LISBON, June 27 (Reuters) - Brazil aims to pass a regulatory framework for offshore wind and green hydrogen by the end of this year, the country's energy minister told Reuters on Tuesday, as Latin America's largest nation seeks to unlock new sectors to power its energy transition. With a floor of 16 billion reais, the auction could unlock 200 billion reais ($41.79 billion) in investments, he said. Currently, Brazil has no legislation in place to regulate offshore wind and green hydrogen. In early January, Brazil's government issued a decree that opened space for the development of offshore wind power generation in the country. "Green hydrogen is a real possibility for us to greatly expand our position in clean and renewable energy," he said.

Goldman Sachs on Monday cut Tesla to "hold" equivalent rating, joining Morgan Stanley and Barclays, which downgraded the stock last week. The brokerages, however, raised their price targets to reflect the momentum in Tesla shares, which have soared 71% since late April and more than doubled this year. The EV maker's shares were last down 1.2% in morning trading on Monday. Tesla's market capitalization of $813.29 billion far outstrips that of Japan's Toyota (7203.T), which is the next biggest global car company by market value. However, the brokerages reiterated that they saw strong growth ahead with Tesla remaining a global EV leader.

June 26 (Reuters) - People with disabilities in Spain and other European countries have been disproportionately affected by unprecedented heat extremes, a leading human rights watchdog said on Monday, urging authorities to provide adequate support. Human Rights Watch (HRW) said in a report that people with disabilities faced risk of death, physical, social, and mental health distress due to extreme heat particularly if "left to cope with dangerous temperatures on their own". Some people with disabilities are more likely to have health conditions or use medication that can affect the body's ability to respond to heat. Having to stay home due to the heat can also lead to social isolation, HRW said. HRW interviewed 33 people with disabilities in the Spanish region of Andalusia and all said "they felt neglected" during heatwaves.

[1/4] Police gather drugs ahead of burning six tonnes of cocaine, hashish and other substances to mark the United Nations' International Day Against Drug Abuse, in Lisbon, Portugal, June 26, 2023. REUTERS/Miguel PereiraLISBON, June 26 (Reuters) - Portuguese police on Monday burned six tonnes of cocaine, hashish and other substances to mark the United Nations' international day against drug abuse and illicit trafficking at a time the illegal trade is booming worldwide. Sousa said 11 tonnes of cocaine, 30 tonnes of hashish and smaller amount of other types of drugs have been seized in Portugal so far in 2023, already above the amounts seized last year as a whole. He said most of the cocaine was trafficked from Latin America and the Caribbean, while the hashish came from Morocco. Sousa said Portuguese authorities needed more resources to tackle the surge as the southern European nation, facing the Atlantic Ocean, was a key entry point of drugs into the European continent.

KUALA LUMPUR, June 23 (Reuters) - Malaysia said on Friday it will take legal action against Facebook parent Meta Platforms (META.O) for failing to remove "undesirable" posts, the strongest measure the country has taken to date over such content. It said Meta had failed to take sufficient action despite its repeated requests and that legal action was necessary to promote accountability for cybersecurity and to protect consumers. Asked what legal action it might take, the commission said in an emailed statement on Saturday that allowing abuse of network facilities or application services can be offences under Malaysia's Communications and Multimedia Act 1998. Facebook is Malaysia's biggest social media platform, with an estimated 60% of the country's 33 million people having a registered account. Globally, big social media firms that include Meta, Google's YouTube and TikTok are often under regulatory scrutiny over content posted on their platforms.

June 22 (Reuters) - Brazil's President Luiz Inacio Lula da Silva said on Thursday the European Union should stop adopting a protectionist stance if it wants to reach a long-delayed trade deal with the Mercosur bloc. The EU and the Mercosur bloc of Argentina, Brazil, Paraguay and Uruguay completed negotiations in 2019 but the deal has been on hold due to concerns about Amazon deforestation and Brazil's commitment to climate change action. "The additional letter the EU sent to Mercosur is unacceptable because they punish any country that did not comply with the Paris Agreement," Lula told a news conference on the final day of his trip to Italy. "Not even them (EU) complied with the Paris Agreement. Lula said the Mercosur bloc was preparing its response and urged EU countries to be more "sensitive and humble".

June 5 (Reuters) - Tighter lending standards from regional banks are making it harder for U.S. hotel developers to secure funding, slowing construction of new hotels at a time Americans' appetite for travel is ripe. Analysts say slower hotel development will also limit profits of blue-chip manufacturers like Caterpillar Inc. , whose commercial real estate customers account for around 75% of construction sales. Overexposed regional banks are now offloading commercial real estate loans at a discount. Troubled regional lender PacWest Bancorp (PACW.O) announced in May it would sell $2.6 billion worth of real estate construction loans. Banks started to reduce their hotel loan portfolios in the first quarter of 2023, an analysis by S&P Global Market Intelligence found.

Alibaba Cloud, the cloud computing subsidiary of Alibaba, unveiled its ChatGPT-style product Tongyi Qianwen during the 2023 Alibaba Cloud Summit on Tuesday morning. Alibaba on Thursday began rolling out its ChatGPT-style technology as Chinese tech giants look to take a lead in the country's artificial intelligence race. It has gone viral, sparking huge interest in the area of generative AI, the technology which underpins ChatGPT. Last month, Alibaba revealed Tongyi Qianwen, its large language model — a system that is trained on huge amounts of data in order to recognize and generate content. Alibaba's cloud computing division, which is leading the AI charge for the company, said Thursday that Tongyi Qianwen will be integrated into a digital assistant called Tingwu.

LISBON, May 22 (Reuters) - Portuguese police will on Tuesday search a reservoir inland from where British three-year-old Madeleine McCann disappeared in 2007, authorities said, in the first formal development in the case in Portugal in several years. A fire brigade spokesperson said police were preparing to start searches on Tuesday at a dam in the southern region of Algarve about 50 km (31.07 miles) inland from a beach resort where Madeleine went missing from a rented apartment while on a family holiday. Police erected two tents beside the dam on Monday, Reuters TV footage showed. Brueckner, a convicted child abuser and drug dealer, is behind bars in Germany for raping a 72-year-old woman in the same area of the Algarve from where Madeleine went missing. German police said in June 2020 that Madeleine was assumed dead and that Brueckner was likely responsible for it.

In some ways, turning the movie “Titanic” into a farce about climate change makes a lot of narrative sense. In other ways, “Titanic Depression,” a new multimedia performance, could only have come from the madcap brain of Dynasty Handbag, the queer vaudevillian with punk origins and questionable taste in unitards. The 1997 movie was a blockbuster, sure, but Dynasty Handbag’s vision may be even more epic than James Cameron’s. Billy Zane’s villainous snob is replaced by a dildo in a black loafer. And Dynasty Handbag, the alter ego of the artist Jibz Cameron, inhabits all the parts.

Google has campaigned for Apple to adopt RCS to make texting between iOS and Android a better experience. The moment was Google's latest attempt to pressure Apple to adopt something called the the RCS messaging standard, or Rich Communications Services. Samat said that over 800 million people currently use the RCS standard, with expectations that number will balloon to 1 billion by the end of the year.
