Earlier this month, Costa Rica introduced mandatory visa requirements for Hondurans seeking to enter, saying the measure was needed to boost security, which prompted reciprocal action from Tegucigalpa. Earlier this year, Costa Rican President Rodrigo Chaves proposed a set of security measures in response to surging crime, including a record-setting pace for murders. Costa Rican police have attributed rising violence to an uptick in international criminal groups trafficking drugs to the United States. Specifically, Costa Ricans seeking to enter Honduras will need a certificate showing their criminal records, while Hondurans seeking to enter Costa Rica will need a certificate detailing any police record. In testimony to Mexican senators, Foreign Minister Alicia Barcena said that in the month of September alone, 60,000 Venezuelan migrants, 35,000 Guatemalan migrants and 27,000 Honduran migrants arrived in Mexico. The September data comes ahead of Sunday's migration summit in the southern Mexican town of Palenque hosted by President Andres Manuel Lopez Obrador where regional leaders will discuss rising U.S.-bound migration in Latin America. After U.S. authorities authorized in May more legal pathways to enter the United States, the numbers of migrants crossing Mexican territory fell abruptly. Barcena also noted that some 1.13 million migrants have so far this year reached Mexico's southern border with Guatemala, and that 1.75 million had reached the U.S.-Mexico border.

MEXICO CITY (AP) — Mexico’s president said Tuesday that he rejected a U.S. request to set up migrant transit centers in Mexico. Neighboring Guatemala has set up one such center, where migrants can apply for U.S. work and refugee visas. “We have been looking at setting up sites in Mexico, because they (the United States) have asked for it,” López Obrador said. The centers are part of a larger migratory strategy aimed at reducing the large number of migrants from Latin American and the Caribbean to the United States. The influx of migrants has caused tension between the United States and Mexico.

UNICEF recorded the most weather-related child displacements in the East Asia and Pacific region due to the combination of hazards there, followed by South Asia. Extreme weather events have become more common in recent years due to climate change. Floods and storms accounted for 95% of the child displacements, said UNICEF, during the six-year period, according to its report, "Children Displaced in a Changing Climate". The report projects that nearly 96 million children will be displaced due to river floods alone over the next three decades, an average of almost 3.2 million children every year.
