Michelle Lujan Grisham has advocated for a more robust spending package, a 10% annual spending increase that would shore up housing opportunities, childhood literacy and health care access. Senate budget amendments apply $75 million in state matching funds to the effort. Under another $1.5 million budget provision, New Mexico would for the first time help compensate landowners and agricultural producers when wolves are confirmed to have killed livestock or working animals. The fund underwrites an array of conservation programs at state natural resources agencies, from soil enhancement programs in agriculture to conservation of threatened and big-game species. The Legislature's budget bill would place $512 million in the trust.

But a new research proposal published by the Center for Retirement Research at Boston College by experts at the opposite ends of the political spectrum has sparked considerable opposition. Together, they call for limiting current tax preferences for retirement savings plans, and instead redirecting those funds to help shore up Social Security. How retirement plan tax incentives workIn 2024, the limit for total employee and employer contributions to a defined contribution plans such as 401(k)s is $69,000 in 2024. By rolling back the tax incentives provided through defined contribution retirement plans, the money saved could be used to help fix a portion of Social Security's funding gap, the researchers argue. "We now have an industry and a policy based on 401(k)s and defined contribution plans that has been, relatively speaking, successful," Fichtner said.

South Carolina’s primary will be the first opportunity Black voters have to voice their support – or displeasure – with Biden since that election. In 2020, Biden won 61% of the Black vote, which made up 56% of the Democratic primary electorate, according to CNN exit polling. Vice President Kamala Harris also spoke at a get out the vote event at South Carolina State University in Orangeburg Friday, the last day of early voting. “South Carolina, you are the first primary in the nation, and President Biden and I are counting on you,” Harris said. “And for me personally, and our team here, we don’t live in that space of being passive.”Mimi Striplin, founder of The Tiny Tassel in Charleston, South Carolina, speaks with CNN's Eva McKend.

But unlike its coastal counterparts, Houston's homes are much cheaper and more abundant. Advertisement"It's really a way to limit housing construction," said Emily Hamilton, a housing researcher at the Mercatus Center at George Mason University. She added that minimum lot sizes maintain "a homogenous type of housing construction with often a high floor on how expensive it has to be." The policy change has spurred the construction of almost 80,000 new homes, many of them townhouses and other kinds of small-lot single-family homes. But the massive success of Houston's minimum lot size reform is getting noticed across Texas and around the country.

Nikki Haley lost the New Hampshire primary but found a cause: getting under Donald Trump’s not exactly rhinoceros-thick skin. Haley’s turn toward mockery and confrontation has created modest excitement in the disillusioned world of NeverTrump punditry. Maybe the remaining non-Trump Republican is giving up on being vice president or winning some future G.O.P. The idea that there exists some form of elite Republican denunciation, combined with egregious Trumpian misbehavior, that could shatter the G.O.P. coalition and send him to a Barry Goldwater or George McGovern-style defeat, seemed plausible enough eight years ago.

In death, as in life, it is expensive to have famous people as your neighbors. There is hardly any space left at Highgate Cemetery, a Victorian graveyard in north London where Karl Marx, George Michael and George Eliot are buried, along with 170,000 other Londoners. The price of a grave to rest in esteemed peace? That cost gained attention in British media this week, after the historic site notified the public it had begun a process of adding new gravesites. “Cemeteries are quite expensive places to maintain,” said Ian Dungavell, the chief executive of the charity that manages Highgate Cemetery, adding that dwindling space on the property contributed in part to the high cost of being buried there.

Texas was the most recent: Since September, there has been no state sales tax on period products there. After several years of big swings in the market and the U.S. economy, investors may want to buckle down and focus on individual stocks rather than make bold predictions about 2024. A resilient economy in 2023 proved widespread projections of an imminent recession wrong, and the economic consensus is murkier heading into the new year. That scenario of an economy exiting a recession seems far away as the calendar turns to 2024 with the U.S. labor market still growing. And quality stocks showed in 2023 that they can have solid performance even if growth is what leads the market. Shifting to high quality stocks can give investors a measure of defense in their portfolio without piling into cash.

No one behind in the national polls by as much as Haley at this point in the primary calendar has ever ended up winning the nomination. A late October Des Moines Register poll had Trump at 43% to Haley and DeSantis each at 16% in Iowa. They both went on to win Iowa. Haley, however, doesn’t need to win Iowa to secure the GOP nomination. Hart’s overperformance in Iowa was a big reason he went to win the New Hampshire primary in 1984.

On the Democratic side, Barack Obama won the Iowa caucuses in 2008 and went on to win the White House. And Trump, although he’s the favorite in pre-caucus polling this year, lost the Iowa caucuses in 2016 to Cruz. Weren’t there some problems with the Iowa caucuses? This is the first time since 1972 that the Iowa caucuses will not be the first event on Democrats’ presidential nomination calendar. President Joe Biden, who placed fourth in the 2020 Iowa caucuses, pushed Democrats to change up the calendar.

EL CAJON, Calif. In a deal with prosecutors, Williams pleaded guilty to one felony count of making a criminal threat and to a special allegation of using a firearm during the threat, attorney Randy M. Grossman said. Although a judge would have the discretion to sentence Williams to a year in jail, “no custody is contemplated,” the attorney said. “Nobody was injured in this case, nobody testified that anybody saw Mikey actually fire the gun and he didn’t admit he was the one who fired the gun,” Grossman said. “He admitted responsibility and pleaded guilty.

Despite weak poll numbers and questions, including from some Democrats, about his age, Biden has stuck to his plan to seek a second term after clearing the field of serious Democratic primary challengers when he announced in April that he was running again. Biden loyalists, citing his record in office, argue that the party does not need a backup plan to defeat probable Republican nominee Donald Trump, who Biden beat in the 2020 election. To the chagrin of the White House, Biden's age has become a defining part of the 2024 campaign. "If he continues to run, he will be the nominee of the Democratic Party. ATLANTA (AP) — It's a fight over land in one of rural Georgia's poorest areas, but it could have implications for property law across the state and nation. A hearing officer will take up to three days of testimony, making a recommendation to the five elected members of the Georgia Public Service Commission, who will ultimately decide. Railroads have long had the power of eminent domain, but Georgia law says such land seizures must be for “public use." “This is not a taking of necessity from private property owners to serve truly public interests and the public as a whole. The case matters because private entities need to condemn private land not only to build railroads, but also to build other facilities such as pipelines and electric transmission lines.

Many countries are working on them — and neither China, Russia, Iran, India or Pakistan have signed a U.S.-initiated pledge to use military AI responsibly. Another AI project at Space Force analyzes radar data to detect imminent adversary missile launches, he said. One urgent challenge, says Jane Pinelis, chief AI engineer at Johns Hopkins University’s Applied Physics Lab and former chief of AI assurance in Martell’s office, is recruiting and retaining the talent needed to test AI tech. Testing and evaluation standards are also immature, a recent National Academy of Sciences report on Air Force AI highlighted. Might that mean the U.S. one day fielding under duress autonomous weapons that don’t fully pass muster?

The 363 Oxford Street address hosted the very first HMV store in 1921, opened by composer Edward Elgar, and was central to the development of British popular music and culture. "We feel really good on the future of physical stores for retail," Putman told Reuters in an interview. The store will sell 8,000 different vinyl albums, 12,000 CDs, music merchandise and a wide range of music technology. HMV says its vinyl sales are significantly ahead of UK annual market growth of 18%, and account for half its physical music sales. Councillor Geoff Barraclough of Westminster City Council, which oversees Oxford Street, said the HMV store represented what they wanted to do on Oxford Street: "an experience beyond traditional retail".

The tool, Section 702 of the Foreign Intelligence Surveillance Act, will expire at the end of December unless the White House and Congress can cut a deal and resolve an unusually vexing debate that has yielded unlikely alliances at the intersection of privacy and national security. Without the program, administration officials warn, the government won't be able to collect crucial intelligence overseas. National security officials have said that 59% of articles in the president’s daily brief contain Section 702 information. The White House has already dismissed as unworkable the one known legislative proposal that’s been advanced. Despite the clear challenges in reaching a compromise, the last-minute scramble between the White House and Congress has come to be expected each time the government’s surveillance powers are set to be renewed.
