The Kremlin has said it is investigating the critic’s death, the circumstances of which were not immediately clear. From prison, Navalny denounced Russia’s invasion of Ukraine via social media and encouraged anti-war protests across the country. Navalny was detained and sent to a Russian prison in 2021 after he had returned to Russia from Germany, where he was recovering from Novichok poisoning he blamed on the Russian government. Navalny took up Nemtsov’s mantle, becoming Russia’s most prominent opposition figure. Alexey Navalny was given a suspended sentence and his brother was sentenced to a prison term. Russia launched a new fraud accusation and jail threat against Navalny at the end of 2020, increasing pressure on him.

In the two and a half years since he resigned as New York’s governor, Andrew M. Cuomo has spent countless hours and millions of dollars to restore his image and vanquish his critics. One of his primary targets is the state’s new ethics panel, which his lawyers argue was formed unconstitutionally and should be disbanded — a result that would plunge the enforcement of state ethics rules into chaos. Mr. Cuomo won the fight’s first round, successfully persuading a State Supreme Court judge last year that the panel, the Commission on Ethics and Lobbying In Government, had been created in a way that violated New York’s Constitution. After the commission appealed the ruling, the parties wound up in an appeals court in Albany, N.Y., on Friday for oral arguments.

CAPE CANAVERAL, Fla. (AP) — Workers from Clearwater Marine Aquarium in Florida have released 11 cold-stunned Kemp’s ridley sea turtles back into the Atlantic Ocean. The turtles were released earlier this week near Cape Canaveral after two months of rehabilitation, the aquarium said in a news release Thursday. They were part of a group of 16 turtles that arrived at the Tampa Bay area facility from the New England Aquarium in Massachusetts in December. Rehabilitation facilities in the Northeast frequently collaborate with other facilities to treat cold-stunned turtles. A total of 52 sea turtles were flown this past winter to Florida, where they were treated by Clearwater Marine Aquarium, as well as Mote Marine Laboratory, Florida Aquarium and Loggerhead Marine Life Center.
