Senator Patty Murray got inspired to enter politics when a male state legislator derided her efforts to fight budget cuts to early education programs, calling her “just a mom in tennis shoes” — a remark she would proudly adopt as her campaign slogan. Tucked into the $1.2 trillion spending law Congress cleared last week was an additional $1 billion for a single year for child care and early education programs. Ms. Murray accomplished that feat against substantial political headwinds. Their agreement effectively froze expenditures on everything except the military, translating into deep cuts to social programs. But Ms. Murray, together with Representative Rosa DeLauro of Connecticut, her Democratic counterpart in the House, pushed Republicans to accept a 9 percent increase in spending for child care subsidies for low-income families, and a $275 million increase in spending for Head Start, the federal program for low-income preschool children.

After two elections, held two weeks apart, the same two candidates have advanced to two subsequent elections. Both Mr. Fong and Mr. Boudreaux had already won a chance to vie in the November general election for a full, two-year term, starting in January 2025. Mr. Boudreaux, the longtime sheriff of Tulare County, finished with about 26 percent of the vote. As the top two finishers — and with neither candidate taking 50 percent of the vote — they will compete again on May 21 to determine who completes Mr. McCarthy’s term.

The House and Senate both passed a stopgap bill on Thursday to avert a partial government shutdown at the end of the week. The House vote was 320 to 99 with 113 Republicans voting in favor and 97 Republicans voting against. “The appropriations process is ugly,” Johnson told reporters on Thursday. Rep. Marjorie Taylor Greene of Georgia, who will vote against the stopgap bill, swiped at the speaker over cutting a deal with Democrats on government funding. Rep. Tim Burchett of Tennessee, who was one of the eight Republicans who voted to oust McCarthy, said he opposed the stopgap bill and broader funding deal but was sympathetic to Johnson’s circumstances.
