San Francisco Mayor London Breed at a flag-raising ceremony for the APEC Summit last week at City Hall. This column recently noted the feverish effort by San Francisco officials to present their city as safe and thriving while dignitaries are in town for the Asia-Pacific Economic Cooperation summit. Mayor London Breed is especially eager to create a new media narrative about the city’s problems. But headlines don’t invent themselves and this week brings yet another reminder that if Ms. Breed doesn’t want media outlets to write stories about lawlessness then she will need to enforce laws.

The lack of an IPEF trade deal is a setback for the Biden administration. The CPTPP is the successor to the Trans-Pacific Partnership free trade deal, from which former President Donald Trump withdrew as soon as he took office in 2017. The CPTPP meeting on the sidelines of the APEC leaders' summit was the first ministerial to include new member Britain, which signed up to the trade bloc in July. The current CPTPP members are Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, the United Kingdom, and Vietnam.

Photo: brendan smialowski/Agence France-Presse/Getty ImagesPresident Biden met Chinese President Xi Jinping on Wednesday in California, and the atmospherics suggested a new era of bilateral good feelings. Both sides have reasons at the moment to appear to be getting along better. Mr. Xi needs foreign investment and export markets to offset the real-estate crash and excessive debt that are slowing China’s economy. He’s put Beijing’s “wolf warrior” diplomats in the closet for now, though they could return at any time.

Mr. Orlins said the Chinese had prepared three versions of a speech Mr. Xi could deliver that night. After Wednesday’s events with Mr. Biden, Mr. Xi picked the friendliest one.

Jane Fraser, Chief Executive Officer of Citi, speaks during the Global Financial Leaders' Investment Summit, in Hong Kong, China November 7, 2023. REUTERS/Tyrone Siu/File Photo Acquire Licensing RightsNov 16 (Reuters) - Geopolitical tensions and macroeconomic shocks are spurring businesses and governments into reconfiguring their supply chains, and the increased focus on diversification is leading to "clear benefits", Citigroup (C.N) CEO Jane Fraser said on Thursday. Since the COVID-19 pandemic and Russia's invasion of Ukraine shattered global supply chains, a debate has raged over how integrated the global economy will be in the future. Some businesses are responding by "nearshoring" - the trend of locating manufacturing capacity in Mexico, closer to the U.S. market - to keep supply chains more stable. Disruptions to the "old system" signal globalization is changing and would lead to more trade relationships and diversified supply chains.

U.S. President Joe Biden and China’s Xi Jinping, who met in San Francisco on Wednesday, may disagree on the terminology. Barely half the manufactured goods imported into the United States from low-cost Asian countries now come from China. Chinese firms have raised just $529 million from initial and secondary stock offerings in the United States in the year to mid-October. While key issues like U.S. sanctions on chip exports remain unresolved, Chinese state media is now striking a different tone, focusing on Xi's smile during past trips to Iowa, fireside chats with its residents, and sharing chocolates with Biden. With official ties still strained, Chinese state media has focused on relations between the people and emphasised the potential for cooperation and importance of the summit for the Asia-Pacific region. Gary Dvorchak, an Iowan considered by Xi an old friend of China, said Xi's fondness for Iowa was genuine but that the Chinese leader also used his ties to the state for propaganda value. “It humanises him and it gives him an ability to show a connection to the American people and bypass the American media,” said Dvorchak. On the Weibo Chinese microblogging site, the most popular hashtag on Thursday still harked back to tension over Taiwan: "China must be and will be reunified."

This reversal comes as China grapples with a troubled economy and is keen to highlight Xi as a powerful and capable world leader. Xi’s opticsOn Chinese state media and across social media platforms, where the hashtag #Planet-Earth-Is-Big-Enough-For-Both-China-And-The-US was trending, the broad perception appeared to be of a job well done. The positive coverage of the event was a break from the typical rhetoric critical of the US that often plays across Chinese state and social media. US President Joe Biden and Chinese leader Xi Jinping walk together during their bilateral meeting. “China will eventually achieve reunification, and will inevitably achieve reunification,” Xi was quoted as saying — another line that was also trending on Chinese social media following the meeting.

“You know what they call that car?” Mr. Biden asked Mr. Xi. Mr. Biden wished Mr. Xi’s wife a happy birthday. CNN —China is willing to be “a partner and a friend” of the United States, Chinese leader Xi Jinping told American business leaders in San Francisco on Wednesday, as he sought to court US businesses amid a decline in foreign investment in China. “China is willing to be a partner and friend of the United States,” he added. China is happy to see a confident, open and prosperous US,” Xi said. Xi recalled entering the US on that trip through San Fransisco, which he said formed his “first impression” of America. Under Xi, China has further expanded the scope of its anti-espionage law, raided US consultancy and due-diligence firms and detained executives in the name of national security, sending a chill through the foreign business community.

SAN FRANCISCO (AP) — President Joe Biden and other global leaders have spent the past few days melding minds with Silicon Valley titans in San Francisco, their discussions frequently focusing on artificial intelligence, a technology expected to reshape the world, for better or worse. “The world is at an inflection point — this is not a hyperbole," Biden said Thursday at a CEO summit held in conjunction with APEC. None were more bullish than Microsoft CEO Satya Nadella, whose software company has invested more than $10 billion in OpenAI, the startup behind the AI chatbot ChatGPT. That is, we finally have a technology that understands us, not the other way around,” Nadella said at the CEO summit. Musk had been scheduled to discuss his hopes and fears surrounding AI during the CEO summit with Salesforce CEO Marc Benioff, but canceled Thursday because of an undisclosed conflict.

SAN FRANCISCO, Nov 16 (Reuters) - San Francisco police began arresting protesters calling for a ceasefire in the Israel-Hamas war on Thursday after demonstrations blocked the Bay Bridge, a key commuter route into the city which is hosting the Asia Pacific Economic Cooperation (APEC) forum. Authorities also deployed tow trucks to remove protesters' vehicles blocking the bridge. Local emergency services warned of the blockage during morning rush hour on the bridge which links Oakland and other East Bay cities to San Francisco. Traffic traveling on the bridge toward San Francisco began to move as of about 10:45 a.m. local time (1845 GMT) after a backup. “It is a good idea because they are against a war but I think they should be more safe and protest in the city, not the bridge,” Felix said.

SAN FRANCISCO, Nov 16 (Reuters) - President Joe Biden will highlight strong U.S. ties to the Asia Pacific Economic Cooperation (APEC) forum economies on Thursday, despite a failure to make progress on key trade provisions sought by regional countries. Biden will also take part in an event with the 14-member Indo-Pacific Economic Framework (IPEF) that his administration established to bolster economic engagement after former President Donald Trump quit a long-negotiated regional trade pact in 2017. U.S. hopes for an IPEF trade deal were dashed this week, after members could not agree on improving labor and environmental standards or compliance, people briefed on the talks said. U.S. exports to the region have grown 12%, 60% of U.S. exports are sent to a fellow APEC economy, and APEC members have invested $1.7 trillion into the U.S. economy since 2016, the official said. Biden plans to emphasize his administration's efforts to advance workers' rights in remarks on Thursday, the U.S. official said.

Brendan Smialowski | Afp | Getty ImagesBEIJING — U.S. President Joe Biden and Chinese President Xi Jinping have agreed to resume high-level military communication, according to both countries. China's Defense Ministry declined a call with its U.S. counterpart in early February after the discovery of an alleged Chinese spy balloon over U.S. airspace. The balloon incident delayed U.S. Secretary of State Antony Blinken's highly anticipated trip to China by more than four months. U.S. Secretary of Defense Lloyd Austin will meet with his Chinese counterpart when the Chinese defense chief is selected, a senior Biden administration official told reporters after the Biden-Xi summit. A readout published by Chinese state media added the resumption of such military talks was "on the basis of equality and respect," according to a CNBC translation.

Washington put the institute on the list in 2020 over alleged abuses against Uyghurs and other minority groups, effectively barring it from receiving most goods from U.S. suppliers. Former Chinese ambassador to the U.S. Qin Gang in an interview last year described it as "shocking" the U.S. would sanction the institute, which he described as essential to controlling fentanyl. The Chinese embassy in Washington did not immediately respond to a request for comment. As part of the meeting, the men agreed to cooperate on addressing the source of the opioid fentanyl, with China promising to go directly after specific chemical companies that make fentanyl precursors. BEIJING (Reuters) - China said it hopes Fiji will continue to give 'firm' support to it on issues concerning Chinese core interests and major concerns, Chinese state media cited President Xi Jinping as saying to Fijian Prime Minister Sitiveni Rabuka. Xi told Rabuka that China will continue to support Fiji in safeguarding its national sovereignty, security and territorial integrity, Chinese state television said. China supports Fiji in independently choosing its own development path and achieving national development and revitalisation, Xi said. China is also willing to increase Fijian imports, support commercial investments into Fiji and encourage more tourists to visit Fiji. China has been pushing for greater security and trade ties with Pacific Islands countries, signing in July a policing pact with Solomon Islands and raising alarm for the United States.

"We will continue working to better facilitate high-standard trade that advances workers' rights through strong enforcement of labor standards." Biden was also to take part on Thursday in an event for the Indo-Pacific Economic Framework (IPEF), a 14-nation group his administration established.
