Rep. Donald Payne Jr., D-N.J., has died at the age of 65 after several weeks of being hospitalized following a "cardiac episode" in early April. "Deeply saddened by the passing of Congressman Donald Payne Jr., a good friend, highly effective public servant and compassionate leader. Payne succeeded his father, Rep. Donald M. Payne, who also died in office. Payne Jr., was a member of the Congressional Black Caucus and served on the House Homeland Security and Transportation and Infrastructure Committees. The special primary election must be held between 70 and 76 days after the governor's proclamation, and the special general election must be held between 64 and 70 days after the primary election.

The drone combat in Ukraine that is transforming modern warfare has begun taking a deadly toll on one of the most powerful symbols of American military might — the tank — and threatening to rewrite how it will be used in future conflicts. Over the last two months, Russian forces have taken out five of the 31 American-made M1 Abrams tanks that the Pentagon sent to Ukraine last fall, a senior U.S. official said. A vast majority of those are Soviet-era, Russian or Ukrainian-made tanks; only about 140 of those taken out in battle were given to Ukraine by NATO states. And Russia has so far lost more than 2,900 tanks, the Oryx data show, although Ukraine claims that the number exceeds 7,000. German Leopard tanks have also been targeted in Ukraine, with at least 30 having been destroyed, Oryx says.

Nearly three years after a series of suicides shut down the Vessel, the 150-foot-tall centerpiece of the Hudson Yards complex in Manhattan, the project’s developer said on Friday that it would reopen this year with new safety measures. The beehive-shaped sculpture, with a labyrinth of about 2,500 steps and 80 landings, opened in 2019, along with much of the rest of Hudson Yards, a gleaming development in Midtown West. Not long after, in February 2020, a 19-year-old, Peter DeSalvo III, died by suicide there. The attraction will reopen once “floor-to-ceiling steel mesh” has been installed on several staircases, said Kathleen Corless, a spokeswoman for Related Companies, the developer of Hudson Yards. The measure will preserve the “unique experience that has drawn millions of visitors from around the globe,” the company said in a statement.

Federal transportation officials allowed New York to move ahead with congestion pricing without fully addressing how traffic and pollution would be shifted to its neighbors across the Hudson River as drivers avoid the new tolls, a lawyer for the State of New Jersey argued in federal court on Wednesday. Now, as traffic patterns change, those New Jersey communities will be forced to shoulder the environmental burdens of the tolling program while New York receives all the benefits, the lawyer, Randy M. Mastro, said in his opening remarks in New Jersey’s lawsuit against congestion pricing. “It isn’t about whether you like or don’t like congestion pricing,” Mr. Mastro said in a courtroom in Newark. The issue is whether the Federal Highway Administration “took a hard look” at the potential environmental effects. The Metropolitan Transportation Authority, the state agency overseeing congestion pricing in New York, has repeatedly said that New Jersey communities were extensively studied in an environmental assessment.

CNN —More than 200 artists, including Billie Eilish, Kacey Musgraves, J Balvin, Ja Rule, Jon Bon Jovi, The Jonas Brothers, Katy Perry, Miranda Lambert and more, are speaking out against artificial intelligence-related threats in the music industry. The letter highlights AI threats including deepfakes and voice cloning, as well as “irresponsible uses of AI” such as the using AI sound to diminish royalty payments to artists and the use of musical works by AI developers without permission to train and produce AI copycats. “Unfortunately, some platforms and developers are employing AI to sabotage creativity and undermine artists, songwriters, musicians and rightsholders.”The letter urges digital music platforms and services to pledge to protect artist. “We must protect against the predatory use of AI to steal professional artists’ voices and likenesses, violate creators’ rights, and destroy the music ecosystem,” the letter says. In a statement, the executive director of the ARA, Jen Jacobsen, said the threats of artificial intelligence are worsening already-tough working conditions for artists.
