The company is turning to Commerce Secretary Gina Raimondo for help. In a recent meeting with Raimondo, Intel CEO Pat Gelsinger voiced frustration over the heavy reliance that U.S. companies have on Taiwan Semiconductor Manufacturing , the world's largest contract chipmaker. Intel is currently building out plants in four U.S. states as it seeks to become more of a foundry business, manufacturing chips for other suppliers. It's an increasingly important initiative for Intel, which is getting trounced in the market for microprocessors. CNN —Russia has launched a counter-attack in the Kursk border region where Ukrainian forces last month launched a surprise cross-border incursion. Ukraine has been anticipating a Russian reaction and a counteroffensive is in line with the ‘Ukrainian plan,’ Zelensky said. Zelensky has previously said that the surprise attack on Russia’s Kursk region was the initial step in a four-part “victory plan.”The Russian Ministry of Defense said in a statement Thursday that Russian forces had “penetrated” into the Kursk region, capturing 10 settlements. On August 6, Ukrainian forces stormed into the Kursk region in a shock, lightning strike that caught even American officials by surprise. Last week, Zelensky said Ukraine had captured around 100 settlements in the Kursk region, and around 1,300 square kilometers (500 square miles) of territory.

Intel is working with advisors including Morgan Stanley to help defend itself against activist investors, according to people familiar with the matter, as CEO Pat Gelsinger attempts to turn around the struggling chipmaker. While Intel has faced activist pressure in the past, no new campaign has been formally launched and it isn't clear if an activist investor has been in contact with the company's board. Morgan Stanley has previously worked with Intel, including in the company's 2022 spinoff of Mobileye . Intel has sold its 1.18 million share stake in British chip firm Arm Holdings, according to a regulatory filing, as the California chip designer shores up its balance sheet amid intense competition. The sale, disclosed on Tuesday, likely raised Intel nearly $147 million, based on Arm's average stock price between April and June. Intel had cash and cash equivalents of $11.3 billion, and liabilities of about $32 billion at the end of June, according to its latest financials. Intel and Arm declined to comment on the sale when contacted by CNBC on Wednesday. Japan's SoftBank Group has a majority stake in Arm, and has been a beneficiary of the jump in the company's shares.
