Take Five: Keep calm and raise rates
  + stars: | 2023-06-16 | by ( ) www.reuters.com   time to read: +5 min
June 16 (Reuters) - The Bank of England is facing a stormy gilts market while Turkey's new governor is expected to ramp up rates sharply at central bank meetings in the week to come. Markets show traders are placing an almost one-in-five chance the BoE will raise rates by half a point next week, up from near zero at the start of June. Reuters Graphics2/ECONOMIC CHECK UPA raft of decidedly hawkish noises from big central banks - including the Fed - has once again raised questions about how much central bank tightening is accelerating a global slowdown. U.S. manufacturing contracted for a seventh straight month, as new orders continued to plummet amid higher interest rates. May's blockbuster employment report could also provide more leeway for the RBA to tighten rates further.

Shipping tax could yield $100 bln climate windfall

TINOS, June 12 (Reuters Breakingviews) - The shipping industry emits 2.9% of the world's greenhouse gases. Reuters Graphics Reuters GraphicsPOLLUTER PAYSThe shipping industry uses fossil fuels to power its boats. That said, industry leaders such as container giant Maersk (MAERSKb.CO) are moving into green shipping. This potentially large sum is attracting the attention of people outside the shipping industry, especially those focused on climate change. If a country refused to apply an agreed tax, the international shipping industry would effectively be unable to operate from its ports.

The fund, focused on projects in Organisation for Economic Co-operation and Development countries, could invest across wind and solar as well as other clean technologies such as batteries and grid infrastructure. "You have folks now that are really trying to focus their portfolio construction around the different sub-sectors in infrastructure," Giordano said, citing increasing demand from pension schemes attracted to assets that match long-term liabilities. As a result, the company said it is targeting between $5 billion and $7 billion for its fourth fund, after $4.8 billion was raised for its predecessor, which closed in April 2021. Among the investments made by the third fund was one in high-power charging network IONITY, which raised 700 million euros in November. Depending on the amount raised, the fund could make around 18-22 investments across a mixture of early stage and developed projects, Giordano said, and could also consider co-investments.

OECD senior tax official John Peterson declined to comment about the outcome of the meeting, citing confidentiality rules. However, he said if one country compensates a multinational with "targeted benefits, for example in the form of grants or tax credits" it would no longer be able to raise revenues from a top-up tax. In that case, the company "will simply be subject to additional top-up tax, equal to the same amount, in another jurisdiction." Decisions on compensation would be taken case by case and no direct link would be established between handouts and the top-up tax, the source added. Asked whether the planned rules could be considered a direct subsidy to offset multinationals' higher taxes, the OECD declined to comment as Vietnam's plans had not been finalised.

CNN —There was the hope that when mask mandates on planes ended and people got used to traveling again, airplane passenger behavior might improve. Unruly passenger incidents were more than a third higher in 2022 than in 2021, a new global analysis by the International Air Transport Association (IATA) has revealed. Incidents of physical abuse remain thankfully rare but had a worryingly huge increase of 61% in 2022 over 2021. Zero tolerance“The increasing trend of unruly passenger incidents is worrying. Global tax would spoil investors’ plastic party
  + stars: | 2023-06-01 | by ( Lisa Jucca | ) www.reuters.com   time to read: +4 min
This may change if supporters of taxes and other restrictive measures prevail at ongoing talks for a global treaty to end plastic pollution by 2040. And the world lacks sufficient infrastructure to sort discarded resins: only 9% of global plastic is recycled each year, the Organisation for Economic Co-operation and Development reckons. Some 90% of people support measures to combat plastic pollution, a global Ipsos survey from 2021 shows. Countries including Britain have already started applying levies on virgin plastic packaging. CONTEXT NEWSRepresentatives of 175 countries in March endorsed a landmark resolution to develop international, legally binding rules to end plastic pollution by 2040.

HANOI, May 30 (Reuters) - Samsung and other foreign companies are pushing Vietnam to introduce a multi-million-dollar reform that would compensate them for higher levies they face from next year under a global overhaul of tax rules, a source involved in the talks said. The discussions precede the introduction from January of a minimum tax rate of 15% for large multinationals under a landmark global reform led by the Organisation for Economic Cooperation and Development (OECD). The global rule requires companies paying less in a low-tax jurisdiction to face a top-up levy in their home country. Samsung's tax rate varies by district, and ranged between 5.1% and 6.2% in 2019 in the two northern provinces where it produces smartphones, according to government data cited by local media. Smaller companies that are not within the scope of the new global rules may also receive handouts, the source said.

It would see the IMF and other MDBs "cut the excessive macro-risk premia on developing countries with $100 billion per year of foreign exchange guarantees", for financing in more volatile domestic currencies rather than the dollar or euro. A report by the World Bank and other big multilateral lenders said they gave $51 billion in 2021 alongside $13 billion from private finance. Outlines of the proposals have been sent to the key groups preparing the discussions over the last couple of weeks. "This is a call to arms" the source said, referring to the document and its intention to galvanise more concrete action from the IMF and multilateral lenders. The proposals put forward in the April document, which also include redistributing other IMF money, are likely to form a key part of the negotiating position of developing countries at the next round of annual climate talks in Dubai later this year.
Russia is seeking partners to quicken the pace of de-dollarization, Russia's deputy prime minister Alexey Overchuk said. The nation could create an independent financial system with Islamic countries. We are talking about processes of de-dollarization and the creation of an independent financial system," Overchuk said at an economic forum on Friday, per a report from Russian news agency Tass. Ties between Russia and Islamic countries also have a "positive future," Overchuk said, given Russia's alignment on issues like energy, food, and de-globalization. The shift away from the US dollar is already beginning to take place, Russia's foreign minister Sergey Lavrov said, though experts have argued de-dollarization fears are largely overblown.
France will host on June 22-23 the "Summit for a New Global Financial Pact", which will tackle reform of multilateral development banks (MDB), the debt crisis, financing for green technologies, the creation of new international taxes and financing instruments, and special drawing rights. "It's urgent for us to act and rethink collectively the international financing architecture," a French presidential official said, adding that Paris had lobbied its G7 partners ahead of next month's conference. "Today we have a network of development banks in the world which finance international solidarity and which find themselves limited in their capacity to act." "Africa is heavily indebted and we are paying the price of crises that have followed, including now the Ukraine crisis, so the G7 has a responsibility," one French official said. Wealthy nations have yet to come good on climate finance that they promised as part of a past pledge to mobilize $100 billion a year, a key stumbling block at global climate talks.
Bat viruses have been the source of multiple health crises besides those related to coronaviruses, including recent outbreaks of Ebola, Nipah, and Marburg. Partners in risk The total area at high risk for bat viruses to infect humans more than doubled in size in Laos between 2002 and 2020. The animals, known to be susceptible to bat viruses, included raccoon dogs, bamboo rats and porcupines. As China boomed in recent decades, global demand for rubber also skyrocketed, leading to further development and deforestation here. Already, scientists have found local bats bearing viruses closely related to those responsible for the 2003 SARS and COVID-19 pandemics.
XIAN, China, May 17 - China will for the first time host an in-person summit of central Asian leaders this week, seeking to cement ties in a region seen as Russia's backyard as its relations with the West sour. "Beijing wants to promote a new alternative to the global order, and try to persuade the Central Asian region that this new global order is better for them too," said Adina Masalbekova, a research fellow at the OSCE Academy in Bishkek. For the first in-person summit, Xian is a symbolic nod to the importance of economic ties as the city was pivotal in the ancient Silk Road trade route that spans Central Asia. "One of the biggest trump cards that we expect to see at this summit is a serious opening for Central Asian products to enter the Chinese market. But with the region's main backer Russia caught up in a grinding war with Ukraine and subject to international sanctions, analysts say the Central Asian states will welcome Beijing's overtures.
TOKYO, May 13 (Reuters) - The Group of Seven (G7) rich nations is set to agree on establishing a new programme to distribute vaccines to developing countries at next week's summit of leaders, Japan's Yomiuri newspaper said on Saturday. In addition to the G7, G20 nations such as India and international groups such as the World Health Organization (WHO) and the World Bank will participate, it added, citing Japanese government sources. However, COVAX faced setbacks in ensuring equitable access, as wealthy nations prioritised shots for their citizens while insufficient storage facilities in poorer nations caused supply delays and disposal of millions of close-to-expiry doses. The new program aims to pool rainy-day funds for vaccine production and purchases, as well as investment in low-temperature storages and training of health workers to prepare for the next global pandemic, the Yomiuri said. Saturday's meeting of G7 finance ministers agreed to offer aid to low- and middle-income countries to help increase their role in supply chains for energy-related products.

While SLB wasn't in breach of sanctions, the decision has triggered a backlash from employees and human rights groups. Reuters was unable to establish why SLB implemented new restrictions on its Russian business. Earlier this year, the U.S. expanded sanctions on Russia, including some targeting its mining and metals sector. Both last year also restricted financial transactions with Russia and placed export restrictions on certain energy equipment, technology and services. Ford reveals its new global pickup truck

CNN —In America, “Ford truck” usually means the F-series, the best-selling truck here for decades. But in many parts of the world, it probably means the Ford Ranger. In terms of size and capabilities, it fits between the big F-150 and the small, car-like Ford Maverick. The Ranger Raptor, which will have big 33-inch diameter tires, is designed for high-speed off-road driving. The previous generation Ford Ranger was available in other markets for many years before Ford finally decided to sell it in North America.
In 2020, Bain Capital set up a previous global fund after securing $3.2 billion in commitments. The program was previously called Bain Capital Distressed and Special Situations Fund and used to sit within Bain Capital's credit business. Bain Capital's special situations strategy is now a standalone business, after being carved out with an independent team outside the umbrella of the credit unit. Globally, Bain Capital currently has $16 billion of assets under management as part of its special situations strategy. Last year, Bain Capital closed a $2 billion "special situations fund" for Asia Pacific to cover a range of asset types, which included a focus on real estate.

Evan Gershkovich, a Wall Street Journal reporter, was detained by Russian authorities in March on charges of espionage. He is one of hundreds of journalists currently in custody around the world. Since Russia began its full-scale invasion of Ukraine last year, the killings of 14 journalists and media workers have been confirmed there, the committee said. But “we cannot withdraw from reporting about the world,” Mr. Latour said. In total, the event was likely to present a story of “a worldwide assault on journalists, their work and the public’s right to know,” Mr. Sulzberger said.
