National Security Council coordinator for strategic communications John Kirby declined to comment specifically on the possibility of the US sending F-16 fighter jets to Ukraine, but said broadly that the US has been forward-looking about “future capabilities” and needs. US lawmakers and congressional staffers have joined in the F-16 lobbying campaign, urging the administration to provide the jets so that Ukraine can establish control over its skies. US allies with F-16s could conduct training for Ukrainian fighter pilots, or the aircraft’s manufacturer, Lockheed Martin, could carry out training as a private contractor. Without the jets, Ukraine is having to improvise, officials say. The Russian jets have largely been staying behind Russian defensive lines, making them difficult for Ukraine to target with shorter-range systems like NASAMs.

CNN —The US ambassador to Israel Tom Nides will depart from his post in August, according to two sources familiar with the matter. Nides informed the embassy of his plans on Tuesday, one of the sources said. The second source said Nides has begun telling members of the Israeli government that he will be leaving this summer. Axios first reported that Nides is expected to depart the post. Nides is married to Virginia Moseley, who is the executive vice president of editorial for CNN US.
CNN —The US is imposing new sanctions on groups in Russia and Iran accused of taking Americans hostage as it works to prevent more captive-taking and potentially secure the release of citizens currently being detained. The sanctions ordered up Thursday would punish organizations the US accuses of being responsible for holding hostage or wrongfully detaining Americans. Officials said the steps should act as a warning to those thinking of taking Americans hostage. The order also mandated a better flow of information to the families of Americans held hostage or detained overseas. Officials said it was possible the sanctions could be lifted if Americans held in Russia or Iran were released.
“We need to have tabletop exercises that go through a variety of scenarios, including possibly nuclear weapons,” a senior official told CNN earlier this month. CNN —The ISIS-K leader who planned the deadly 2021 suicide bombing at the Kabul international airport’s Abbey Gate was killed by the Taliban, according to the National Security Council. Kirby did not specify when the Taliban killed the ISIS-K leader, but called it one in a “series of high-profile leadership losses” that ISIS-K has suffered this year. The terrorist who carried out the suicide bombing, Abdul Rehman Al-Loghri, had been released from prison only days earlier when the Taliban took control of the area. ISIS-K stands for ISIS-Khorasan, the terror organization’s affiliate that is active in Afghanistan and the surrounding region. Taylor Hoover, who was killed in the bombing, told CNN that he was notified by the military Tuesday morning.

On Thursday, the mayor of Kyiv, Vitali Klitschko, announced that the city council had “started the procedure for establishing the National Military Memorial Cemetery,” and had allocated land for its creation. CNN —The situation on the ground in Sudan on Wednesday remained too volatile to get diplomatic staff from the US Embassy in Khartoum out of the country, a top State Department official told congressional staffers. Another US official told CNN that State Department officials are in contact with Pentagon officials in Djibouti where the US has military assets to determine the best evacuation operation. Officials told staffers Wednesday that there are an estimated 16,000 American citizens in Sudan, most of whom are dual nationals, and roughly 500 had contacted the US Embassy since the outbreak of fighting. “Within Sudan, the Department of Defense’s mission is primarily focused on providing security at the US Embassy. While operational security prevents us from going into detail, the Department of Defense, through the Marine Corps Embassy Security Group, provides ongoing security for diplomatic facilities worldwide,” he said.

Washington CNN —The Biden administration believes the Russian government will continue to engage on detainee issues, including freeing American Paul Whelan, following the release of WNBA star Brittney Griner because “they have things they want in this world,” a senior administration official told CNN. Moscow knows that ultimately the two sides will reach “a mutually acceptable arrangement if they keep talking to us,” the official continued. “It’s clear that the US government has no concessions that the Russian government will take for Paul Whelan. The official didn’t count out the US offering a Russian spy in US custody as a potential offer to Russia. “There is a willingness to pay even a very big price on the part of this President,” the official said.
The US was unable to deliver on the request for the ex-colonel, Vadim Krasikov, because he is serving out a life sentence for murder in Germany. The US made several other offers to the Russians, sources said, to try to get them to agree to include Whelan in the swap. The US also offered to trade Roman Seleznev, a convicted Russian cyber-criminal currently serving a 14-year sentence in the US, sources said. But Bélot said he could see Vinnik being part of prisoner swap negotiations in the future. “They [Vinnik and Whelan] make part of the possible ‘candidates’ for the next swap,” Bélot said in a text message to CNN.

US Secretary of State Antony Blinken said Tuesday that the strong international support for Ukraine has likely impacted China's thinking about Taiwan. Blinken reiterated that the United States is determined to preserve peace and stability in the Taiwan Strait, and indicated that robust support to Ukraine would help rather than deter that goal. Blinken said Beijing has seen “countries coming together in extraordinary ways to make sure that Ukraine has what it needs to defend itself, to put tremendous pressure on Russia to ends its aggression, and as well, to make sure that, in the case of NATO, we're strengthening our own capacity to defend ourselves in case that aggression were to spread.”“And I think that has to have an impact on China's thinking about the future and about what it may be looking at in terms of Taiwan,” he said. Some context: Under the “One China” policy, the US acknowledges China’s position that Taiwan is part of China but has never officially recognized the Communist Party’s claim to the self-governing island of 23 million. The US provides Taiwan with defensive weapons but has remained intentionally ambiguous on whether it would intervene militarily in the event of a Chinese attack.
CNN —The United States is in “deep” talks with India over its reliance on Russian arms and energy, a US State Department official said Tuesday, in a development that could further isolate Moscow on the international stage. “India is heavily, heavily dependent on Russia, and that’s something that they did to themselves over some 40 years: first their military and then their energy dependence,” the official said. The State Department official’s comments came hours before Russian President Vladimir Putin announced an escalation of Moscow’s offensive in Ukraine, calling for the immediate “partial mobilization” of Russian citizens. Annual India-US trade is more than $110 billion, compared to about $8 billion for India’s trade with Russia. India is also a member of the Quadrilateral Security Dialogue alongside the US, Japan and Australia.
