But this marks the first time in recent history that Bogotá has been forced to implement water rationing measures. Mayor Carlos Galán announced that water rationing measures for Bogotá would begin on April 11. El Niño is a natural climate pattern originating in the Pacific Ocean along the equator, which influences weather around the globe. In a country as politically divided as Colombia, the urgency of addressing El Niño is a rare point of consensus. Bogotá’s water rationing plans have been supported by the country’s president, who has historically had a testy relationship with the city’s mayor.

A close ideological ally of Correa, Lopez Obrador had since December allowed Glas to live at the Mexican embassy—territory that is technically off limits for local authorities. CNN —Colombia’s capital, Bogotá, will begin rationing water this week as several of its reservoirs face unprecedented lows amid a drought made worse by the El Niño climate pattern. Speaking to the media on Monday, Bogotá Mayor Carlos Fernando Galán said reservoirs had reached “historically low” levels and been worsened by El Niño, which causes high temperatures and impedes precipitation. The country and region have experienced long periods without rain since June 2023 due to El Niño, the city wrote on its official website. The plan will see nine different zones take turns rationing water services. Each zone’s water restrictions will begin at 8 a.m. local time and last 24 hours before shifting to the next zone in line.

CNN —A rift between Mexico and Ecuador is growing, with a series of diplomatic provocations this week that culminated in Ecuador rejecting Mexico’s ambassador to the country, and Mexico announcing that it would offer asylum to a wanted Ecuadorean politician. Mexican Ambassador Raquel Serur Smeke was declared “persona non grata” in Ecuador on Thursday after Mexico’s President Andres Manuel Lopez Obrador appeared to criticize Ecuador’s recent elections. Ecuador’s 2023 run-off vote took place in a “very strange” manner, Lopez Obrador said, suggesting that presidential candidates used the media, candidate Fernando Villavicencio’s assassination, and overall violence in their favor while campaigning. In a statement posted on X, Ecuador’s Foreign Ministry called Lopez Obrador’s comments “unfortunate” and said the country is still mourning Villavicencio’s assassination. It also reiterated its focus on ensuring “respect for the dignity and sovereignty of the Ecuadorian State” and “non-intervention in the internal affairs of other States.”President Andres Manuel Lopez Obrador is speaking at the morning conference in front of reporters at the National Palace in Mexico City, Mexico, on April 3, 2024.

"As it is negotiated today, it is a very bad deal, for you and for us," Macron told businessmen in Sao Paulo while on a three-day trip to Latin America's largest economy, amid troubled talks over a free trade deal between the two economic blocs. "There is nothing that takes into consideration the subject of biodiversity and climate; nothing," Macron said. "Let's forge a new deal in light of our goals and reality, a trade deal that is responsible on development, climate and biodiversity." "It's true we lost an opportunity at the end of last year, but we should not give up on this deal." At upcoming G20 and COP summits in Brazil, Macron said he planned to push for more international standards to financially incentivize banks, firms and investors to decarbonize industrial processes and better preserve the environment.

MEXICO CITY (Reuters) - A wave of wildfires in Mexico has claimed at least four lives, President Andres Manuel Lopez Obrador told reporters on Wednesday. The reported deaths all come from Mexico state, the country's most populous which rings the capital, the president said. There are currently 116 forest fires burning across the nation. Around 400 fires have been documented in Mexico through March 15, torching a total of more than 13,000 hectares (32,000 acres), with some of the blazes reported as far south as Chiapas state, on the border with Guatemala. According to official data, the causes include both intentionally set fires as well as those caused by agricultural activities.

TULTEPEC, Mexico (AP) — Every year, in the first week of March, hundreds of giant paper-mache bulls stuffed with fireworks are erected in the front yards of the Mexican town of Tultepec. Unlike past occasions, the nighttime lighting of the bulls didn’t take place in the streets of Tultepec, but rather in an open field nearby. One of the best-known workshops is the family-run business, Los Chavitos, which has been producing cardboard figures for fireworks for 15 years. Their figures range from very small bulls to giant ones, to figures of saints and imaginary animals known as alebrijes. The shop also produces “Judas” figures of villains and politicians that are traditionally burned during Easter Week in Mexico.
