CNN —Hackers targeted a wastewater treatment plant in Indiana on Friday evening, prompting plant managers to send maintenance personnel to investigate the suspicious activity, a local official told CNN. A Russia-linked hacking group claimed responsibility. The same group claimed credit for a string of hacking incidents against water facilities in Texas earlier this year. On Saturday, Russian-speaking hackers posted a video to social media claiming credit for a cyberattack on a TMU wastewater treatment plant. It’s the latest apparent effort by a group of Russian-speaking hackers to target water facilities in small American towns.

Their friendship was tested in 2017 when then President Trump supported a blockade of Qatar led by Saudi Arabia and the United Arab Emirates. Saudi Arabia, for its part, would benefit from direct access to the Israeli military and technology sector. After its midnight deadline, the Senate voted early Saturday to reauthorize a key U.S. surveillance law after divisions over whether the FBI should be restricted from using the program to search for Americans' data nearly forced the statute to lapse. The legislation approved 60-34 with bipartisan support would extend for two years the program known as Section 702 of the Foreign Intelligence Surveillance Act. "If you miss a key piece of intelligence, you may miss some event overseas or put troops in harm's way," Sen. Marco Rubio, the top Republican on the Senate Intelligence Committee, said. One of the major changes detractors had proposed centered around restricting the FBI's access to information about Americans through the program. "I think that is a risk that we cannot afford to take with the vast array of challenges our nation faces around the world," Democratic Sen. Mark Warner, chair of the Senate Intelligence Committee, said Friday.

The United States will impose new sanctions targeting Tehran after Iran's large-scale attack on Israel over the weekend, according to National Security Adviser Jake Sullivan. Most of the 300 ballistic projectiles, the majority of which are believed to have been launched from inside of Iran’s territory, were intercepted by Israel and its allies. Iran said it attacked Israel in retaliation for an Israeli strike on its diplomatic compound in Syria. US Treasury Secretary Janet Yellen said the Biden administration would use sanctions “to continue disrupting the Iranian regime’s malign and destabilizing activity.”Here are the latest developments in the region:

Israel was mere moments away from an airstrike on April 1 that killed several senior Iranian commanders at Iran’s embassy complex in Syria when it told the United States what was about to happen. Aides quickly alerted Jake Sullivan, President Biden’s national security adviser; Jon Finer, the deputy national security adviser; Brett McGurk, Mr. Biden’s Middle East coordinator; and others, who saw that the strike could have serious consequences, a U.S. official said. Publicly, U.S. officials voiced support for Israel, but privately, they expressed anger that it would take such aggressive action against Iran without consulting Washington. On Saturday, Iran launched a retaliatory barrage of more than 300 drones and missiles at Israel, an unexpectedly large-scale response, if one that did minimal damage. The events made clear that the unwritten rules of engagement in the long-simmering conflict between Israel and Iran have changed drastically in recent months, making it harder than ever for each side to gauge the other’s intentions and reactions.

Washington CNN —President Joe Biden hosts Japanese Prime Minister Kishida Fumio for a state visit Wednesday, including a crucial Oval Office meeting, reinforcing his commitment to bolstering vital partnerships in the Indo-Pacific amid a militarily and economically resurgent China. Over 70 items covering a wide array of critical sectors are expected to be announced as part of the bilateral meeting between Biden and Kishida, according to senior administration officials. “The idea of switching to a multilateral, lattice-like strategic architecture is to flip the script and isolate China,” this person said. Cherry Blossom diplomacyEven as the leaders plan to announce the lengthy list of defense and diplomatic agreements during the course of their visit, senior administration officials also sought to highlight a more symbolic takeaway. A senior Biden administration official called the original gift of cherry trees from Japan one of the most important diplomatic gifts in US history – second only to the Statue of Liberty, a present from France.

Biden’s week also includes an official visit for Japanese Prime Minister Kishida Fumio, reinforcing his commitment to cultivating partnerships in the Indo-Pacific in the face of China’s rising economic and military power. The historic leaders summit on Thursday between Biden, Kishida and Filipino President Ferdinand Marcos is expected to produce announcements relating to infrastructure, energy security, digital connectivity and maritime security. Meanwhile, Japan has recently loosened restrictions on the export of military technology – paving the way for deeper collaboration with like-minded allies. The first virtual meeting with the four leaders took place in March 2021 with subsequent in-person summits in the years that followed. CNN —The Biden administration is dismissing Israeli Prime Minister Benjamin Netanyahu’s pronouncement that a date has been set for a ground offensive into Rafah as bluster that is in no small part fueled by the Israeli prime minister’s tenuous political standing at home, senior administration officials told CNN. Privately, multiple senior administration officials chalked up Netanyahu’s pronouncement – which was followed Tuesday by a declaration that that“no force in the world” will stop Israeli troops from entering Rafah – to bravado. Israeli officials argue that four Hamas battalions remain in Rafah that must be taken out. Israeli officials did not provide comprehensive answers to the questions in the meeting, the sources said. Hamas would rebuild from the remaining battalions there, the officials told their US counterparts.

Israeli Prime Minister Benjamin Netanyahu’s office has agreed to reschedule a planned meeting with US and Israeli officials to discuss a possible operation in Rafah, the White House confirmed Wednesday, just days after Netanyahu canceled the delegation. “The Prime Minister’s Office has agreed to reschedule the meeting dedicated to Rafah,” White House press secretary Karine Jean-Pierre said. During Wednesday’s briefing, the press secretary declined to say when the administration is hoping to reschedule the meeting, but emphasized it’s an “urgent” priority. Netanyahu canceled the delegation’s planned trip this week over objections to the US abstaining from a UN Security Council vote calling for an immediate ceasefire in Gaza. An Israeli official told CNN they are in the process of rescheduling the visit to DC to hear US ideas for how to target Hamas in Rafah.

Israel has faced criticism internationally ahead of its planned offensive on the southern Gaza city, in which more than one million people are currently sheltering. Netanyahu had earlier told the delegation that displaced Palestinians in Gaza could “just move” out of Rafah and “move with their tents.”“There’s all of the Gaza Strip north of Rafah,” Netanyahu said. “People move down, they can move up,” the prime minister added. Disagreements over the impending invasion of Rafah and the worsening humanitarian disaster in Gaza have driven relations between Netanyahu and US President Joe Biden to a low. The White House said Wednesday that Netanyahu had agreed to reschedule the planned visit by the Israeli delegation to Washington to discuss the possible Rafah operation.

For the increasingly tense U.S.-Israel relationship, the fallout from passage of the U.N. cease-fire resolution was immediate, as Prime Minister Benjamin Netanyahu said Monday that he would not send a planned high-level delegation to Washington for meetings with U.S. officials. But on Monday, when the Security Council took up a less strongly worded resolution, calling for a cease-fire for the holy month of Ramadan, the U.S. representative abstained, allowing the measure to pass. Mr. Gallant, before meeting with Mr. Sullivan, gave no sign Israel would agree to a cease-fire. He reiterated the administration’s position that before going into Rafah, Israel must have a detailed plan to protect, shelter and feed the civilians there. The U.N. resolution and the American role in it drew angry responses from far-right elements of Israel’s government.

Israeli Prime Minister Benjamin Netanyahu on Monday said he will not send a delegation as planned to Washington after the United States refrained from vetoing a U.N. Security Council proposal calling for a ceasefire in Gaza. "In light of the change in the American position, Prime Minister Netanyahu decided the delegation would not leave," his office said. The United States abstained from the vote. The high-level delegation was due to travel to Washington to discuss a planned Israeli military operation in the southern Gaza city of Rafah, where more than a million Palestinians are taking shelter.
