which formed in 1929 to protect the rights of Americans of Mexican descent. LULAC leaders announced the endorsement first to NBC News and plan to join Harris and Walz at a rally in Las Vegas on Saturday. The Trump campaign never replied. In 1956, LULAC President Felix Tijerina personally endorsed the Eisenhower-Nixon ticket. For nearly a decade, governments and civil rights groups have increasingly argued that online platforms have created enormous societal costs. Many social media companies have invested heavily in content moderation over the years. In the European Union, officials are looking to hold social media companies accountable for spreading misinformation under the new Digital Services Act. In the UK, the Online Safety Act could take effect as soon as this year, requiring, among other things, social media platforms to remove illegal content. “We’re going to have to look more broadly at social media after this disorder,” UK Prime Minister Keir Starmer said in a video distributed to media Friday.

This escalated into days of riots in the U.K. that saw attacks on mosques, immigration centers and hotels that house asylum seekers. The disinformation circulated online tapped into pre-existing biases and prejudice, Ondrak explained, adding that incorrect reports often thrive at times of heightened emotions. Many of the right-wing protestors claim the high number of migrants in the U.K. fuels crime and violence. Ondrak also noted that many groups that had previously circulated false information about the attack had started walking it back, saying it was a hoax. On Wednesday, the U.K. media regulator Ofcom issued a letter to social media platforms saying they shouldn't wait for the new law to come into force.

As he stood on the tarmac of Joint Base Andrews late Thursday night, Pavel Butorin was in disbelief. Days before, his wife of two decades — Russian-American journalist Alsu Kurmasheva — had been sentenced to 6½ years in a Russian prison for spreading false information about the country’s military, a conviction press freedom and human rights groups denounced as politically-motivated. “It was only then when I realized it is actually happening,” Butorin told NBC News. In response to the El Paso mass shooting, MALDEF created a new program to expand its litigation and advocacy work to include anti-Latino hate crimes, including discriminatory policing policies. America’s Voice, an immigrant advocacy group, has been tracking what it calls the normalization of the invasion and great replacement rhetoric by congressional members. In the five years since the mass shooting in El Paso, 165 members of the current Congress have amplified the replacement theory and invasion rhetoric, said Zachary Mueller, America’s Voice senior research director, citing a report done by the group. Also, in this year’s first seven months, congressional members have pushed the invasion and great replacement theory more than 650 times in social media accounts and filed 11 pieces of legislation using the “invasion” rhetoric. "Use of invasion rhetoric needs to be seen as a national problem.

Ilya Yashin, one of the Russian opposition politicians traded to the West in Thursday’s prisoner exchange, expressed outrage on Friday that he had been sent into involuntary exile rather than left in his own country, even if that meant remaining in prison. “I will never make peace with the role of an emigrant,” Mr. Yashin, 41, said at a news conference with other dissidents in Bonn, Germany. He described a statement he wrote before he was moved from his penal colony, insisting that he did not consent to be exchanged, which he said included the declaration, “The Russian Constitution bans sending a citizen of the Russian Federation abroad without his consent. As a Russian citizen, I confirm that I do not give permission to be sent outside of Russia.”He said he was told that if he attempted to return, he would meet the same fate as Aleksei A. Navalny, the opposition leader who died in February in the Arctic penal colony where he was serving several sentences on what Western governments and human rights groups said were trumped-up charges.

Tokyo CNN —Israel will not be invited to this year’s peace ceremony commemorating the 1945 atomic bombing of Nagasaki to promote a “peaceful and somber atmosphere” at the August 9 event, the city’s mayor told local media Wednesday. Nagasaki’s mayor Shiro Suzuki told reporters Wednesday that Israel’s exclusion was due to security concerns and was not a political decision. Hiroshima’s annual peace ceremony is the larger of the two and representatives from 115 countries and the European Union are set to attend this year. Some local activists and peace advocates accused Hiroshima authorities of double standards for excluding Russia and Belarus but allowing Israel to take part. Trenton, New Jersey AP —New Jersey’s ban on the AR-15 rifle is unconstitutional, but the state’s cap on magazines over 10 rounds passes constitutional muster, a federal judge said Tuesday. “Bans on so-called ‘assault weapons’ are immoral and unconstitutional. He added: “We look forward to pressing our arguments on appeal.”Several challenges to state assault weapons bans have cited the Bruen decision. A gun rights group has challenged Connecticut’s landmark 2013 gun control law, passed after the Sandy Hook Elementary School shooting, that bans assault weapons, including certain AR-15-style rifles and large capacity magazines. The state’s assault weapons ban dates to 1990 and includes various other weapons, but Sheridan focused on the Colt AR-15, citing the plaintiffs’ concentration on that weapon in their court filings, and the law specifying that make of the rifle.

Further unrest was expected on Tuesday, when a military court is expected to decide whether to extend the soldiers’ detentions. Since the start of the war, the Israeli military has captured at least 4,000 Gazans, mostly from inside Gaza, and brought them to Sde Teiman, a military base in southern Israel, for detention and interrogation. Former detainees and some Israeli soldiers have said that guards routinely abuse Gazans held at Sde Teiman; at least 35 detainees have died either at the site or shortly after leaving it. Video Israeli protesters broke into the Sde Teiman military base in support of the detained reservists. Neither the professor nor the Israeli military would confirm that claim.

Labor Abuses Abroad
  + stars: | 2024-07-30 | by ( Megha Rajagopalan | ) www.nytimes.com   time to read: +1 min
In the 1990s, more U.S. companies began manufacturing abroad, where labor was cheaper. Journalists, consumers and human rights groups noticed that, away from the eyes of American unions and regulators, these multinationals sometimes used brutal cost-saving measures, such as sweat shops and child labor. Companies would hire outside inspectors to scrutinize their supply chains. These inspectors would visit their suppliers’ factories, investigate abuses and determine whether everyone was following the rules. Major companies signed on, sending a message that they could clean up their own supply chains.

CNN —Far-right lawmakers and protesters breached the perimeter of a controversial Israeli detention facility for Palestinians on Monday, after the Israeli military confirmed it was investigating soldiers over the alleged abuse of a prisoner. Israeli Prime Minister Benjamin Netanyahu called for immediate calm at Sde Teiman and condemned the break-in at the base in a statement on Monday. Last month, Halevi said the military had launched a probe into allegations of mistreatment at Sde Teiman, as well as at Anatot and Ofer. As part of CNN’s investigation into Sde Teiman, three Israeli whistleblowers said that Palestinian detainees at the base were constantly blindfolded and held under extreme physical restraint. The account tallied with details of a letter authored by a doctor working at Sde Teiman published by Ha’aretz in April.

No issue is likely to be thornier on the campaign trail for Vice President Kamala Harris, the presumptive Democratic presidential nominee, than immigration. Republicans are falsely painting her as President Biden’s failed “border czar” and running ads tying her to Biden administration policies that they argue have contributed to chaos at the border. But condemnation has also come from liberal and progressive Democrats, who along with immigrant-rights groups have faulted Ms. Harris as part of an administration that they say has ceded ground on the issue to Mr. Trump and his allies. In one of the most striking moments in Ms. Harris’s tenure as vice president, she drew swift criticism from Latino elected officials and immigrant-rights leaders for her admonishment to the growing ranks of migrants in the summer of 2021. “Do not come,” she told them, in a news conference in Guatemala, where she was on a diplomatic tour.
