Gavin Newsom sat down with Chinese President Xi Jinping on Wednesday to discuss collaboration on addressing climate change amid fragile relations between the United States and China. Newsom is the first governor in four years to visit China and the first California governor to meet with Xi since 2017. The only way we can solve the climate crisis is to continue our long-standing cooperation with China," Newsom said in a statement. The United States as a whole has pledged to zero out its emissions by 2050. In July, U.S. climate envoy John Kerry visited China to revive climate collaboration between the two countries.

Governors of California, which has an economy larger than most countries, have a long history of climate collaboration with China. “It’s going to be very difficult to tackle the climate crisis just here in California,” Sanchez said. California Republicans said Newsom shouldn’t be visiting China at a time of tensions over international conflicts and the suppression of free speech. But climate experts said California has a significant role to play in advancing global climate policy. “There’s a natural role for California and the California governor.”___Megerian reported from Washington.

[1/2] California Governor Gavin Newsom speaks at an event for the second year of the Roybal School of Film and Television Production Magnet at the Edward R. Roybal Learning Center in Los Angeles, California, U.S., October 13, 2023. "As two of the world’s largest economies, our partnership is essential to delivering climate action for our communities and beyond," Newsom said in a statement on Wednesday. Newsom has been building up a national profile as a voice for stringent climate action, most recently gaining applause at the United Nation's Climate Ambition Summit last month for a speech railing against oil companies' climate policy obstruction. China, the world's largest methane emitter, has yet to release details of its planned methane reduction strategy despite encouragement from Kerry's team to do so. The governor also plans to tour Tesla’s Shanghai Gigafactory, which produces the largest number of electric vehicles in the world.

DUBAI, Oct 9 (Reuters) - The United Arab Emirates is refashioning state-owned Abu Dhabi National Oil Company (ADNOC) in the image of an international oil major by stepping up its global expansion and finding new revenue streams to maximise earnings for the Gulf state. The state-owned company also told Reuters it was investing in energy trading, without giving further details. ADNOC has two trading arms, both set up in 2020: ADNOC Trading, which is focused on crude oil, and ADNOC Global Trading, a joint venture with Italy's Eni (ENI.MI) and OMV which is more focused on refined products. Other recent hires include Bart Cornelissen, who left Deloitte to become ADNOC's senior vice president for group strategy and portfolio last month, according to LinkedIn. Recent senior hires for ADNOC's trading arms include alumni of Gunvor, Litasco, Shell and TotalEnergies, the employment network showed.

The COP28 summit is scheduled to take place in Dubai between Nov. 30 and Dec. 12. The United Arab Emirates' president of the conference, Jaber, has said the oil and gas industry needs to be part of the conversation on climate change. He has urged the energy industry to achieve net-zero emissions by or before 2050 and to accelerate an industry-wide commitment to reach near-zero methane emissions by 2030. "If the oil and gas industry signs up to decarbonization agreements and methane abatement that is a huge contribution to the debate," Amin said. Jaber, who is also head of UAE state oil giant ADNOC, was a controversial pick to lead the climate summit because his country is an OPEC member and a major oil exporter.

China, the world's biggest fossil fuel consumer, is among those signalling that it intends to keep using them for decades. By inserting "unabated" before fossil fuels, the pledge targeted only fuels burned without emissions-capturing technology. "We cannot use it to green-light fossil fuel expansion," the countries said in a joint statement. We can't say we want to avoid 1.5 C ... and not say anything about phasing out fossil fuels," Cox said. The Alliance of Small Island States, whose members face climate-fuelled storms and land loss to rising seas, wants a fossil fuel phase-out and an end to the $7 trillion governments spend annually on subsidising fossil fuels.

Pacific islands leaders gathered Monday for the start of a two-day Washington summit. As part of the summit, the U.S. is formally establishing diplomatic relations with two South Pacific nations, the Cook Islands and Niue. Biden announced Monday that later this year he would deploy a U.S. Coast Guard vessel to the region to collaborate and train with Pacific islands nations. The administration pledged the U.S. would add $810 million in new aid for Pacific islands nations over the next decade, including $130 million on efforts to stymie the impacts of climate change. The leaders will also meet on Monday with Biden's special envoy on climate, John Kerry, for talks focused on climate change.

SINGAPORE, Sept 22 (Reuters) - The complete phasing-out of fossil fuels is not realistic, China's top climate official said, adding that these climate-warming fuels must continue to play a vital role in maintaining global energy security. China is the world's biggest consumer of fossil fuels including coal and oil, and its special climate envoy Xie Zhenhua was responding to comments by ambassadors at a forum in Beijing on Thursday ahead of the COP28 climate meeting in Dubai in November. The stocktake will be at the centre of discussions at the COP28 climate meeting, with campaigners hoping it will create the political will to set clear targets to end coal and oil use. "It is unrealistic to completely phase out fossil fuel energy," said Xie, who will represent China at COP28 this year. At climate talks in Glasgow in 2021, China led efforts to change the language of the final agreement from "phasing out" to "phasing down" fossil fuels.

Yet global emissions have continued to climb since 2015 when countries agreed to curb warming. Yet global emissions have kept growing since 2015, when nearly 200 countries struck the Paris Agreement aimed at averting the most catastrophic effects of a warming planet. There's also more willingness to name the main driver of climate change: fossil fuels. President Joe Biden didn't attend the Climate Ambition Summit and instead sent the nation's climate envoy, John Kerry. CNN —United Nations Secretary General António Guterres issued a stark warning as he gathered world leaders for a high-level summit on the climate crisis: “Humanity has opened the gates to hell.”“Horrendous heat is having horrendous effects. Sweltering temperatures spawning disease,” he said in a speech to open the Climate Ambition Summit, happening alongside the UN General Assembly in New York. The aim of the summit is to increase ambitions on climate action, Guterres said. Selwin Hart, a special adviser to the UN Secretary-General on climate action and just transition, said there has been “massive backsliding” on commitments. “We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels.”

The president’s speech was also a reminder that time is not on the side of the civilized world. “We all need to do more,” Biden said of the SDGs due to be met by 2030 but which are seriously off track. We have to stand up to this naked aggression today and deter other would-be aggressors tomorrow,” Biden said. As the president was speaking, Ukraine’s President Volodymyr Zelensky could be seen listening intently and applauded at the pledge of support. Leveraging the absence of other world leaders to his advantage seems to be working for Biden.

"The move from fossil fuels to renewables is happening – but we are decades behind," Guterres said at the start of the one-day summit. "We must make up time lost to foot-dragging, arm-twisting and the naked greed of entrenched interests raking in billions from fossil fuels." Those not invited to speak were the world's two top polluters - the United States and China – though U.S. Special Envoy on Climate Change John Kerry was in the audience. Maybe Trump and his MAGA friends can bow down but I won’t,” Biden told supporters at a Broadway fundraiser. Biden has sought a package of $13.1 billion in additional military aid for Ukraine and $8.5 billion for humanitarian support. Senior administration officials said the two leaders will discuss issues including Iran but declined to elaborate further. The meeting between Blinken and Han was the latest in a series of high-level talks between U.S. and Chinese officials that could lay the groundwork for a meeting between President Joe Biden and Chinese President Xi Jinping later this year. "The world expects us to responsibly manage our relationship," Blinken said in brief remarks at the beginning of his meeting with Han. Neither Blinken nor Han in their remarks explicitly mentioned whether such a meeting will materialize. "Currently, China-U.S. relations face many difficulties and challenges," Han told Blinken, noting that China hoped the U.S. would make efforts to implement the consensus reached by the two countries' leaders and promote the stable development of relations. However, recent developments, especially within the Chinese government and the party, have cast doubt on whether that would happen. Questions are swirling around recent purges within the top levels of the Chinese government and the Communist Party. U.S. officials determined last week that Gen. Biden met with Prime Minister Phạm Minh Chính, who also accompanied Biden to a quick drop by at a meeting of business leaders.
