WASHINGTON, Oct 2 (Reuters) - The Federal Communications Commission said on Monday it has issued its first space debris enforcement fine, of $150,000 for DISH (DISH.O) which failed to properly de-orbit its EchoStar-7 satellite. The wholly owned unit of DISH Network admitted liability and will adhere to a compliance plan, the commission said, adding that the company's action "could pose orbital debris concerns." FCC Enforcement Bureau Chief Loyaan Egal said Monday's announcement "is a breakthrough settlement, making very clear the FCC has strong enforcement authority and capability to enforce its vitally important space debris rules." In February 2022, DISH said "the satellite had very little propellant left, which meant it could not follow the original orbital debris mitigation plan in its license." The FCC in September 2022 voted to adopt new rules to address growing risks of orbital debris to space exploration by shrinking the time to remove defunct satellites.

Oct 1 (Reuters) - At least 10 Cuban migrants died and 17 others were seriously injured when a cargo truck ferrying them had an accident in the southern Mexican state of Chiapas, Mexico's migration institute said on Sunday. The accident took place along the Pacific coast stretch of the Pijijiapan-Tonalá highway in Chiapas, a common route taken by migrants who cross into Mexico from Guatemala on their way north towards the United States. The driver of the Ford truck, which is not designed to carry so many people, fled the scene of the accident, the National Migration Institute (INM) said in a statement. The 17 injured people were taken to hospitals and are being monitored, INM said. Road accidents involving migrants are not uncommon in Mexico, where many people crossing the country to the United States travel in unauthorized and poorly maintained vehicles.

A Security Council resolution needs nine votes in favor and no vetoes to be adopted. Cain's Sept. 22 order had been celebrated by the oil and gas industry, which had sued in August alongside the state of Louisiana over an earlier decision by the Interior Department to scale back the auction. The cash dividend is equivalent to around 25% of the group's attributable profit in the first half of 2023, or 1.31 billion euros, the euro zone's No. In February, Santander raised its dividend pay-out policy to 50% from a previous 40% of the group's profit, equally split into cash dividend payments and share buybacks. The dividend was backed by an attributable profit of 5.24 billion euros in the first half and will be paid on Nov. 2. Terms of the share repurchase plan will be set out before it starts.
