He noted that EU states would need to work more cohesively for sanctions to stand a chance of crossing the line by the end of next month as planned. "The most critical aspect of the 14th sanctions package is its adoption by the end of June, but some member states currently pose a challenge to this," Vlasiuk said via email Thursday. The EU's special envoy for the implementation of sanctions, David O'Sullivan, was in Kyiv on Thursday to discuss the latest sanctions package amid ongoing pushback from member states such as Hungary. Spain, Ireland and Norway are set to formally recognize a Palestinian state today — a move that will bolster the global Palestinian cause but has further strained relations between Europe and Israel. Nations that don't include staunch allies of Israel such as the United States and Germany. On May 10, a non-binding vote at the UN General Assembly showed overwhelming international support for an independent Palestinian state, leaving the US and a few of Israel’s allies isolated. Israel and the US maintain that a Palestinian state should only be established through a negotiated settlement. It comes after the International Court of Justice ordered Israel to immediately halt its military operation in Rafah.

London CNN —Mondelez, the maker of Oreo and Cadbury Dairy Milk chocolate, has been fined €337.5 million ($366 million) for hindering the trade of chocolate, cookies and coffee between European Union countries in order to keep prices high. Margrethe Vestager, the EU’s competition chief, said in a statement Thursday that Mondelez had illegally limited cross-border sales within the EU to maintain higher prices for its products. The European Commission, which started looking into the case in 2019, found that Mondelez International (MDLZ) had deliberately restricted cross-border trade and abused “its dominant position” in some national markets for the sale of chocolate bars. Mondelez made an accrual for the fine last year and no further measures will be necessary to finance it. In another case, Mondelez required a customer to charge higher prices for exports compared with domestic sales.

CNN —Europe has struggled over the Middle East for a very long time. The decision by Ireland, Spain and Norway to recognize a Palestinian state tells us more about the domestic politics of those countries than anything else. In Ireland, Spain and Norway, support for a Palestinian state chimes with the broader electorate and is unlikely to receive any political blowback. European countries simply do not have a huge amount of influence in this area. That isn’t to say Europeans didn’t care about the Middle East, specifically the Palestinian cause.

European Union member states on Tuesday agreed the world's first major law for regulating artificial intelligence, as institutions around the world race to introduce curbs for the technology. The EU Council said that it reached final approval for the AI Act — a ground-breaking piece of regulation that aims to introduce the first comprehensive set of rules for artificial intelligence. "The adoption of the AI act is a significant milestone for the European Union," Mathieu Michel, Belgium's secretary of state for digitization said in a Tuesday statement. The AI Act applies a risk-based approach to artificial intelligence, meaning that different applications of the technology are treated differently, depending on the threats they pose to society. High-risk AI systems cover autonomous vehicles or medical devices, which are evaluated on the risks they pose to the health, safety, and fundamental rights of citizens.

Israeli Prime Minister Benjamin Netanyahu would effectively become a pariah who wouldn't be able to travel to most countries if the International Criminal Court were to approve the arrest warrant. Those 124 countries would be duty-bound to arrest Netanyahu were the court to issue an arrest warrant for him. Already France and Belgium have issued statements in support of the ICC‘s requests for Netanyahu’s arrest warrant. In the United States, there has been predictable pushback against the ICC move to try to issue an arrest warrant against Netanyahu. The ICC’s move to seek an arrest warrant for Netanyahu may only harden his resolve to continue the war in Gaza seemingly indefinitely.

The U.S. iteration of the AI Safety Institute will aim to recruit a team of technical staff headed up by a research director. CNN —The signs are mounting that the International Criminal Court (ICC) is weighing an indictment against Israeli Prime Minister Benjamin Netanyahu and other top Israeli officials over Israel’s conduct of its war against Hamas in Gaza. But in 2015 the ICC stepped in to decide that implicitly it is, by accepting it — without consulting the Assembly of States Parties (ASP), representing ICC member states. Could the highly respected chief prosecutor, Britain’s Karim Khan, be feeling some pressure to play his part in ramping up the pressure on Netanyahu? However, there has been no indication that the Biden administration would opt to bypass Congress for the bilateral agreement with Saudi Arabia to pass. Saudi Arabia is rich in uranium deposits and has insisted on being able to enrich it domestically, which would be a first for an Arab state.

New York CNN —Scott Sheffield, the founder and longtime CEO of a leading American oil producer, attempted to collude with OPEC and its allies to inflate prices, federal regulators alleged on Thursday. Regulators say Sheffield, then the CEO of Pioneer Natural Resources, used WhatsApp conversations, in-person meetings and public statements to try to “align oil production” in the Permian Basin in Texas with that of OPEC and OPEC+, the wider group that includes Russia. Unlike with OPEC nations, US oil production is supposed to be decided by the free market, not by coordination among the major players. The FTC said that while Sheffield was discussing efforts to coordinate output with other Texas producers, the Pioneer CEO said: “If Texas leads the way, maybe we can get OPEC to cut production.
