The increase was modest by global standards but significant for China, where outbreaks are quickly tackled when they surface. Guangzhou, capital of Guangdong province, reported 2,377 new local cases for Nov. 7, up from 1,971 the previous day. "The lockdown situation has continued to deteriorate quickly across the country over the past week, with our in-house China COVID lockdown index rising to 12.2% of China's total GDP from 9.5% last Monday," Nomura wrote in a note on Monday. "We continue to believe that, while Beijing may fine-tune some of its COVID measures in coming weeks, those fine-tuning measures could be more than offset by local officials' tightening of the zero-COVID strategy." In the southwest metropolis of Chongqing, the city reported 281 new local cases, more than doubling from 120 a day earlier.
In Guangdong province, manufacturing centre Guangzhou has seen a spate of cases over the past week that has closed some districts. Over the past week, authorities raced to get a handle on rising cases in Datong, Xining, Nanjing, Xian, Zhengzhou and Wuhan forcing temporary lockdown measures of some neighbourhoods. Datong, which recorded 288 cases from Oct. 27-30, has enforced stricter isolation and management of hotels, key industries and its railway. As winter nears, northern cities, particularly those close to international borders, are seeing higher case numbers and could face new curbs. Mudanjiang in Heilongjiang province, bordering North Korea, extended the temporary lockdown of some areas, according to local media reports.
World soccer's governing body FIFA did not respond to a request for comment and Qatar's World Cup organisers directed inquiries to the government. "DELIBERATE GHETTO-ISATION"Around 85% of Qatar's three million population are foreign workers. Most were in neighbourhoods where the government has rented buildings for World Cup fan accommodation. He said labourers who built up the infrastructure for Qatar to host the World Cup were being pushed aside as the tournament approaches. (This story has been refiled to clarify that apartment blocks being emptied are in the same areas in Doha where visiting soccer fans will stay during World Cup, in the lead paragraph.)

BEIJING, Oct 27 (Reuters) - Chinese cities from Wuhan in central China to Xining in the northwest are doubling down on COVID-19 curbs, sealing up buildings, locking down districts and throwing millions into distress in a scramble to halt widening outbreaks. Wuhan, site of the world's first COVID-19 outbreak in late 2019, reported around 20 to 25 new infections a day this week. Nevertheless, local authorities ordered more than 800,000 people in one district to stay at home until Oct. 30. Other large cities across China including Zhengzhou, Datong and Xian have implemented new curbs this week to rein in local outbreaks. China has repeatedly vowed to stick to its zero-tolerance response to COVID-19 and implement what the authorities say are necessary measures to contain the virus.

REUTERS/Nacho DoceBARCELONA, Oct 19 (Reuters) - Hundreds of activists delayed the opening of an international real estate fair in the northeastern Spanish city of Barcelona on Wednesday as they protested against what they called a hotbed of speculation exacerbating a widening cost of living crisis. Dozens burst into the fairgrounds, chanting slogans and preventing the opening ceremony from taking place before being removed by police. Others gathered outside the building, where they lobbed paint at some of the arriving attendees, Reuters journalists said. The activists held up a banner that read "Let's defend life, let's stop The District" and "Speculators, get out of our neighbourhoods".
She mostly uses one room in her old house, which saves on heating. But many people in villages like Vasilati and non-affluent city neighbourhoods have little room to cut back. Eurostat data showed Romanians had the lowest power consumption per capita in the EU at less than half the average in 2020. Other villagers whose power consumption was driven higher by pumps and boilers said their bill doubled to roughly 3,000 lei ($597.73). Ichim's power consumption is low enough to fit into a government scheme that caps power and gas bills for households and other users up to certain monthly consumption levels.
For several nights the sound of 34-year-old Panya Khamrap’s 9 mm pistol cracked the silence in the sleepy village of Tha Uthai, neighbours said. Another neighbour said that days before his rampage the village chief warned Panya about his behaviour. They argued and the village chief was afraid, said the neighbour, Suwan Tonsomsen. Another neighbour told Reuters he had seen Panya's mother with his degree certificate. Teachers in the nursery had put the children down for their nap by the time Panya arrived at around 12:30 p.m.
