The Public Face of China's Military Under Corruption Probe

But part of Xi's drive to improve his fighting force has been to stamp out corruption that has long plagued China's military and other state institutions. A leader China's space and cyber warfare development and then head of military procurement, Li, 65, was elevated to defence minister in March. He also has a more public role than others on the Central Military Commission, China's top defence body, commanded by Xi. Li's term at the Central Military Commission highlighted his ties to Xi, who has strengthened his grip across the military. A bigger question is what priority Beijing will continue to place on China's military diplomacy amid ongoing regional tensions.

REUTERS/Tingshu Wang/File Photo Acquire Licensing RightsBEIJING, Sept 15 (Reuters) - A unit of China's Rocket Force uncovered "shortcomings" during a field assessment of an exercise, the PLA Daily reported on Friday in a rare critique, suggesting gaps in combat readiness at the armed force overseeing conventional and nuclear missiles. The combat readiness of the People's Liberation Army Rocket Force, a strategic branch of the Chinese military, has come under focus recently after its two most senior leaders were suddenly replaced at the end of July with commanders not from the force. Since August, the Rocket Force has conducted at least two drills and training sessions, according to its official account on Weibo, a popular Chinese microblog. In the year to date, Communist Party members of the Rocket Force have visited the front lines of drills and exercises "multiple times" to assess the unit's combat readiness, according to the PLA Daily. The uncertainties over leadership have not been solely focused on the Rocket Force.

In a post on X, formerly Twitter, Rahm Emanuel wrote: "1st: Defense Minister Li Shangfu hasn't been seen or heard from in 3 weeks. Now: He’s absent from his scheduled meeting with the Singaporean Chief of Navy because he was placed on house arrest???" China's foreign and defence ministries did not immediately respond to requests for comment. Reuters exclusively reported on Thursday that Li had abruptly pulled out of a meeting with Vietnamese defence leaders last week. These moves have raised questions from analysts and diplomats about a lack of transparency and unpredictable decision-making in China's leadership.

In U.S.-China AI contest, the race is on to deploy killer robots

In this high-tech contest, seizing the upper hand across fields including AI and autonomous weapons, like Ghost Shark, could determine who comes out on top. This could become critical if the United States intervened against an assault by Beijing on Taiwan. Still, the available disclosures of spending on AI military research do show that outlays on AI and machine learning grew sharply in the decade from 2010. The US and Chinese air forces are both thinking about how they'd try to control the air in a war. "It will be a struggle back and forth for air superiority," added Hinote, whose last position was as the Air Force's chief futurist. The most comprehensive is air supremacy, which the US Air Force defines as when "the opposing force is incapable of effective interference within the operational area using air and missile threats." The next level is air superiority, which the Air Force defines as "control of the air by one force that permits the conduct of its operations at a given time and place without prohibitive interference from air and missile threats." Together, experts say, these efforts aim to enhance China’s military reach, which currently includes only one operational overseas naval base in Djibouti on the Horn of Africa. “It’s a question of when – not if – China will secure its next overseas military outpost,” he said. This photo taken on August 1, 2017, shows Chinese People's Liberation Army personnel attending the opening ceremony of China's new military base in Djibouti. The Hambantota commercial port in Sri Lanka has long been considered a prime candidate for a Chinese naval base. The U.S. says it's closely monitoring China's drills around Taiwan after Beijing began three days of military exercises around the island. Greg Baker | AFP | Getty ImagesChina launched military drills around Taiwan on Saturday as a "serious warning" to separatist forces in an angry but widely expected response to Vice President William Lai's visit to the United States, drawing condemnation from Taipei. Taiwan's government strongly condemned the drills, with the defense ministry saying it had the ability, determination, and confidence to ensure national security. "The Republic of China, Taiwan, is a sovereign country and has a legitimate and legal right to conduct normal diplomatic interactions with friendly countries," it added in a statement, using the island's formal name. Most of the Chinese ships involved are marked “China Coast Guard,” but among the flotilla are also at least two blue-hulled vessels that resemble fishing boats. After the confrontation last weekend, China claimed the Philippines had violated its sovereignty by grounding the ship on the shoal. That symbiotic relationship became even clearer in 2021 when the China Coast Guard came under the jurisdiction of the Chinese Central Military Commission effectively making it part of Beijing’s military. New York CNN —Fitch Ratings downgraded US long-term debt late on Tuesday from AAA to AA+, citing this spring’s debt ceiling standoff as a major reason. The announcement was the first time either of the two – who had both been in military positions outside the Rocket Force – were named as the force’s leadership. Beijing gave no reason for the change, making the case yet another example of the lack of transparency in China’s political system. These drones range from jet-powered, long range surveillance aircraft to small quadcopters deployed by ground troops. Taiwan should accelerate mass production of a range of military drones to boost self-reliance in the struggle with Beijing, it concluded. U.S. drones range in size from two-kilogram, hand-launched drones to 14,500-kilogram long range surveillance drones. Unlike Taiwan, China began mass-producing unmanned aircraft long before the Ukraine conflict. CNN —A record 16 Chinese warships were spotted in waters around Taiwan in a 24-hour period late last week, the island’s Defense Ministry reported, in what analysts said was the latest sign of an intimidation campaign against Taipei by China’s ruling Communist Party. During that same period, nine PLA vessels were reported in waters around Taiwan in three consecutive days. The 16 Chinese ships around Taiwan on Friday into Saturday was the most since the island’s Defense Ministry began providing daily updates of PLA activity around the island in August 2022. “Analysts said Sunday that the recent intensive exercises demonstrate the PLA’s capabilities in encircling the island,” the Global Times story said. The People’s Liberation Army (PLA) activity has a range of implications, none of them positive for Taiwan or cross-strait stability, analysts say. Chinese officials have repeatedly said they want those sanctions, imposed in 2018, dropped to facilitate discussions. This scuppered planned talks between theatre-level commands, regular defence policy co-ordination and military maritime consultations, which included operational safety issues. Diplomats and Chinese analysts say military attaches at embassies Beijing and Washington are still able to meet officials - an important element of routine communication. Senior Chinese military intelligence officials also participated in a secret meeting of regional spies in Singapore earlier this month - a session that included U.S. Director of National Intelligence Avril Haines.
